Ukraine Mobilizes Military, Gives Separatists Ultimatum; Russia Slams Escalation As "Criminal", Yanukovich Warns Of Civil War
If Russia's intention was to give Ukraine enough "escalation" rope with which to hang itself once again, it may have succeeded when a little over an hour ago acting president Oleksander Turchinov said in a televized address that Ukraine has mobilized its armed forces to launch a "full-scale anti-terrorist operation" against pro-Russian separatists. Furthermore, knowing the only real escalation Kiev can engage in is in the war of words department, Ukraine set an 0600 GMT Monday deadline for pro-Russian separatists to give up their weapons and leave buildings they have occupied in the east of the country, a presidential decree said. It is unclear if this would be the catalyst to launch the military operation, but should Kiev indeed bring in the army it is certainly clear that Russia will respond in kind.
Reuters reports:
Angered by the death of a state security officer and the wounding of two of his comrades near the flashpoint eastern city of Slaviansk, Turchinov gave rebels occupying state buildings until Monday morning to lay down their weapons.
He blamed Russia, which opposed a pro-Europe uprising that forced Moscow-backed former president Viktor Yanukovich to flee, for being behind the rash of rebellions across Russian-speaking towns in eastern Ukraine.
"The blood of Ukrainian heroes has been shed in a war which the Russian Federation is waging against Ukraine," he said in an address to the nation. "The aggressor has not stopped and is continuing to sow disorder in the east of the country."
Russia promptly responded, alleging Ukraine's planned operation is criminal:
Russia's Foreign Ministry said on Sunday that an announcement by the authorities in Kiev that they will mobilise the army to put down a rebellion by pro-Russian militants in eastern Ukraine was a "criminal order".
The ministry said the West should bring its allies in Ukraine's government under control. "It is now the West's responsibility to prevent civil war in Ukraine," it said in a statement posted on Facebook.
It also said that Russia would put an urgent discussion of the situation in eastern Ukraine on the agenda of the United Nations Security Council.
"The situation in southeastern Ukraine is taking on an extremely dangerous character. The authorities in Kiev, who put themselves in power as a result of a coup d'etat, have set a course to use force to put down popular protests," the statement said.
"We decisively condemn attempts to use brute force against protesters and activists ... We are particularly indignant about the criminal order of (Ukrainian Acting President Oleksander Turchinov) to use the army to put down protest."
The statement said the West had sponsored the rulers in Kiev and should now "rein in its out-of-control proteges, force them to distance themselves from neo-Nazis and other extremists, stop using armed force against the Ukrainian people, and immediately start a genuine dialogue".
As usual, the only solace out of NATO was issuing wordy statements:
With East-West relations in crisis, NATO described the appearance in eastern Ukraine of men with specialised Russian weapons and identical uniforms without insignia - as previously worn by Moscow's troops when they seized Crimea - as a "grave development".
Adding even more fuel to what increasingly appear a civil war fire, was self-exiled president Yanukovich who said in a televized from Russia's Roston-on-Don that Ukraine is a foot in the door to civil war. “Blood was spilt today,” Yankovich told journalists referring to the events in the eastern city of Slavyansk. “Now our country finds itself in a totally new situation – with one foot in the door of a civil war. Kiev junta has issued a criminal order to use military forces.”
Part of the responsibility for dragging the country into domestic war lays on the US, which brutally interfere in the situation and to point out what to do, Yanukovich said. The ousted president declared that CIA chief John Brennan visited Ukraine and it was after the meeting that the coup-imposed authorities in Kiev ordered a military operation in the country’s east.
Brennan “de facto sanctioned” the use of weapons and thus provoked the bloodshed, Yanukovich said.
Ukraine is now “inexorably” heading towards bankruptcy, Yanukovich also warned in his speech.
So according to the counter-West narrative, it is the CIA's actions that have led to the escalation in the east, not Russian actions. Bottom line: for now lots of enflamed words, yet no actual actions to resist the "pro Russia separatists." And in the meantime the casualties mount:
Though the Ukrainian military did not resist the Russian takeover of Crimea with force, Turchinov threatened robust action against the rebels in the east. "The National Security and Defence Council has decided to launch a full-scale anti-terrorist operation involving the armed forces of Ukraine," he declared.
Ukraine has repeatedly said the rebellions are inspired and directed by the Kremlin. But action to dislodge the armed militants risks tipping the stand-off into a new, dangerous phase as Moscow has warned it will protect the region's Russian-speakers if they come under attack.
One Ukrainian state security officer was killed and five were wounded on the government side in Sunday's operation in Slaviansk, interior minister Arsen Avakov said. "There were dead and wounded on both sides," he wrote on his Facebook page.
Looking ahead in terms of immediate catalysts, 0600 GMT is in a few hours hours, and certainly well before the US market opens. What happens then, certainly nothing if Russian response to previous Ukraine ultimatums is any indication, may determine of last week's sell off continues in earnest on Monday or if, by some surprising development, there is a relief rally.

You do not help anyone by pushing them away. As Vic and Blood stated, he paints with a broad brush. I've been to that synagogue. I grew up in KC and have many Jewish friends there. It's a solid community. I judge people by their actions. Whatever religion you are is whatever. If you place Israel over America then you will draw my ire. There is a demographic preponderance of Jewish folks in banking and politics. There are other religions too. You suffer the minutia instead of grasping humanity and humility. It hinders the free flow of information here when people focus on the religion instead of the actions. I'm here to learn and to educate. I'm human. I am sure that all ZeroHedge readers are appalled at the monstrous slaughter in Kansas City. Perhaps, some of us don't feel the horror and loss quite as acutely as you do because we don't identify closely with the ethnic/religious aspect of the murders, but we are horrified. I am horrified when any innocent people are murdered.

If I weren't also a contrarian, a patriot, and an American, I wouldn't have been a ZH reader for over a year. But it's pretty hard to explain how it feels to have people upvoted for talking about ripping my teeth out last night (for being born Jewish), and then see this on the news, and then be told I must be insane. Now it turns out that two of the three dead were a grandfather and grandson who were Christians, apparently mistaken for Jews because they were there. And that grieves me more.
I've always thought of myself as American first. But this kind of thing makes me think I can never be American first. Actually, this kind of thing makes me rethink my whole stance on Zionism, and makes me more in favor of it. Because those kids could be me. A hundred years from now, if people on this board take over the country, will my kids be safe? If people on this board got their hands on me they'd take pleasure in torturing me right now, just because I'm from the same race as some bankers. I'm not a neocon. Do I have to say that? One of the really sick things about anti-semitism is that while we're killed, we're forced to try to defend ourselves as individuals, while people laugh. Jews are probably the most politically diverse group on the planet. Jesus was a Jew and there are many Jews today who are more Christ-like and caring than the people who spit on, humiliate and try to kill them.
I'm a giving, caring person. But I refuse to be humble and apologize for my race, while some racists kill us and others slander me personally for the fact that some bankers are Jewish.
I appreciate that you differentiate, and you can see where I'm coming from. Actually, it means a lot to me to hear a single human, empathic response from someone here, instead of a wall of hate. Thanks for the reply. I am not as eloquent as you, and am unable to reply precisely in kind. I think that you should realize that many people differentiate. I'd kind of like to see you try to not take some of the more outrageous comments personally. This place was called fight club when I got here maybe a couple of years ago. It can get pretty uncivil. I actually like the free for all in here. I think it helps me understand complex issues better. I have been confused by articles before, but sorted it out from the comments.

The April 22 trip will make Joe Biden the most high-profile U.S. official to visit the turmoil-torn country since the crisis broke out, and see him underscore Washington's support "for a united, democratic Ukraine."
Ironically, with Crimea having broken away, Ukraine is no longer united. And with pro-Moscow sentiment and cries for independence and integration with Russia bubbling up in its east, the country is on the brink of further chaos.
Adding to the irony is the fact that Western countries, not least the United States, played no small part in plunging Ukraine into the current predicament.
The West planted the seeds of confrontation by fomenting discontent and inciting unrest. They turned sparks of protest into a vicious fire and stoked the flames while Ukraine was burning.
It has turned out that the United States, with all its self-righteousness and sense of moral superiority, is only good at starting and stoking fires, instead of quenching one.
From a geopolitical perspective, the region's balance of power was disrupted after Western countries made Russia feel insecure by pushing their frontier further closer to Moscow.
As it is widely feared, the still escalating situation could snowball into the worst standoff between the West and Russia since the end of the Cold War, a scenario that would not only inflict more pain on Ukraine but undermine regional and global peace.
Immediate de-escalation is needed to prevent the flames of the Ukraine crisis from devouring the whole region and burning down the entire edifice of the current world order.
The only viable exit is a political solution. All parties involved should avoid any action that might deteriorate the situation, and start laying the foundation for dialogue.
Outside powers should be firefighters instead of flame-stokers. They need to play a constructive role by persuading Ukrainians of all sides to calm down and jointly seek a way out.
The prospect is not all dark. EU, Russian, Ukrainian and U.S. diplomats are planning to meet for direct talks on the Ukraine crisis in Geneva in the coming days.
The four-party meeting, the first of its kind during the months-old crisis, offers an opportunity. It is imperative that the participants make good use of it and turn the sparks of hope into a bright beacon for dialogue and peace.

I had also noticed that ifigenia was fairly new. That person's political beliefs are not all that far removed from my own and I am glad for the addition. The person does do a lot of reading and research. I suspect the poster is/was from Europe and has some higher education.
