Putin To Use Military In Ukraine

Tyler Durden's picture

Current US foreign policy in a nutshell: Barack Obama tells Vladimir Putin "there will be costs" if Russia invades Ukraine. What does Putin do? He invades Ukraine. Only this time it's official: AP reports that the Kremlin says Russian President Vladimir Putin has asked parliament for permission to use the country's military in Ukraine. Putin says the move is needed to protect ethnic Russians and the personnel of a Russian military base in Ukraine's strategic region of Crimea.

From the Kremlin website:

Vladimir Putin made an appeal to the Council of the Federal Assembly of the Russian Federation.

“In connection with the extraordinary situation in Ukraine, the threat to the lives of citizens of the Russian Federation, our compatriots, the personnel of the military contingent of the Armed Forces of the Russian Federation deployed in the territory of Ukraine (Autonomous Republic of Crimea) in accordance with an international treaty, and pursuant to Article 102-1(d) of the Constitution of the Russian Federation, I hereby submit to the Federation Council of the Federal Assembly of the Russian Federation a letter on the use of the Armed Forces of the Russian Federation in the territory of Ukraine pending normalisation of the public and political situation in that country"

More from Itar-Tass

Putin also appointed Deputy Foreign Minister Grigory Karasin to be his official representative in the Federation Council when it considers his letter.

Earlier in the day, the Federation Council asked Putin to take “exhaustive measures” to protect Russians in Ukraine.

“We have urgently summoned the house Council and thought it necessary to make a statement assessing the current situation in Ukraine,” Federation Council Chairperson Valentina Matviyenko said.

She said a group of Russian senators, who had visited Crimea, had informed their colleagues about the situation in the Ukrainian autonomy and specifically in Sevastopol, the home base of the Russian Black Sea Fleet.

“Today there is a real threat to the life and security of Russian citizens living in Ukraine. There is a threat to our military in Sevastopol and the Black Sea Fleet, and I think that Russia should not be a bystander,” she said.

The main purpose of the Federation Council’s appeal to the president is to urge him “to take exhaustive measures, all possible measures, to ensure the security of our citizens living in Ukraine, help our brotherly Ukrainian people achieve stabilisation and channel the current crisis into a civilised legal track so that the agreements that were signed by the opposition leaders and the head of state were implemented strictly,” Matviyenko said.

She noted that members of the Federation Council “asked the president to take exhaustive measures to prevent further escalation and put the resolution of the political crisis onto a legal track so that those who have grabbed power did not hurry so much and did not trample upon the rights of people and different regions of Ukraine.”

“The agreement [of February 21] clearly determined the sequence of steps. A constitutional reform first - it was supposed to be carried out with broad participation of public and political forces and regions in order to work out a consensus-based document that would be supported by all people in Ukraine. According to international practices, such serious documents should be adopted in a national referendum,” Matviyenko said.

Having expressed regret that this had not happened, she noted that “the speed with which presidential elections have been announced [in Ukraine] puts its legitimacy in question.”

“The agreement calls for forming a government of national accord, which means that it should include representatives of all political forces. In reality we see that the government, which was approved to the stomping of the Maidan, did not include all political forces and was formed from opposition parties only,” Matviyenko observed.

She also said that “the heads of regions were not summoned for consultation.” So “we can understand why there are protests in regions, except for Western regions of Ukraine,” she added.

Matviyenko called for finding “a calm, civilised and legal solution to the crisis” and stressed that “there is no need to demonstrate high political and diplomatic culture in this case because we can see that this is neither appreciated nor understood, and most importantly the security of people will not be ensured.

RIA further adds, the military use is virtually assured as it was leaders of Russia’s upper and lower houses of parliament who first called Saturday on President Vladimir Putin to stabilize the situation in Crimea and protect Russian citizens.  The leader of Federation Council, Russia’s upper house, said the use of military force in the former Soviet nation could be justified after the opposition swept into power in Kiev last weekend.

More from the RT:

In this situation it would even be possible, on the request of the Crimean government, to bring in a limited contingent [of troops] to guarantee security,” Valentina Matviyenko said.

The partition of Ukraine has become increasingly likely in recent days as heavily armed men understood to be Russian soldiers have taken control of key facilities and blocked roads in Crimea.

About 60 percent of the residents of Ukraine’s southern peninsula are ethnic Russians with the remainder of the population made up of Ukrainians and Crimean Tatars, who largely support the incoming regime.

The State Duma, Russia’s lower house, released a similar statement Saturday that said must Putin bring the situation in Ukraine under control.

“All available means” should be deployed to protect Russian citizens, said Sergei Naryshkin, a former head of the presidential administration and the current parliamentery speaker in the Duma.

The Crimea has been visited by a series of Russian Duma deputies in recent days, including former boxing champion Nikolai Valuev, former figure skater Irina Rodnina, and the first woman in space Valentina Tereshkova.

Pro-Russian protests calling for secession have taken place sporadically across the southern and eastern Ukraine since President Viktor Yanukovuych was toppled from power a week ago.

Meanwhile, international media has reported widespread military movements, believed to be units from Russia's Black Sea fleet headquartered in Crimea, including tanks and helicopters that began on Tuesday. Ukrainian officials have accused the Kremlin of provoking conflict and called on Russia to return all soldiers to their bases.

And then this:

  • RUSSIAN FEDERATION COUNCIL AGREES TO PUTIN'S REQUEST FOR MILITARY INTERVENTION IN CRIMEA - DPA

The breakdown of the final vote:

Meanwhile:

Needless to say all of this is just for show: as we have been reporting for the past 4 days, Russian troops have long since been in Ukraine.

More importantly, it appears Putin is not very concerned about the impact his actions will have on equity futures when they open for trading on Sunday evening: but... but... the artificial "on paper" wealth effect. On the other hand, he certainly has a lot of concern to keep geopolitical events of the type that keep the price of crude high, always at arms length.

Geez, events are developing fast

the article is already out-of-date

It states that "there will be a referendum on greater autonomy from Ukraine on May 25. "

In Crimea it has already been moved to March 30th and another region - Donetsk - has also voted to organize a referendum

This is turning out pretty much just the way I expected it to.  Brilliant moves really.  The end result will be demonstrating to the world that the US is only willing to act when it is a small weak nation with no real means of defending itself.  Ukraine? The US ain't gonna do shit.

A bit off point here but something to consider. As a constitutional law researcher I tend to view events from a scientific perspective. Perponderance of evidence. The laws of cause and effect. Where are we headed?

I would hope that all here would approach this with an open mind as I have studied the following with great scrutiny for nearly a year. Being raised Catholic in a small town in Minnesota, this came as an absolute shock to my belief system. Our entire system of beliefs are based on lies all for the purpose of manipulation and control. Who would believe than the human being could be capable of such acts? Yet, the more I read, the more I am convinced that this guy is not only genuine, but dead on right. If true, it is the greatest event in human history. Incredible, detailed accounting. Predictions and prophecies. The true nature of spirituality and where we really came from all published in copyrighted books from 1958 and forward.Yet, it has barely been noticed.

As for current events involving Russia, it is going to be involved in a war that involves the State of Alaska and the Canadian military. As predicted, Russia has now taken steps to position troops for this future conflict.

Here is the link to the website. There is little doubt in my mind that your first impression will be disbelief. Ludicracy. Impossible. I dont know what compelled me to dig into it and spend hundreds of hours reading. From a legal standpoint, I believe the perponderance of the evidence would hold up in a court of law. And quite frankley, as events unfold, you and I havent seen anything yet. I do not know if any amount of prep could be adequate to deal with what lies ahead for all of us.

Judge for yourself.

My thoughts are with the innocent people around the world who live pay packet to pay packet. Any real turmoil will further unsettle their ability to keep body and soul together. Unlike the stock markets they do not have a plunge protection team to come to their rescue.

Restraint on all sides is necessary because armed conflct is in no one's interests other than those who profit from such scenarios.

American soldiers do not deserve to be sent to their death because of some geopolitical overreach by sections of the elite.

On the Brink of Another War? Israel To Hold Lebanon’s Government “Responsible” if Hezbollah Retaliates over Air Strikes

Translation:  Israel intends to start a war.  While Israel has the right to violate the air space and attack its neighbors at will, they have no right to strike back.  Thusly, expect Israeli "retaliation" for what will be a response to Israeli attacks.  AS usual - the "they hit us back first" defense Israel and its revolting 5th column in the US rely on.

And why not, they've successfully convinced most Americans that Hezbollah is a "terrorist" organization rather than what it really is - a guerilla movement that formed expressly to eject Israel from Lebanon, where it has invaded repeatedly, killing many thousands of civilians.  There is no serious claim Hezbollah is anything but something standing in the way of Israel's acquisition of Lebanon to the Litani - to steal water and natural gas rights.   Period.

Anyway, if Ukraine heats up, so will Syria and  Lebanon.

World wide revolution would be a good idea right about now. It's really the governments, the power super structure, that engenders all the fuckery.

Ukraine and Peter Schiff: Recovery Fantasy, Dollar Crash Below 80.00 And Gold "Wall of Worry".

Peter Schiff is discussing the very weak economic data released this week, Gold market's "Wall of Worry" in mass media and Gold stocks potential. We will add to the discussion the main development for us this week. It is the situation in Ukraine, which came almost out of nowhere for a lot of investors and now threatens the stability in Europe at least and has caused the major decline in US Dollar below the very important level of 80.00.

Obama can have his own war finally after the few unsuccessful attempts with YouTube evidence in Syria. We do hope that it will be only Financial War and we can see the first rounds of it this week. Initially US Dollar went up on the escalation of the situation in Ukraine - as any potential military action in the world is supposed to be positive for the U.S. Military Complex, but on Friday with major headlines from Moscow about Ukraine Dollar has dived decisively below 80.00 to the 79.78 close. After these U.S. actions in Ukraine considered as an insult by the Kremlinthe least you can expect is selling of the US Treasuries by Russia and, maybe, already accelerating of selling by China as well . They have been already smelling the rat about the USTs Game Of Musical Chairs for a long time. It is just too personal. None of these two countries - or it will be better say leaders - would like to be liberated next in any circumstances.

The big difference with Iraq, Afghanistan, Libya and Syria is that all those countries can not be compared to Russia and China even close. These two countries have means to make life very messy for everybody involved and U.S. has managed to be involved with both. It is getting very fast very hot in Ukraine with Russia and you can imaging who is orchestrating China - Japan confrontation as well. It is not the way to make friends and find the new buyers for U.S. Debt or even retain the old ones. Are those people who write the teleprompter for Obama just went totally crazy? We do not think so. Unfortunately the friends are lost long time along the way with ongoing US Treasury sales by Russia and China and diversification out of US Dollar. Now we are witnessing the very dangerous play with the last asset left in U.S. from Super Power stage - its Military Complex. There is nothing to match it in the open confrontation, but if we will be all lucky to exclude mutual nuclear distraction, we can expect a lot of asymmetrical steps from the Rising Powers. Ongoing Financial War can now be considered to be escalating to the dramatically new levels.   Gold was managed to the downside to hide the ongoing disaster at least for the weekend. The opening of Gold market in Asia on Sunday evening will be very interesting with the ongoing escalation in Ukraine and reported authorisation by the Russian Upper House of Parliament the use of military force in Crimea to insure "stability in the region". http://sufiy.blogspot.co.uk/2014/03/ukraine-and-peter-schiff-recovery.ht...

Vlad humiliated the western banksters politically in Syria - he is about to humiliate them militarily and economically in Ukraine.

Russia is immune to the usual internal attacks by the banksters global intelligence network, which would prevent its military retaliation - Vlad is immune to the western media - this is going to be a savage war - Russia has tac-nukes, thousands of them - more than any other nation, and I would not be surprised to see them used.  This is not about the price of gas, this is about Russia retaining the power it needs to resist the western banksters - this is a fight to the death for Russia - Vlad will not hold back.

This whole business between Obama and Putin reminds me of a joke:

A hunter goes into the woods to hunt for a bear. He sees one, aims his rifle but they bear sneaked up behind him, taps him on the shoulder and says: "you either suck my dick or I kill you". The hunter has no choice and sucks the bear's dick.

The next day the hunter is pissed off and want to get even and sets out into the forest to kill the bear. The same thing happens as the previous day and the hunter again has to suck the dick of the bear.

On the third day the hunter sets out into the forest again, infuriated by the humuliation. Again he sees the bear, again aims his rifle but again the bear gets out of sight and sneaks up behind the hunter. This time the bear aks the hunter: "Are you sure you come to the forest to hunt me or do you come to suck my dick?"

Really, what can Obama can do?

This whole thing reminds me Iranian hostage debacle.  Obama is like Carter, then.  Only talks but no one is afraid of USA anymore.

Iranian hostages were freed the same day Ronald Reagan became president.  Do you guys remember that? How USA got humilated over 400 days while Iran kept our Marines hostages.  I was in the boot camp in SanDiego when this was going on and now I understand why Ronald Reagan is the last American president who everybody respected and carried sticks, "Peace through Strength".  Every presidents since then weakened America in one way or another, and Obama is only Nobel prize winner president.

The sun is setting on USA. The sad truth but that is the reality.  The best USA can do for world peace is get our house in order, ECONOMICALLY.

mother russia is really slimming down, the age of powerful central government is over, which makes you wonder how the chinese manage these things.  presidents nixon through obama have been emulating chinese methods, because it would be a real shame to have wasted those millions of lives in the american civil war, and the permanent discord between north and south, only to dissolve lincolns union a hundred or so years later. that would be like fighting w2 to defeat the nazis and then turning your government into a fascist economic  authoritarian regime. oh maybe i answered my question.

If Russia conquers Crimea the Russian share of the Ukrainian population will decrease and the pro-West, anti-Russian voters will become a majority in Ukraine. I´m not so sure the West thinks that is such a bad idea. But if the EU and the US have an aid package in pipeline that will improve the economy of Ukraine to the extent that even the pro-Russian population will prefer the EU to Russia, I guess that they think that Ukraine should keep Crimea.

kinda reminds me of when another US surrogate was forming ties with the russian bear. the soviets went as far as putting missiles in cuba (fast forward to the cheney doctrine to grant NATO status to any country which would allow the US to place missiles aimed at Moscow just minutes away.)  from an historical perspective this is the backside of the cuban missile crisis, in this case the US has gotten away with something we nearly went nuclear on to prevent, eventually forcing Russia to back down. obama promised some give on the cheney doctrine but i think those were mere feckless gestures. i think they're still under the shadow of that arsenal, that could embolden him to play cards dealt to someone else as though they were his own. (the neocons understand the cold war) it has always been the other party which turned up the heat, in cuba and vietnam.

As early as Dec. 18, Prime Minister Yulia Tymoshenko had seen enough and started blowing the whistle.

“A handful of people under the protection of the president [Victor Yushchenko], the NBU chairman [Volodymyr Stelmakh] and artificial banks are making fortunes worth billions,” Tymoshenko said then. “Nearly one fifth of the [NBU] money was channeled to a bankrupt bank [Nadra].”

I think when some of these Ukranian terrorists - oops I mean politicians - start getting 'whacked' by Vlad's team, the fight will drain out of them very fast.

They are not legitimate, they know they are not legitimate - and when they start getting assassinated - they will run for it.  Vlad could try and cause an inflationary collapse by printing off the Ukranian money and helicopter dropping it - but I think he will prefer the old fashioned assassination path.

Regardless - the banksters are slapping each other on the back way too soon - this is not over by a long chalk, Vlad cant and wont back down here - I think he will try a joint political, economic and covert method first - bribery and assassinations - if that doesnt work, he will continue to escalte all the way up to nukes if thats what it takes.

So... is this article stupid squared? Or cubed? The Ukraine has been affiliated, allied, part of, and attached to the Russian culture and sphere of influence and governance for 1500 years. The population of Crimea is 60% Russian. The US has few reasons and less interests to become involved in what is a far off affair of regional tensions that has repeatedly gone on there since historic times. Leave it to McCain, Lindsey Graham, and Karl Rove to initiate another Viet Nam for no other reason than catering to the war mongers and their entrenched defense industry constituencies purely for the internal manipulation of our political landscape. President Carter got involved in the Russian/Afghanistan war and look what that got us. Clinton stalled out in Somalia and retreated with not a small degree of humiliation and we won't even talk about Bush's $1.2 Trillion disaster in Iraq. The Tea Party said NO to Syria, NO to Egypt, and needs to say No to Ukraine.

The Ukraine has been affiliated, allied, part of, and attached to the Russian culture and sphere of influence and governance for 1500 years.

So what?

Ukraine is not part of Russia or The Russian Federation.

It is a sovereign independent nation that can do what it wants, the totalitarians here on ZH notwithstanding in their desire to see Russia apply the jackboot.

What you are all arguing is that Ukraine is not now, nor has never been, sovereign.

You are arguing that they have no right to do what Russia disapproves of.

I say what Ukraine said today;

Go To Hell. It's their country, Russia is invading, you fascists support this invasion.

What is with this 'We' shit, Kemosabe? I live in Asia.

I am referring to the Ukrainian people and the desire of those in the western 2/3rds of the country to be rid of Russian puppets and corrupt oligarchs.

However the overwhelming sentiment here on ZH is that the Russians (Russian Army, Russian Citizens, NOT Russian Speaking Ukrainians) have the right to impose THEIR oligarchy.

Reverse the positions. Look at the obverse.

Russia is going exactly what you accuse the USA/EU/ABC's of doing.

And Europe sits and cowers in fear. EU outnumbers outweighs and outfinances Russia by up to 6X.

Does Poland or the EU recognise the independent Western Oblasts to support them? No.

Does Russia invade the Eastern Oblasts to support them? Yes.

You guys cannot see the issue - you are blind, compleatly and utterly blind.

Russia gets your approval to do what you would condemn the EU to do.

It's called 'The Double Standard'.

In non peer-reviewed language, you are all compleatly and utterly full of shit.

too much UKRAINE, ZH pleeeeeeeeeeeeeeze back-off

Russia has to protect his people, without law enforcement and the coming civil war to UKRAINE, who in the hell is going to protect the Russian Majority? Obama? Not

Anybody see the EURO @ 1.38 and going higher than shit, .... if we were to believe a 'real war' in EUROPE would we really see the EURO sky-rocketing? It's like all these country's are BUYING Euro's.

HILLARY/LURCH fucked UKRAINE, Israel wants to become GAZPROM, so they tried to take Syria, and now UKRAINE, but its all economics, because they know that the USD will soon collapse.

Israel  and everybody else, including PUTIN wants EURO's.

This is all about GETTING "EUROS", the ONLY 'GOOD' money around. So it seems.

*

PUTIN will just do what is necessary to have a show of force, and should any mob fuck with RUSSIANS, there will be a quick and nasty show of force, hopefully nobody will be stupid,...

Whenever the MSM (ZH), spend this much time on a subject, you know they're distracting us from something MORE important.

Obama doesn't make a move until he consults with Jay-Z and Beyonce.

Until then, the world holds its collective breath.
