Pro-Russian Gunmen Seize Ukraine Crimean Parliament; Russia Puts Jets On High Alert; Hryvnia In Record Plunge

All those clips we showed in the past few days of Russian forces amassing in the Crimean (such as this one)? Well, turns out they were all predictive of what has just happened in the Crimean region parliament at Simferopol, where around 120 pro-Russian Gunmen occupied the parliament building and raised the Russian flag. The scene was the site of Wednesday’s scuffles between Tatar groups and pro-Russian supporters. As Euronews reports, local Tatar leader Refat Chubarov posted that the buildings have been occupied by men in uniforms bearing “no recognisable insignia.” Kyiv says it would regard any movements by Russian military in Crimea outside Moscow’s Black Sea Base in Sevastopol as an act of aggression. Following the fall of President Viktor Yanukovych divisions in Ukraine have come to the fore. All this happens as Russian troops in the area are building up and at the same time as Russia put fighter jets on combat alert, according to Interfax.

Euronews clarifies that the 120 men that seized Crimea parliament "have enough weapons to defend [the buildings] for a month" according an MP quoted by Interfax agency. Former Crimean Prime Minister and UDAR MP Serhiy Kunitsyn said to the agency that he spent all the night in contact with the armed group, "These professionally trained people are armed. They brought weapons - automatic weapons, grenade launchers, and machine guns," he said, while speaking from the Ukraine parliament on Thursday.

According to Bloomberg, the group is allowing deputies to enter the legislature in the city of Simferopol for a possible vote on the status of Crimea, home to Russia’s Black Sea fleet, the Center of Journalist Research said. Ukraine prosecutors began a terrorism probe. .

“Provocateurs are on the march,” Acting Interior Minister Arsen Avakov said on his Facebook Inc. page as police cordoned off the block around parliament. “It’s time for cool heads, the consolidation of healthy forces and precise actions.”

At the same time Ukraine's Foreign Ministry summoned Russia's acting envoy in Kiev for immediate consultations.

"I am appealing to the military leadership of the Russian Black Sea fleet," said Olexander Turchinov, acting president since the removal of Viktor Yanukovich last week. "Any military movements, the more so if they are with weapons, beyond the boundaries of this territory (the base) will be seen by us as military aggression

Reports Reuters:

There were mixed signals from Moscow, which put fighter jets along its western borders on combat alert, but earlier said it would take part in discussions on an International Monetary Fund (IMF) financial package for Ukraine. Ukraine has said it needs $35 billion over the next two years to stave off bankruptcy. The fear of military escalation prompted expressions of concern from the West, with NATO Secretary General Anders Fogh Rasmussen urging Russia not to do anything that would "escalate tension or create misunderstanding".

 

Polish foreign minister Radoslaw Sikorski called the seizure of government buildings in the Crimea a "very dangerous game". "This is a drastic step, and I'm warning those who did this and those who allowed them to do this, because this is how regional conflicts begin," he told a news conference.

 

It was not immediately known who was occupying the buildings in the regional capital Simferopol and they issued no demands, but witnesses said they spoke Russian and appeared to be ethnic Russian separatists.

 

Interfax news agency quoted a witness as saying there were about 60 people inside and they had many weapons. It said no one had been hurt when the buildings were seized in the early hours by Russian speakers in uniforms that did not carry identification markings.

 

"We were building barricades in the night to protect parliament. Then this young Russian guy came up with a pistol ... we all lay down, some more ran up, there was some shooting and around 50 went in through the window," Leonid Khazanov, an ethnic Russian, told Reuters. "They're still there ... Then the police came, they seemed scared. I asked them (the armed men) what they wanted, and they said 'To make our own decisions, not to have Kiev telling us what to do'," said Khazanov.

 

About 100 police were gathered in front of the parliament building, and a similar number of people carrying Russian flags later marched up to the building chanting "Russia, Russia" and holding a sign calling for a Crimean referendum. One of them, Alexei, 30, said: "We have our own constitution, Crimea is autonomous. The government in Kiev are fascists, and what they're doing is illegal ... We need to show our support for the guys inside (parliament). Power should be ours."a

As a reminder, so far Putin has been silent on his views about the sovereignty of the Crimean region which is host to the critical Russian Sevastopol naval base. Russian President Vladimir Putin has ignored calls by some ethnic Russians in Crimea to reclaim the territory handed to then Soviet Ukraine by Soviet Communist leader Nikita Khrushchev in 1954. The United States says any Russian military action would be a grave mistake. But Russia's foreign ministry said in a statement that Moscow would defend the rights of its compatriots and react without compromise to any violation of those rights.

Russian Lenta, citing the Crimean information agency, reports that the Crimean deputees have begun a referendum on the status of the Crimean autonomy, which is not quite a secession. Yet.

Elsewhere, Ukraine's deposed president, who as we reported first some time ago had fled to Russia, reappeared, as expected in Russia, and claimed legitimacy to his post saying the Ukraine's "mob" actions were illegal . From Reuters:

Ukraine's Viktor Yanukovich said on Thursday he was still the legitimate president of his country and that people in its southeastern and southern regions would never accept the "lawlessness" brought by leaders chosen by a mob. Russian news agencies quoted a statement by Yanukovich as saying he had asked Moscow to guarantee his personal safety.

 

The statement could not be independently verified and it was not clear where Yanukovich was, although some media groups have suggested he is in Moscow after fleeing Ukraine, where he was toppled by opposition forces at the weekend.

 

Russian President Vladimir Putin's spokesman said he had no information and could not comment on the statement.

 

"I, Viktor Fedorovich Yanukovich appeal to the people of Ukraine. As before I still consider myself to be the lawful head of the Ukrainian state, chosen freely by the will of the Ukrainian people," he was quoted as saying.

 

"Now it is becoming clear that the people in southeastern Ukraine and in Crimea do not accept the power vacuum and complete lawlessness in the country, when the heads of ministries are appointed by the mob."

 

"On the streets of many cities of our country there is an orgy of extremism," he said, adding that he and his closest aides had been threatened physically.

 

"I have to ask the Russian authorities to provide me with personal safety from the actions of extremists."

 

Russian television showed what it said was a copy of the statement.

 

Interfax news agency quoted a source in the authorities as saying Moscow would ensure Yanukovich's safety on the Russian territory.

 

"In connection with the appeal by president Yanukovich for his personal security to be guaranteed, I report that the request has been granted on the territory of the Russian Federation," the source was quoted as saying.

And just to make sure tensions reach a fever pitch, Interfax reported a few hours ago that Russian fighter jets along the Western Border were put on high alert:

The crews of fighter jets deployed in Russia's Western Military Districts have been placed on high alert as part of surprise combat drills ordered by Russian President and Supreme Commander-in-Chief Vladimir Putin on Wednesday, the Defense Ministry said.

 

"Our fighter jets are constantly patrolling the airspace over border districts," the ministry said in a press release, seen by Interfax-AVN on Thursday. "As soon as they were put on high alert, aviation units of the Western Military District redeployed to their operative air fields," it said.

 

At the moment, "the district's bombers are tackling combat training tasks targeting an imaginary adversary at aviation training ranges," the ministry said.

Not surprisingly, the Ukraine economy, already in critical condition, is shutting down and the Hryvnia is imploding: Ukraine’s currency weakened 10.3 percent to 11.2 per dollar at 12:21 p.m. in Kiev, the lowest level since it was introduced in 1996, data compiled by Bloomberg show. The central bank imposed capital controls this month to stem its decline.

So their newly installed political puppet “Yatsenyuk” has made a long career in the banking sector and has even already been at the head of the Ukrainian Central Bank. The EU has installed similar non-elected political puppets with a banking history in Greece and Italy where similar “Coups d’États were implemented. So history is repeating itself here.

 

Then (of course) the pretext that Ukraine is on the verge of bankruptcy is called upon to place the country under the authority of the IMF. The IMF is the banksters’ favorite mechanism to take over the sovereignty of other nations. Once Ukraine accepts the “Aid” from the IMF then the game will be over for Ukrainians. They have no idea what kind of nightmare they are to about to experience: complete loss of sovereignty, structural adjustment programs imposing deep austerity measures that will provide them with a wonderful Greek life style.

It is becoming clearer day by day: The Ukraine is next in line for a completely failed "revolution", much like Tunisia and Egypt. And that is because "the west" will only grant credit to which government there is to form, based on conditions which would immediately crush the whole purpose of the movement.
All proposals from the west to "help" must be regarded as very serious threats by the people, who took to the streets to form a better and more free society. The situation in the Ukraine is quite similar to the one in Bulgaria or Romania. No growth is happening there, because the consumption on which growth had been based, cannot expand any further. And that is exactly because wage increases shall be frustrated, since international competitiveness is urgently endangered.
In the Ukraine the situation is somewhat more dire than in Romania or Bulgaria, because the Ukraine runs a giant current account deficit, meaning it has a strong need to finance itself at the capital- markets. Exports already went bust back in 2011, and in the 2012 the whole growth grinded to a halt.
That is the typical case for a country, which has tried to base its transformation into a free market economy on increases in wages and overall demand, but was thrown back by massively rising inflation. Regularly such nations fail to get their current account balance straight. Very serious acceleration of inflation already happened twice: In the late 90's and in the years preceeding the great financial crisis. Which shows us, that the Ukraine has been on the edge of an abyss for quite a time. Such a development only could be absorbed if the currency could reflect the inflational differences consequently and immediately - by devaluation. But that's what rarely can happen, because the forex markets use to gamble on such countries currencies.
The Ukraine, too, fell victim to the carry-traders, who ususally take advantage of the relatively high rates in an environment which is dominated by a high inflation. Against all logic and rationality, the currency of such a country cannot devalue but in fact upvalues. That eventually leads to overvaluation and a loss of competitiveness, which cannot be evened out short of a strong devaluation.
Enter the politicians. Regularly they try to prohibit such a devaluation and want to defend insupportable exchange rates. Of course devaluations are unpopular, because either many enterprises and citizens get indebted in foreign currencies, or (and) because imports get more expensive. All the worse, some of these imports, especially oil and gas, are vital.
The last time Ukraine devalued massively was 2008 (after having upvalued from 2004 - 2008). It has been argued, that this has been one of the reasons Julia Timoschenko lost the election in 2010. Because politicians know about the problem of competitiveness, it is tried over and over again, to apply downward pressure on wages. Lower wages of course choke the demand and carry the whole economy into an insolvable situation.
Possibly the crisis will end with a stark devaluation, because there simply is no government or central bank to avert that. Hryvnia is near its lows from 2008 again. But, as is always the case, even a strong devaluation won't solve the problems in the short run, which is why the Ukraine has to ask the IMF, since no western country would grant any credits to the Ukraine without an IMF-program. If that happens, the "program of the revolution" lays in the hands of the IMF, and we all know how that will turn out. Never will credits be granted without extremely harsh neoconservative "conditionality".
Directly from the IMF: "Labor market rigidities may also have played a role. In cutting the wage bill, there is a trade-off between a reduction in wages and in employment - the more wages adjust, the less employment has to. It is likely that poorly functioning labor markets will see relatively large adjustments of employment rather than wages."
That's complete nonsense, and just a reflection of the old neoconservative perspective, according to which flexible wages could balance each and every decrease in employment. Even the IMF itself has acknowledged that as false, but the insight hasn't arrived at Washington as yet.
Would one instead help these countries to devalue in a controlled manner, so to revive exports and limit (unnecessary) imports, the new government would have a chance, to get the economy up in the medium term and to stabilize the society. Until said devaluation plays out, the country would need interim credits, which must not linked to neoconservative obligations. The currency would have to be stabilized on a lower level, and the western countries could help (they could buy ukrainian curreny anytime with their own currencies, thereby preventing the Hryvnia from devaluating against those). That would prohibit more speculations. But additionally a wage policy would have to be installed, which aides the stabilization of prices and provides a positive perspective to the people.
If the western nations should choose to swamp the Ukraine with neoconservative "reforms", the connections with Russia could evolve into unknown difficulties, because Russia will insist (rightly or not, that is not the question here) that the Ukraine must not be regarded as completely uncoupled from Russia, due to their common history and overlapping population.
But all of this, and especially the guilt of the west, or to be more precise the western financial markets, are practically not discussed anywhere. Each and every western politician deems himself important and waggles with billions of other peoples money, without any mentioning of even remote willingness to engage in a sytemic reform of the global economy (you all know that this is about currencies), which would be absolutely vital for the Ukraine and other east european nations.
This will not end well.

When you know money is "a promise to complete a trade", all this reads as pure nonsense.

There is no such thing as "devaluation" of a promise to complete a trade. You either keep your trading promise (and return the certificates that stand for it) or you DEFAULT and those certificates need to be recovered by INTEREST collections, thus guaranteeing INFLATION of the Medium of Exchange (MOE) to be zero everywhere and always.

This whole method of international financial accounting and manipulation needs an enema.

FYI, I know of several US companies who have plants in the Ukraine -- the largest one being a Florida company that is a Mfg. giant in the EMS (Electronic Mfg Services) sector:  JABIL.  Located in western Ukraine.  Perfect location actually:  Close to the EU, but w/o its rules & compliance and bureaucracy & headaches. 

They love to operate in cheap labor markets.  If one market gets too expensive (e.g. Hungary), they move to a cheaper one (e.g. Ukraine).  It's just good business (MBA 101 stuff) and allows companies like them to keep their slim single-digit margins (at high volumes) in the face of non-stop downward pressures on product prices.

So, if we ask "How do they make things so cheap?"  The answer is: "Volume, volume, volume" and "Keep squeezing those Variable Costs (e.g. Labor)".  "Tariff games" are also part of the answer:  You do the (2-10 minute) Final Assembly in the target country, and presto! your import taxes & duties are way lower.  If you get your fave/friendliest politician elected and get enough of them, you get to wipe out the tariff rates altogether, by having a 'Free Trade Zone' -- which is code for "No Regulatory Compliance, Slave Labor, and no Import Barriers".

But fear not Americans, the playing field is getting leveled to make us more competitive:  Vanishing Regulatory Compliance, Slave Labor (stagnant wages) and shrinking Benefits right here at home.  Isn't Globalism great?

Buy all their food products and provide humanitarian aid to people hurt by Bernake in emerging markets.

Let your peace forces complete humanitarian distribution of imports across the country and even spill freebees into Poland.

Cuba also needs this aid.

Nail guns are also humanitarian for construction and helping the bankers find peace.

 

Ground forces are a thing of the past, so just send more subs, ships closer to America and help then with the growing piracy threats.

How many images have we seen of cops pepper spraying unarmed women and students seated peacefully on the ground. -Rapidly issue Russian Passports to everyone nearby to justify their invasion. Georgia 2.0.

If the EU or Polish flag were raised over Kyiv you Russian apologists would have an aneurysm going on about the Oligarchy, Rothschilds and sovereignty.

If armed men seized the Lviv Parliament and raised the Polish flag you would become very perturbed, but of course Russia can do this because they have sovereign rights and Ukraine does not.

Note that no one in Western Ukraine raised any non-Ukrainian flags? Now who is the fascist?

Perhaps you also forgot that there are a lot of Russian speaking people in that part of Ukraine who want nothing to do with the EU, Russia has a major fleet harboured there and Ukraine has a land border with Russia. Do you think Russia should abandon all that simply because the EU et al have been funding insurgency and strife??

I'm not aware that Russia's naval base lease needs renewing. It was granted by the previous government. The current self-proclaimed government is hardly legitimate.

Many of the Russian speaking people in that region are 1st generation descendants of Russians and they see Russia as the country they want to be aligned with, not the EU, which would promptly install NATO on Russia's borders. Putin is not daft. The US, UK & EU governments stirred this unrest after Ukraine's overthrown govt walked away from an EU deal.

You may not agree with them and may wish to impose an EU deal on them, but they clearly will have none of it. And of course not one other EU member state has given permission for the likes of Barroso & cronies to strut around as if he speaks for the EU population. He does not.

Your analogy to England & Finland is not a good one for the reason above. A better analogy may be that large numbers of Brits disagree with our membership of the corrupt EU but we have never been given a choice. And the UK In/Out referendum promised by Cameron will be a stitch up from start to finish.

If the two sides in Ukraine cannot reconcile their different aspirations, the ultimate solution would be to partition the country but that has many problems.
