Easy way to meet the ObamaCare enrollment numbers is in the article attached.
If a convict signs themself and their family up for Obamacare, but the family makes enough to not qualify for medicaid, then do the premium payments to the insurance company by the government include the convicts share while they get
free prison care? If so, since most plans are HMO's where the PCP gets a monthly payment for each enrollee, then they are in on it too.
