Putin To Use Military In Ukraine

Current US foreign policy in a nutshell: Barack Obama tells Vladimir Putin "there will be costs" if Russia invades Ukraine. What does Putin do? He invades Ukraine. Only this time it's official: AP reports that the Kremlin says Russian President Vladimir Putin has asked parliament for permission to use the country's military in Ukraine. Putin says the move is needed to protect ethnic Russians and the personnel of a Russian military base in Ukraine's strategic region of Crimea.

Vladimir Putin made an appeal to the Council of the Federal Assembly of the Russian Federation.

“In connection with the extraordinary situation in Ukraine, the threat to the lives of citizens of the Russian Federation, our compatriots, the personnel of the military contingent of the Armed Forces of the Russian Federation deployed in the territory of Ukraine (Autonomous Republic of Crimea) in accordance with an international treaty, and pursuant to Article 102-1(d) of the Constitution of the Russian Federation, I hereby submit to the Federation Council of the Federal Assembly of the Russian Federation a letter on the use of the Armed Forces of the Russian Federation in the territory of Ukraine pending normalisation of the public and political situation in that country"

Putin also appointed Deputy Foreign Minister Grigory Karasin to be his official representative in the Federation Council when it considers his letter.

 

Earlier in the day, the Federation Council asked Putin to take “exhaustive measures” to protect Russians in Ukraine.

 

“We have urgently summoned the house Council and thought it necessary to make a statement assessing the current situation in Ukraine,” Federation Council Chairperson Valentina Matviyenko said.

 

She said a group of Russian senators, who had visited Crimea, had informed their colleagues about the situation in the Ukrainian autonomy and specifically in Sevastopol, the home base of the Russian Black Sea Fleet.

 

“Today there is a real threat to the life and security of Russian citizens living in Ukraine. There is a threat to our military in Sevastopol and the Black Sea Fleet, and I think that Russia should not be a bystander,” she said.

 

The main purpose of the Federation Council’s appeal to the president is to urge him “to take exhaustive measures, all possible measures, to ensure the security of our citizens living in Ukraine, help our brotherly Ukrainian people achieve stabilisation and channel the current crisis into a civilised legal track so that the agreements that were signed by the opposition leaders and the head of state were implemented strictly,” Matviyenko said.

 

She noted that members of the Federation Council “asked the president to take exhaustive measures to prevent further escalation and put the resolution of the political crisis onto a legal track so that those who have grabbed power did not hurry so much and did not trample upon the rights of people and different regions of Ukraine.”

 

“The agreement [of February 21] clearly determined the sequence of steps. A constitutional reform first - it was supposed to be carried out with broad participation of public and political forces and regions in order to work out a consensus-based document that would be supported by all people in Ukraine. According to international practices, such serious documents should be adopted in a national referendum,” Matviyenko said.

 

Having expressed regret that this had not happened, she noted that “the speed with which presidential elections have been announced [in Ukraine] puts its legitimacy in question.”

 

“The agreement calls for forming a government of national accord, which means that it should include representatives of all political forces. In reality we see that the government, which was approved to the stomping of the Maidan, did not include all political forces and was formed from opposition parties only,” Matviyenko observed.

 

She also said that “the heads of regions were not summoned for consultation.” So “we can understand why there are protests in regions, except for Western regions of Ukraine,” she added.

 

Matviyenko called for finding “a calm, civilised and legal solution to the crisis” and stressed that “there is no need to demonstrate high political and diplomatic culture in this case because we can see that this is neither appreciated nor understood, and most importantly the security of people will not be ensured.

RIA further adds, the military use is virtually assured as it was leaders of Russia’s upper and lower houses of parliament who first called Saturday on President Vladimir Putin to stabilize the situation in Crimea and protect Russian citizens.  The leader of Federation Council, Russia’s upper house, said the use of military force in the former Soviet nation could be justified after the opposition swept into power in Kiev last weekend.

In this situation it would even be possible, on the request of the Crimean government, to bring in a limited contingent [of troops] to guarantee security,” Valentina Matviyenko said.

 

The partition of Ukraine has become increasingly likely in recent days as heavily armed men understood to be Russian soldiers have taken control of key facilities and blocked roads in Crimea.

 

About 60 percent of the residents of Ukraine’s southern peninsula are ethnic Russians with the remainder of the population made up of Ukrainians and Crimean Tatars, who largely support the incoming regime.

 

The State Duma, Russia’s lower house, released a similar statement Saturday that said must Putin bring the situation in Ukraine under control.

 

“All available means” should be deployed to protect Russian citizens, said Sergei Naryshkin, a former head of the presidential administration and the current parliamentery speaker in the Duma.

 

The Crimea has been visited by a series of Russian Duma deputies in recent days, including former boxing champion Nikolai Valuev, former figure skater Irina Rodnina, and the first woman in space Valentina Tereshkova.

 

Pro-Russian protests calling for secession have taken place sporadically across the southern and eastern Ukraine since President Viktor Yanukovuych was toppled from power a week ago.

 

Meanwhile, international media has reported widespread military movements, believed to be units from Russia's Black Sea fleet headquartered in Crimea, including tanks and helicopters that began on Tuesday. Ukrainian officials have accused the Kremlin of provoking conflict and called on Russia to return all soldiers to their bases.

Needless to say all of this is just for show: as we have been reporting for the past 4 days, Russian troops have long since been in Ukraine.

More importantly, it appears Putin is not very concerned about the impact his actions will have on equity futures when they open for trading on Sunday evening: but... but... the artificial "on paper" wealth effect. On the other hand, he certainly has a lot of concern to keep geopolitical events of the type that keep the price of crude high, always at arms length.

- Crimean Tatars return from exile and settle back in Crimea

- Crimean parliament passes first Crimean consitution and declares Crimea part of Ukraine

- directly on the heels of that Crimea annulls proclamation of self government

- Russia and Ukraine agree to split the Black Sea fleet and form the Ukrainian Navy

- Crimean constitution is scrapped by Ukraine after President of Crimea is removed for promoting integration with Russia

- Russia starts handing out passports to the people of Crimea

- anti-Ukraine protests in Crimea started by ethnic Russians, who request that Russia exercise the precedent of treating Crimea like South Ossetia and Abkhazia

Finally, the world is moving fast to WWIII. Can Obama handle it? I don't think so. WE are too busy supporting Al-Qaeda in Libya, Syria, and Afghanistan. By getting friendlier with Iran with its hugh oil and gas reserves, the West can starve Russia to death but the US oligarchy more cares about Israel rather that American vital geopolitical interests!

And it's not even clear what Ukrainians want. Hell, it isn't even clear just what a Ukrainian is. 

The people on one side of the Dnieper want one thing, the ones on the other side want two things and the Crimeans want three things.

Years of inept, corrupt, myopic, and psychopathic leadership has left the US (and Europe) in a position where they are unable to alter these events when a sizable, strong, and determined country opposes them. Even if Russia, China, Iran (fill in the blank) cannot match the US in a conventional fight, it matters not. There will be no conventional fight between those with "the bomb", only proxy fights.

The hand was exposed in Afghanistan, Iraq, and recently Syria (in a big way). There are no consequences that can alter the path of a formidable opponent from this point. While weak countries can be militarily defeated, occupation leads to subsequent demoralization, insolvency, and various forms of defeat for the victor. It always has. Expect Russia and China to run roughshod in the coming years, rightly or wrongly, until they make the same errors.

The Russian leaders are not acting in their peoples' best interest. They are acting in their own self interest. The only thing that will lift the Russian people out of poverty is increasing the amount of commerce that goes on - whether it is with Ukraine or anyone else. Hence commerce is anti-war.

War increases poverty. You don't make new capital goods by breaking capital goods.

If Russia were to somehow increase their sphere of domination to say, Africa or the Middle East, then they would have more humans and commodities under their command. That's not good for the people. It's good for the rulers.

Deposed Ukrainian President Viktor Yanukovych on Friday held a news conference in the southern Russian city of Rostov-on-Don in which he said that he has not been ousted and expressed surprise at President Vladimir Putin's seemingly withdrawn approach to the crisis.
 
"Knowing the character of Vladimir Putin, I am astonished that he is still keeping quiet with such restraint," Yanukovych said.
 
Putin has been conspicuously silent on Yanukovych's removal, and it could be telling that the conference was held more than 1,000 kilometers from Moscow and that no high-level Russian officials were present.
 
Yanukovych seemed to be unsure of the status of his relationship with Putin at this point. He said that he talked to Putin by telephone after he arrived in Russia, but did not know when a face-to-face meeting would take place.
 
He said that he left Ukraine because of a direct threat to his life and the lives of his family members, and that he intends to return to Ukraine as soon as their safety can be guaranteed. However, he has no plans to run in the presidential election called by the interim government for May 25, describing it as “illegal.”
 
“I did not run, I moved from Kiev to the city of Kharkiv,” he said. “During my move I was shot at by automatic weapons. The car that covered me was effectively shot at from all sides.” His journey took him to Donetsk and later Crimea before he eventually got to Russia with the help of “a patriotically-minded young officer." He was then taken in by an “old friend.”
 
Yanukovych spent the majority of the news conference trying to paint a picture of a caring ruler unjustly deposed by what he continually referred to as a small band of radical nationalists and outright fascists who are occupying positions of power “through fear and terror.” He also placed the blame for the violence in Kiev on the West, accusing it of irresponsible politics and of encouraging the Maidan, the focal point of the street protest movement in Kiev.
 
Ukraine's Prosecutor General's Office said Friday in a statement that it will ask Russia to extradite Yanukovych, who has been placed on an international wanted list on charges of mass murder. More than 80 people died in Kiev last week in clashes between Euromaidan protesters and police, with live rounds being used on both sides.
 
Though Yanukovych admitted to being ashamed for “lacking the strength to maintain stability,” he did not take any responsibility for the killings. He said that he did not give orders for protesters to be shot and that the decision to arm the police with combat weapons was made purely in the interests of self-defense.
 
The police “stood there with no weapons. They were hit with molotov cocktails, they were shot at, some were killed … they were innocent people and they suffered,” he said.
 
He initially dodged questions concerning his mansion, which was found abandoned last Saturday and featured a botanical garden, a petting zoo, and a replica pirate ship, and has since become a monument to the alleged corruption of his regime. In the end, he flat out denied that the property was his and said that the photos being shown were merely an attempt to discredit him.
 
When asked about the situation in Crimea, where armed men have blockaded two airports, Yanukovych said that “everything that is happening now in Crimea is a natural reaction to the gangster coup in Kiev,” though he said that Crimea should remain part of Ukraine and that he opposes outside military intervention.
 
“Any military action in this situation is unacceptable,” he said. “I am not planning to turn to Russia for military support. I believe Ukraine should remain united and undivided.”

Yes, I think you (and bitHedge) have nailed the nature of this. Yanukovych is out of the loop because he retreated at the time he should have fought and won, and now he's left Putin with this gawd awful collapse in the lines.

Putin can't use him again. There's nothing left to talk about with him.

Time to get people who will fight to re-establish that lines and hold them, and that is exactly what Putin just asked for, and got approval for.

Yanukovych's believed it was OK to just save his own skin in that circumstance, but that was the very opposite of what Putin and his Moscow's cadre had expected or hoped to occur. He was expected to hold the line, or die in the effort as he called for backup. The Olympics next door just complicated and delayed Putin's intervention. Now his former man in Kiev is just an embarrassment who needs to go away.

Perhaps Putin was waiting for a legal request to assist to restore order, or he figured he could wait until the Olymics were over, but it was too late. Putin wanted a request for assistence, as with Afghanistan, in 1979, but it was too late.

Putin had also miscalculated, he'd presumed Yanukovych would do the logical thing if it came to this, and that he would continue to hang-on until the Olymics were over and had dissipated.

Thus it would appear Putin is intending to take Crimea, to also cower Kiev and to eliminate any Western forces that attempt to intercede or interfere in this.

This is a nasty situation, Putin can not and will not back down.

My suspicion is that Yanukovych is effectively under house arrest, and not free to leave his current protective custody, since there are two relatively straight forward legal arguments that he has not been properly impeached, which would give Putin's diplomats and their lawyers latitude to negotiate.

Not that I ever want to see NATO and Russia lock-horns, so it's maybe a good thing if NATO dithers and refuses to escalate, they can't gain by doing so, so I think they'll play 'good cop', while the US can afford to play 'bad cop'.

Damage limitation seems to be what all sides need here, but Moscow absolutely has to prop up the Western approaches, and will, so the West is going to have to shut up and let him do it, but there will be belligerent boneheads in NATO and US (and we already see them) who will argue to escalate this and threaten Moscow with war, over a territory that Russia considers its integral homeland range.

We can expect some sympathetic sabre-rattling and larger than normal exercises and reminders elsewhere now, as well.

Washington better understand that Strategically Ukraine is to Russia, what Mexico is the the US, only it's much worse as Russia sees Crimea as a core part of Russian culture. Mexico is not that to Washington, thus no way will Russia back down here any more than if Russia plotted to overthrow Mexico's govt, and threatens Washington if it dared to intervene to protect its security.

This is not one of those many former instances where Washington concocted some lame national security threat excuse, to goad, and hope to get away with it this time, without getting soundly kicked in the teeth and told to shut up or get blown to hell.

For goodness sake, initial production and in-service development is supposed to identify and remedy stuff like this. The F-111s wings were literally breaking apart and falling off when they developed and first fielded that jet and everyone canned it, justifiably, at the time. But it was fixed and the same jet went on to smash Sadam Hussain's armored units prior to the re-taking of Kuwait. No other allied jet came close to it, for strike and ground attack kill rate and survivability in that air attack. The F35 is ~60 years ahead of that tech, and 30 years ahead of the F-15E.

Why people keep freaking-out about mostly petty development matters I don't get. The exorbitant cost and tax involved I do get, but there's no jet that did not have a large range of similar issues. There's also no military combat jet which was not extensively modified, or even redesigned and remanufactured in part, after initial production and initial full-operational service.

This isn't going to stop as long as there's new air power development so please come to terms with it.

Why split in two ? Should not Israel get another Homeland considering Israel demographically is doomed. Afterall we did acquire Alaska from Russia although that was voluntary. Then what about Poland getting back some territory and Austria / Germany too ? Best leave Ukraine as it was or as Ukrainians desire without outside influences ala Nuland/ McCain/ Neocons. However now that genie is out of box it will be difficult to put back with many external interests on top of economic /financial stress. Question is if Pres. Obama has been in charge of foreign policy and articulated it with nation or have special interests taken over ?
