Per CNN: Radiation level rising in Fukushima No. 1 nuclear plant turbine building, Kyodo News Agency reports.

That's not good.

Rods are in (in a BWR they get inserted in the same direction as your lovely finger ;-).  Chain reaction shut down.

So it is decay heat being removed.
