Squeezing and releasing a tube (perastaltic action) will do quite nicely as a pump. Mechanical versions of this are readily available and cheap but in an emergence you can improvise.
If there were no anti gouging laws, there would be fewer lines, but even more to the point, many more gas stations would have invested in emergency generators having seen the profits to be gained from being open in extreme situations. absent anti gouging laws, the stations could even pay what it takes to make generators appear,by land , sea,or horse drawn carriage.
With anti gouging laws in place, why not just stay home. and leave the station closed.
