All of the usual special interest groups are still in very firm control of the Feds. Our congressional lackeys dance to the tune of their campaign donors, be it GS, Monsanto, Geico, and others.

The key word here is "intend". Take out this little word and the above becomes a statement. Put it back in and the sentence becomes meaningless.
