The implications for US foreign policy are more than just another domino falling in the forest - we hear it, in conjuntion with masssive meddling and disregard for allies. Saying F U is nothing, it's the conversation that matters, it's the proof of, for comparison, who pushed the banker off the roof.
You are right, the significance of this diplomatic faux pas derives from its relation to the litany of other recent embarassments.
I am appalled that the Russians would listen to a confidential diplomatic conversation and even worse those rooskies would leak that privileged conversation in a bold faced attempt to make the US State Dept look like amateurish meddlers. :)
