Here are some observations:
The city and state are both "broke"---and not just metaphorically like the US gov.---Illinois literally cannot pay its bills; sometimes delaying payments to legitimate businesses by as much as a year. I have a good friend who leased a 1 million sq. foot warehouse to the State of Illinois. They delayed rental payments due to "funding issues" and he ultimately lost the building in foreclosure for soley this issue. Hard to believe--but true. The city is facing a court mandated $600MM funding of its police and fire pensions--which will result in property taxes nearly doubling. I currently pay over $18,000 per year in RE taxes---and I can assure you that I don't live in a "mansion". The current pension shortfall for the city is 8x it's current operating budget. The state isn't much better--current shortfall is estimated to be as high as $100 Billion---as little as $60Billion based on current retirees only
Speed and Traffic cameras: We now have 6 speed enforcement cameras within 1 mile of my home. They are high tech versions of the old "speed traps" in small towns---speed limits will arbitrarily change from 35 mph to 15 mph for approx. 50 ft--and then change back. Its very very difficult to stay in compliance. Fines can range as high as $200 per incident---for only minor violations (ie 10mph or more over limit). Xerox now runs the system---they were kicked out of philly due to false tickets and errors.
Infrastructure and parking: There is no free parking anywhere anymore---thanks to privatization--every possible spot is now metered to some degree or decreed to be "zone parking". Potholes and road damage is so bad that I literally just spent $800 on new tires for my GL when I hit a gigantic pothole--so big that it wholly swallowed a "warning cone" that the city had place in it. They are everywhere and little to nothing is being done.
Gun laws: While the courts have forced the city to allow both concealed carrry and firearms ownership ( something to do with the US Constitution I hear) it is still not a gun friendly jurisdication. No shooting ranges or gun shops in the city at all. We are a city of over 3 million people with not one gun shop. If you live here you cannot order mail order ammo. One commenter said we should just "go to wisconsin to buy ammo"---well the cost of gas and time pretty much negates any benefit. I probably will get some "down votes" for saying this---but overall--I would say that the State Police and the Chicago Police are pretty fair and efficient in administering the gun laws on the books. Chicago police--as individuals---don't seem particulary anti-gun and I know many from range time and my particpation in IDPA. I received my FOID card within 45 days a few years ago---and received my Concealed Carry permit within 60 days this year. Clearly there are many that are opposed to any kind of registration and the whole concept of a FOID card. However, I have come to believe that the system here is warranted. Gang crime is horrific in the city and the weapons come almost entirely from straw purchases and illegal transfers. I would note that the city recently dropped its requirement for individual gun registration and the state has never required it. On the bright side--virtually no crime results from those in possession of a "legal" hand gun---which says something for our citizens.
Taxes: we have the highest sales taxes in the country---and as a Cigar lover--the current tax of 26% on tobacco is beyond belief. I don't smoke cigarettes---but the TAX ALONE is over $8 a pack---not the cost of the cigarettes---just the tax. average cost here can be as high as $12 a pack. The State also has a "use tax"--so if you buy a vehicle or any large purchase out of state--they come after you for tax. They are getting very good at tracking this. If you transfer a firearm through an FFL--you will end paying 10% tax on gun and a $25 surcharge plus typicall FFL fees ranging from $40 to $70. Really ads up. Gasoline prices here are the highest in the country---with over $0.52 cents per gallon in taxes (in the city). the city even taxes bottle of water! We actually buy all bottled water in suburbs.
At the end of the day--the commentators here are correct--the state and city fiscal problems are intractable. The "death by a thousand cuts" approach (ie speed cams, etc) really starts to wear on your nerves. Everyday life bcomes annoying in so many ways. Chicago used be known as a city with the cultural amenities of NY---but with much better liveability. Those days are ending.

I've lived in Chicago all my life---and while I love the City--we have finally decided to call it quits and move to Houston.
Here are some observations:
The city and state are both "broke"---and not just metaphorically like the US gov.---Illinois literally cannot pay its bills; sometimes delaying payments to legitimate businesses by as much as a year. I have a good friend who leased a 1 million sq. foot warehouse to the State of Illinois. They delayed rental payments due to "funding issues" and he ultimately lost the building in foreclosure for soley this issue. Hard to believe--but true. The city is facing a court mandated $600MM funding of its police and fire pensions--which will result in property taxes nearly doubling. I currently pay over $18,000 per year in RE taxes---and I can assure you that I don't live in a "mansion". The current pension shortfall for the city is 8x it's current operating budget. The state isn't much better--current shortfall is estimated to be as high as $100 Billion---as little as $60Billion based on current retirees only
Speed and Traffic cameras: We now have 6 speed enforcement cameras within 1 mile of my home. They are high tech versions of the old "speed traps" in small towns---speed limits will arbitrarily change from 35 mph to 15 mph for approx. 50 ft--and then change back. Its very very difficult to stay in compliance. Fines can range as high as $200 per incident---for only minor violations (ie 10mph or more over limit). Xerox now runs the system---they were kicked out of philly due to false tickets and errors.
Infrastructure and parking: There is no free parking anywhere anymore---thanks to privatization--every possible spot is now metered to some degree or decreed to be "zone parking". Potholes and road damage is so bad that I literally just spent $800 on new tires for my GL when I hit a gigantic pothole--so big that it wholly swallowed a "warning cone" that the city had place in it. They are everywhere and little to nothing is being done.
Gun laws: While the courts have forced the city to allow both concealed carrry and firearms ownership ( something to do with the US Constitution I hear) it is still not a gun friendly jurisdication. No shooting ranges or gun shops in the city at all. We are a city of over 3 million people with not one gun shop. If you live here you cannot order mail order ammo. One commenter said we should just "go to wisconsin to buy ammo"---well the cost of gas and time pretty much negates any benefit. I probably will get some "down votes" for saying this---but overall--I would say that the State Police and the Chicago Police are pretty fair and efficient in administering the gun laws on the books. Chicago police--as individuals---don't seem particulary anti-gun and I know many from range time and my particpation in IDPA. I received my FOID card within 45 days a few years ago---and received my Concealed Carry permit within 60 days this year. Clearly there are many that are opposed to any kind of registration and the whole concept of a FOID card. However, I have come to believe that the system here is warranted. Gang crime is horrific in the city and the weapons come almost entirely from straw purchases and illegal transfers. I would note that the city recently dropped its requirement for individual gun registration and the state has never required it. On the bright side--virtually no crime results from those in possession of a "legal" hand gun---which says something for our citizens.
Taxes: we have the highest sales taxes in the country---and as a Cigar lover--the current tax of 26% on tobacco is beyond belief. I don't smoke cigarettes---but the TAX ALONE is over $8 a pack---not the cost of the cigarettes---just the tax. average cost here can be as high as $12 a pack. The State also has a "use tax"--so if you buy a vehicle or any large purchase out of state--they come after you for tax. They are getting very good at tracking this. If you transfer a firearm through an FFL--you will end paying 10% tax on gun and a $25 surcharge plus typicall FFL fees ranging from $40 to $70. Really ads up. Gasoline prices here are the highest in the country---with over $0.52 cents per gallon in taxes (in the city). the city even taxes bottle of water! We actually buy all bottled water in suburbs.
At the end of the day--the commentators here are correct--the state and city fiscal problems are intractable. The "death by a thousand cuts" approach (ie speed cams, etc) really starts to wear on your nerves. Everyday life bcomes annoying in so many ways. Chicago used be known as a city with the cultural amenities of NY---but with much better liveability. Those days are ending.
I will miss it---but given the fact many of my friends seem to be considering the same---maybe we can start a Chicago "expats" club down in River Oaks. LOL
