Obamacare’s Unintended Consequences: It’s Not Just A Technology Problem

Ron Suskind’s Pulitzer Prize-winning account of Barack Obama’s first two years in office, Confidence Men, tells the inside story of the wheeling and dealing that culminated in the Affordable Care Act (ACA). According to Suskind:
By the time it passed, almost no one could feel great about it. The process had been so ugly – and the end product so convoluted – that even its fiercest apologists would acknowledge that it was a bill that was only a start.
We’re now getting a good look at exactly what Suskind’s “start” means, most recently with the launch of the insurance exchanges. Based on the latest reports, it appears to mean:
- Crony capitalism – see this report from the Sunlight Foundation (h/t Arnold Kling).
- Government secrecy – see this Wall Street Journal editorial.
- Prioritization of election politics over policies – see this report in the National Review.
- Inefficiencies and incompetence – see this article by Megan McArdle.
- Alternative realities – see Jon Stewart’s interview with Health and Human Services Secretary Kathleen Sebelius on The Daily Show (more on this below).
Unfortunately, these aren’t the worst of our problems. The HHS’s amateur hour created quite a stir, but it will eventually pass. Whether in three months or three years, programmers will iron out the new system’s “glitches.” We’ll then be left with more threatening and far-reaching challenges, such as hiring disincentives and fiscal risks.
If you agree with this perspective, you may also agree that two of last week’s most relevant blog posts weren’t related to break-downs in the insurance exchanges. These are:
- Tyler Durden parsed the Fed’s October 16th Beige Book release and found no less than eight references to the ACA’s effects on business activity. Here’s a typical observation reported by the Fed: “Many contacts also commented on reluctance to expand due to uncertainty surrounding the Affordable Care Act; some employers cut hours or employees.”
- Durden also shared a table reported by J.P. Morgan’s Michael Cembalest comparing estimated and actual costs for five Medicare programs, one Medicaid program and the Massachusetts state health reform of 2006. The data shows actual costs exceeding estimates by 107%, 129%, 150%, 644%, 817%, 1600% and 20%, respectively. And yet, we’re expected to believe the administration’s highly politicized projections that the ACA will be deficit neutral.
We recommend checking out both posts. They suggest the most important question we should be asking is not the one that Stewart repeated several times while grilling Sebelius: “Businesses were given a delay of a year, but individuals were not given that option, why is that?”
The bigger question is: “If the administration messed up so badly on the seemingly mundane task of building a website, how much will Obamacare damage the broader economy and the nation’s long-term fiscal health?”
The Stewart-Sebelius interview drew attention to the second question only briefly, when Stewart mentioned that employers were converting full-time workers to part-time due to the ACA. But he failed to challenge Sebelius’ weak response that “economists – not the anecdotal folks – but economists say there’s absolutely no evidence that part-time work is going up.”
This is exactly where an informed and unbiased interviewer would have dug further to expose the truth.
Contrary to the administration narrative that Sebelius was parroting, we showed in “’Anecdote This,’ Dr. Furman” that the evidence of an ACA part-time worker effect is conclusive. Not only are reports from so-called “anecdotal folks” too pervasive to be credibly dismissed, but the claim that part-time work hasn’t “gone up” is just plain wrong. Even though most employers are unlikely to finalize policy changes this far ahead of the ACA’s postponed employer mandate, government data shows that part-time jobs jumped sharply in the quarter before the postponement, while full-time jobs stagnated.
Getting back to Suskind’s observation that the ACA was only a “start,” it appears to be a rocky start based on the exchanges fiasco. We should be even more concerned about the part-time worker effect, broader effects shown in the Beige Book, and the history of health program costs. These are a few of the many reasons to expect an even rockier road ahead.

Thank you for taking the time to post. Almost 4 years ago, I took in a homeless man to give him a fresh start and a hand up. I have fed him, clothed him, and paid for his medical care. He helped me in finding Jesus and saving my soul. The exchange was very well worth it. If everyone VOLUNTARILY loved and helped someone else then the homeless and the needy would be better taken care of than any system could possibly provide. What is missing is an essential human-ness. And no system, no matter how much it taxes me is going to change that. Infact the more you tax me, the fewer people I am going to be able to help.

Federalism allows for differences at the state level. One size does not fit all. Massachusetts is different from Alaska...but now, those differences have been thrown away for a centrally planned takeover....that will ruin this nation.
Central governance is not how this nation was founded. It is not the reason we have been the "great shining light" or the proof point for how to create meteoric development via a vis other civilizations.

Before the AMA/Government got into bed together a doctor made about the same amount as any skilled professional. Now it's a blood-sucking monopoly that has wildly distored supply and demand...with the government's help.

ACA is a disaster. We borrow a tremendeous amount of money right now. ACA is accelerating this. Instead of streaminling medical care (eliminating the middle-men, capping tort, and revoking the AMA's monoploy) we're not going to get good medicine.
The ROOT problem is that we have people in charge that believe the Government is a provider of solutions instead of the janitor, basic watchdog on commerce, and defender of borders. Until we fix this, the path we're on remains unchanged.

There was an opportunity to roll out a public option using public union employees as guinea pigs. She relays the story of how a young, healthy male, who owns a small buisness thought he would check out ObamaCare and see what it had to offer. He somehow got through the byzantine, bureaucratic maze that passes for a "free market/exchange" website and is now qualified for Medicare for all his health insurance needs.
Did I mention he is currently a young, healthy, productive, business owner?

We were promised it would cost us $2,500 less per year if passed and if I liked my doctor(s) or my plan I could keep them both. Well, my original plan is now gone, the one I have now costs 110% more and some of my doctors are NOTICABLY not accepting the crap insurance I pay DOUBLE for now.
All systems are a go, I'm supposed to feel happy & all Team Spirity just to have a job and not be on the public dole.

Exact same thing happened to my kids' piano teacher. Existing plan, gone. New plan Blue Cross is moving him to, 106% premium increase and his deductible increased by $2000. He called them to ask why and was told the law requires every possible medical scenario be covered, so he as a late 60s male will now be covered in the event he becomes pregnant. He's a great guy, originally from Russia, and he's trying to figure out why he's getting buffaloed by the government here. He can't afford the new coverage. I told him to pay the penalty and go out of pocket for medical and sign up only if and when he truly needs it...he didn't realize he could do this, and was very intrigued.
in the states with Medicaid expansion, the cap for getting free Medicaid is about $15.5 k income-based only. plow your profits into business expansion, pay yourself $1k a month, take out loans from your retained earnings for living expenses and, voila, you are a successful business owner and free-shitter.
Wait until he finds out his estate will be responsible for reimbursing the costs of his Medicare. I hope his business is a failure so his family doesn't have to face that down the road.

A somewhat interesting read for me (link below) because myself having worked for several government software contractors (primarily in defense related areas) I can relate to a lot of whats said. I also have worked 70hr work weeks on mis-managed projects with unrealistic deadlines. Although the money was good, I eventually couldnt take it any longer and left that field of work.

It wasn't intended to be condescending as much as point out that almost anyone can acquire the skills needed to do the work (fact is, most of my nephews could do a better job with their autodidactic skills than many of the "professionals" I've been exposed to at several NASDAQ-listed companies...usually "managers").

Obamacare's intended consequences:
Virginia leads the pack, as individuals aged 27 and under will see their health insurance premiums jump by 252.5 percent — $416.55 — according to the Heritage Foundation’s Center for Data Analysis.
Virginians under the age of 50 will see their premiums jump by an even greater percentage, rising from $228 to $991.03.
Obamacare's Unintended consequences:
This Virginian will see his US health insurance premium drop from about $200 per month to ZERO dollars per month, and not a penny more. These fucking sickos can find someone else to subsidize their pill popping addiction.
Basic economics. Anything that's government subsidized will go up in price.

Tyler, the only real concern that Americans have about health care is that no one can afford it who already has negative cash flow and negative net worth -- about half of the population. Obamacare, or the ACA, simply fails to address that issue except through subsidizing an inherently grossly inefficient and ineffective health care system. Ross Perot once said during a debate when he faced his two challengers for the Presidency, "Here's how I would do it. I'd get my best people together to assess who does health care the best in the world? Take the best ideas of the best systems and make that ours." I guarantee that will not be Obamacare or anything like it. The best systems are all universal health care, with no billing of patients whatsoever. No restrictions are placed upon anyone seeking treatment. Decisions are left to the doctors and nurses, and general guidelines are followed by institutions who hire them and maintain facilities that are paid for at public expense. These systems all have better outcomes for patients and much lower costs, averaging about 30% of what we pay for crap.
The best systems are not all universal health care and in fact, many of the worst systems are.

There is rationing one way or another. With the NHS in the UK for example it's rationed by postcode and by the length of the queues.
