All U.S. Intelligence Agencies – Including CIA and NSA – to Spy On Americans’ Finances

George Washington's picture

Reuters notes:

U.S. to let spy agencies scour Americans’ finances

The Obama administration is drawing up plans to give all U.S. spy agencies full access to a massive database that contains financial data on American citizens and others who bank in the country, according to a Treasury Department document seen by Reuters.

***

Financial institutions that operate in the United States are required by law to file reports of “suspicious customer activity,” such as large money transfers or unusually structured bank accounts, to Treasury’s Financial Crimes Enforcement Network (FinCEN).

The Federal Bureau of Investigation already has full access to the database. However, intelligence agencies, such as the Central Intelligence Agency and the National Security Agency, currently have to make case-by-case requests for information to FinCEN.

The Treasury plan would give spy agencies the ability to analyze more raw financial data than they have ever had before ….

***

The planning document, dated March 4, shows that the proposal is still in its early stages of development, and it is not known when implementation might begin.

***

The plan calls for the Office of the Director of National Intelligence – set up after 9/11 to foster greater collaboration among intelligence agencies – to work with Treasury. The Director of National Intelligence declined to comment.

The excuse given for this intrusion on privacy?

As with the destruction of all of our privacies  and other liberties, the excuse given is terrorism.

Indeed, given that the government claims the right to assassinate or indefinitely detain Americans without any due process of law, do you think government employees will hesitate in seizing the assets of Americans labels as “enemies?”

The government has done it before, and President Obama  authorized seizure of property again last year.

And the government’s take-down of Megaupload was an  exercise of the power to seize all of the legal property held in a storage facility because a handful of crooks have illegal property in theirs.

Keep stacking and get away from anything paper or electronic.  If they start looking for your stacks, bury them in the back yard, and hope that the drones don't get ground penetrating radar.

Last I checked us muppets were suspects of wrong doing for any amount of cash exceeding $1500 frn's.  It's probably down to $300 by now.

They can file for any suspected issue...  remember, they're citizen spies after all (like mandated reporters).

However, if there's one thing we can count on, it's human apathy and laziness.  Thankfully, most tellers and other bank employees are not monetarily incentivized to file any reports.  This is why the gift of gab tends to help, as well as utilizing local banks where everyone recognizes you.  Also tends to help to routinely conduct "suspicious" transactions (e.g. depositing thousands in cash)...  that way, you have to do something REALLY suspicious to get put on the list.  If the same teller sees you come in and deposit $5k every saturday morning, then is it really suspicious the tenth time around?

Although no one is supposed to discuss the suspicious activity report system, bank administrators actively search the deposit records for suspicious activity...  independently of any reports filed by employees (after all, how can minimum wage folks be trusted to file reports?  Clearly that gets in the way of crossword puzzles, facebook, and nap time).  The bank's software system automatically alerts administrators to suspicious activity based on a number of factors...  these transactions are reviewed and then forwarded up the chain of command.

The FBI has also been doing a lot of civilian recruiting with persons from virtually every industry...  targeting metro areas of 50k people or more.  I know a few financial institutions who have felt like their arms were twisted and that it would be a good idea for goodwill purposes (CYA) to send a representative to the FBI...  of course, the representative is typically someone who is expendable by the institution...  gotta hedge where you can I guess.

Back in the 90s, E bonds were paying 6% so i wrote a check on my S&l account and went to a bank to buy the bonds. They refused to take the check so i went back to the S&L and got cash that they could not refuse. They then made me fill out all kinds of forms because the govt. required reports of all transactions over 10K$.Yes, they treated me like a criminal, but i got my tax defered 6%.

I will accept this if "We the People" get the exact same access to the elected "elites" banking activities.  They do serve us don't they?  We don't vote someone in to turn around and be enslaved by them through stealth means or otherwise.  While we are at it why don't we cut off all pension and retirement benefits of elected officials as they all appear to have golden parachutes lined up when they exit and do not need a single penny of taxpayer dollar for their life styles.  From the Bushes, Clinton's and Gore's they should be ashamed to take a penny after they leave office given the amount of money they make once they leave office.  Well, who was it that brought up "shared sacrifice"?  Well, how about walking the walk?

Ron Paul voters—nor Romney voters had anything to do with the re-relection of Obama, the fix was in long before anyone cast a ballot. If you still believe voting has any effect on the outcome of who is elected president in this country, you have been smoking too much blue pill.

voting has something to do with who is elected president.  the real fix is who gets nominated, imo or even, "presented" for nomination.  if voting didn't count, would ron paul have been treated as he was, i.e. dangerous?  no, he'd have been allowed to state his case without a media blackout and hysterical misstatements.  when the votes were counted he would have been last from the very beginning.

Here ya go.

"If you've been hearing the sounds of military helicopters moving in and out of the Gainesville Regional Airport this week, there's a far-flung explanation -- and the aircraft will be around until at least Friday.

The helicopters, which have been taking off and landing at the airport since Saturday, are stationed temporarily at the University Air Center, the fixed-base operation at the Gainesville airport, and are part of a larger training exercise in South Florida conducted by the U.S. Special Operations Command based at MacDill Air Force Base in Tampa, said Maj. Mike Burns, a public affairs spokesman for the command.

The flights in and out of Gainesville encompass between four to eight aircraft and are made up of Black Hawk and Chinook helicopters, Burns said."

Burns would not specifically say why aircraft were taking off from Gainesville for exercises in the Miami area.

A press releases issued by Miami Dade County advises that the exercise includes the use of military helicopters and simulated gunfire. The training is meant to prepare for combat missions in urban areas and to prepare forces for upcoming overseas missions, according to the release."

Exactly.  I am astounded at how many commenters on this site there are that think things would be any better or different if "Team Red" would have won.  Remember, to the TPTB it is not a choice of the lesser of two evils but who will be THE MORE EFFECTIVE EVIL.  Which would be Obama.  Romney was a little too obvious.  Sure, he could sell the illusion of being a "good businessman" to a certain segment of "Team Red" but that wouldn't be enough cover to keep enough people from seeing the parasite he really is.  TPTB know Obama is a bit more useful.  More of the opposition would consists ignoramouses yelling "KenyanMuslimSocialist" and run around looking like fools wearing tea bags on their heads than rightfully pointing out that he is Jamie Dimon's and Lloyd Blankfein's bitch.

The police state measures are designed to protect to protect TPTB when the sh!t hits the fan.  That Obama is more effective at putting them into effect than Bush was or Romney would be is no accident.
