Please note that when CONgress passes laws meant to apply to only the US Federal government (the corporation that controls DC and all 'US citizens'). these laws statutes do not have to be consistent with the Constitution, because 'US citizens' do not have Constitutional rights. The statutes are passed as joint resolutions, and are private law, meaning they do not apply to all American natives, only those who choose to serve the corporate Federal government by being 14th Amendment citizens.

2008 was the year Ron Paul made his first attempt as a Republican candidate for president.
The "Paulistas" were soundly trounced; there were 'orders' from 'above' that RP was to get nowhere - in spite of his impressive vote counts in the Republican caucuses.
These counts were 'revised', 'lost', 'disqualified' to the point necessary.
The RP supporters were for the most part, newcomers to the Republican party and it's ways, and easily pushed aside in spite of the relatively large number of them.

Besides the reference following (1st Amendment), there is also the "Citizen's Arrest" as well as the "Unorganized Militia" (12 or more people with an elected leader to enforce a Citizen's arrests), however, this is not legal advice, and exercising such rights may be hazardous to both your wallet and your health.
It works really well when you have tens of thousands in multiple States though.

First Amendment - "Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances."
Please understand that the restrictions mentioned only, apparently, apply to Congress. The overreaching president and numerous courts have exhibited no such restraint when declaring new rules, new meanings of old laws, etc. The only catch is that said entities refuse to acknowledge the fact that only legislative bodies (Congress, for instance) should be able to pass laws or alter prior laws. That's just a minor detail, of course, when totalitarianism is the intended result.
