There's no shortage of USD so its price is somewhat stable in rough weather unlike other instruments. And, you can't be blamed for buying USD in "unusually uncertain" times even if you suffer a small loss.

You can make fun of the USD all you want but it won't change the fact that it is the only instrument you can buy and sell in quantities with very little price movement comparing the USD to a third instrument not involved in your trade. Quoting myself:

I think the beginning of the stall/downtrend was to get a flight to safety and ensure auctions go smoothly... there were a couple auctions there not too far apart that were... suspect to say the least... when circumstances change, you adapt.
This will have the added bonus of making QE 2.0 all the more palatable. I am uncertain that even when faced with the next big leg down, we will choose to stave it off... We'll see how big the next increase in the debt ceiling will be...
