You can't force people or nations to change, ever. Guns, bombs, and force can produce only compliance. I agree with that quote, and I would generalize it further.
There is always perpetual war ... It is only when the dynamic equilibria of the forms and forces of lies and robbery get sufficiently out of balance that the obvious shooting starts. That situation then selects for those who are the most criminal to prevail.
The big problem with history is that, before weapons of mass destruction, some people could end up winning wars, and those people control our civilization NOW ... However, nothing in that history prepared those people, or anybody else, for weapons of mass destruction. Which means we are being herded into a stampede towards wars that will become CRIMES on a scale that is beyond our current imagination, such that nothing else we valued before will be worth that, since almost everything else we valued, and might have thought was worth fighting for, will be destroyed by weapons of mass destruction that are trillions of times bigger than the people that built and will use them!
The vast majority of people appear to have the same mathemagical view of weapons of mass destruction as they do about the economic system. It is hard to imagine how we can learn that those weapons are orders of magnitude more powerful than we are, and will destroy everything we care about, or thought was worth fighting over, when our obsolete social habits and pyschological attitudes drive us to start using them. Those amongst us that are the most wealthy and powerful, the group of trillionaire mass murders, are the ones that won the most from past wars, and are most eager to get another one going, BUT, they are also the people with the least realistic understanding of what they will be doing, and how far, far, far out of control, and beyond them, the war that they are deliberately starting, could go!!!
