This weekend in the mid day 100+ degree heat there was a panhandler walking up and down in the middle of the road with a small cardboard sign asking for help. Sort of looked like the guy in your image.
I gave him something if only because he was out there in that terrible heat. It showed me he was willing to work at something when many others were not.
Last weekend on the corner of 12th and University, a guy was panhandling while talking on his cell phone! Strange Days Indeed!
The government provides cell phones to poor people. My wife and I laugh everytime we get one of those offers in the mail. I don't know if they do it by zip code or blanket mailings. Actually it's a reminder of what the government considers to be necessary.
Once, many years ago, I saw Ivan Boesky squee-jeeing car windows at Houston and Canal. May the same fate befall them all.
