to benefit from reinflation, they implement a counter deflating measure to keep deflation from destroying asset values. most of those assets are borrowed, so you're right, its' really to keep the loan from being called for a lack of collateral the investor didn't have in the first place. home owners who are foreclosed out of their homes will do better than those who own their homes and have to watch the value fall. the foreclosed can reenter the market at a new lower price.
