I think there was a bit of sarcasm in Putin's choice of language. I remember him several times using the "partner" term over the last few years when he felt screwed by the US, like: "This does not seem like a proper way treat a partner." I think the word came from the US policy makers and he likes to throw it back in their face when he gets the chance.
