Could it be that a Chechen "looks" white, thus being as close to a "domestic terrorist" as possible, without actually being White/American? That way, suspicion can be cast upon all white Americans, because after all, they all look alike. These "terrorists" just happened to be Chechens, but it could have been any white dudes, and now the only way to be safe is for total lockdown control everywhere, but without any "blowback" from white people.
4. As an aside, of course they couldn't use a black, or latino person. Too much history of racism, and the "racial profiling" card would be played immediately. It's a good time to be black or latino.
