Russian "Doomsday Plane" Spotted Flying By Finland Border

The last time the Russian "Doomsday Plane" was seen in the air doing its trademark loops at 27,000 feet telegraphing Vladimir Putin was somewhere nearby, was on March 31, just days after the formerly Ukrainian region was annexed by the Kremlin. Until today, when over the past 4 hours, the Tu-214 has been quietly circling in position just shy of Finland and the Baltics, where as it is known, NATO has been depositing hundreds of western soldiers in a "defensive" build up.

What is the "Doomsday Plane"? Here is a reminder:

The Tupolev Tu-214SR is a Russian Special Mission Aircraft believed to act as a communication relay aircraft. This kind of aircraft is often dispatched by the Russian Air Force to accompany Putin’s presidential aircraft on its travels and for this reason it is considered the Russian version of the U.S. E-4B, a so-called “doomsday” plane, with an airborne command and control role.

America isn't the only superpower with a "Doomsday Plane" for its head of state. When Russian President Vladimir Putin needs to escape danger, he hops aboard this top-secret flying communications center.

 

A special missions variant of the Tupolev Tu-214 commercial transport aircraft, the Tu-214SR is Russia's answer to the US E-4B, an airborne command and control plane built specifically for the Russian president's use and considered successor to the Ilyushin Il-20 Coot, which has been in service for the better part of four decades. Produced by Aviastar SP and Kazan Aircraft Production Association, the twin-engine, long-endurance jet can carry 62 passengers with comparable range and speed to a Boeing 757. But unlike the Boeing, the Tu-214SR is packed to the gills with cutting-edge sensor and communications equipment.

 

While significantly less is known about capabilities of the 214SR than the E-4B , we do know that it carries an MRC-411 multi-intelligence payload, which includes electronic intelligence (ELINT) sensors, side-looking Synthetic Aperture Radar (to spot incoming air threats from long range), and a variety of Signals Intelligence (SIGINT) and Communications Intelligence (COMINT) equipment. Four onboard generators provide ample amperage while a set of external fuel tanks allow the plane to remain aloft for trips up to 10,000 km.

 

The two such 214SRs entered service in 2008 with the Presidential Special Applications Squad and are operated by a crew of four. However, the plane was only declassified last year when it made its public debut at the Moscow Air Show. Since then, it's been spotted in the skies above both the Sochi Olympics, and more recently—and ominously—in Crimea.

Why was the Doomsday Plane circling so close to the Baltics today of all days, and is this nothing but a welcome sign from Russia to the NATO build out in Eastern and Central Europe? And does it indicate that Putin was - as he usually does - either traveling in the vicinity, or is it an omen of something more ominous? 

As can be seen on the image below (courtesy of Flightradar24), after circling for hours just east of the Finland border, it is now en route to land back in St. Petersburg, from where it took off several hours ago.

Russian aircraft are generally butt-simple and designed for forward implementation without support equipement or the need for long runways.  I had a buddy that worked on some MiGs (15, 17, and 21)and he said that didn't even use locking nuts, the manuals just called for peening over the ends of the bolts.  Simple, effective, and with a particular kind of functional elegance.

Glad to see some people here know a little history. You guys are correct in that Finland only took back what was stolen from her and never occupied USSR territory. They when so far as prohibiting the Germans from cutting off the supply line from Murmansk that carried food stuffs ammo to their enemy. Soviets returned the favor by gobbling up about 12% of Finland's land and hitting them up with billions in war reparations for a conflict they didn't start.

Could be ELINT, but why bother when you have the Baltic states surrounded thanks to Kaliningrad, where you could build powerful ground-based listening posts?  It could also be training for flying by visual navigation.  They found a nice, semi-circular bay over which to fly, with an island in the dead center: makes it easier for the pilots to fly the mission using visual landmarks instead of instruments if necessary.  Plus, it's off the commercial flight routes, so no need to bother with avoiding any traffic.

If this current war devolves to an economic war my bet is Putin squeals Uncle first. Will the U.S. take a hit - yes, Europe - yes, but Russia breaks first.

Part of a river cruise from Moscow down the Volga and then back up all the way to St. Petersburg visiting cities and important places like Valaam. Impressive river and canal systems, from Moscow one can sail to the Black Sea, Capsian Sea, the Baltic Sea or up to the White Sea.

I state the following as a former Marine and a graduate of the Virginia Military Institute with a degree in military history.

Putin's actions in Crimea, along the Ukrainian border, and potentially in eastern Ukraine is about one thing: negotiating from a position of strength by action, force, and the control of the initiative.

Any true student of military history or Geo political history must understand the power of controlling the initiative. The two great works of war "The Art of War" by Sun Tzu and "On War" by Carl von Clausewitz both instruct the importance of maintaining the initiative, and making the enemy react to you. This is also illustrated by the historical examples of the great captains of war Alexander the Great, Hannibal Barca, Julius Caesar, Frederick Barbarossa, Napoleon Bonaparte, Robert E Lee, George Patton, Chesty Puller, and many more. The initiative cannot be over emphasized in warfare, just as deception in warfare, whether military, political, or financial, cannot be over emphasized.

Putin's move in Crimea was and is to control the initiative, which was lost to subvert western forces centered and financed by George Soros' Open Society Foundation. By regaining the initiative Putin makes the west react to him. The logistics are in his favor, the western political appetite for war is in his favor, and the economic reality is in his favor. The west likely will not pursue a military option, and Putin will permanently secure Crimea in the Russian Federation. History will see this accomplished primarily through Putin's will to take the initiative and the west not willing to escalate Putin's move also due to Crimean 'popular sovereignty' or 'self-determination' as well as the previous mentioned appetite for war.

In reality, logistics and finance truly dictate the grand strategic level of warfare. As a Colonel once told me, "amateurs talk tactics, experts talk logistics." One thing I've come to realize over the course of my studies is logistics and finance go hand in hand.

Apply that advice given to me by the Colonel to Clausewitz's statement in "On War", "War is not merely a political act, but also a real political instrument, a continuation of political commerce, a carrying out of the same by other means." In addition to Marine Major General, and recipient of the Congressional Medal of Honor twice, Smedley Butler's statements in "Wars a Racket," "War is just a racket. A racket is best described, I believe, as something that is not what it seems to the majority of people. Only a small inside group knows what it is about. It is conducted for the benefit of the very few at the expense of the masses....I wouldn't go to war again as I have done to protect some lousy investment of the bankers. There are only two things we should fight for. One is the defense of our homes and the other is the Bill of Rights. War for any other reason is simply a racket."

Much here to agree with, but there has been a long-standing enmity between Russia and the influence the Rothschild banks had in Russia. Putin seems to have paid off their loans and kicked them out.

This article shows a complete lack of understanding of military affairs.  The purpose of "doomsday" aircraft is to function as a communications relay leadership and nuclear weapons.  However, since most of Russia's ICBM's are far to the east and it's submarines port far to the north, there's little point to having a "doomsday" aircraft in this area.  There are lots of military variants of the Tu-214.  This is most likely a signals intelligence aircraft, trying to intercept communications related to NATO activities in the Baltic.  The most comparable aircraft operated by the US would be the RC-135.
