How many here remember General Shinseki's appearance in front of Congress before the Iraq invasion telling it as it is? Rummy claimed the war would only cost $50 billion and would be paid for by all the happy Iraqis that were being "freed". Shinseki claimed, by his calculations -- and that's what he did in the Pentagon -- the war would cost north of $500 billion. He was absolutely right.
Shinseki's telling the truth and refusing to "play ball" got him a job at the rat's nest VA where he would be forced to fall on his sword. That'll teach him and any others like him to speak up when TPTB want to go to war.

Surely not even neocons are low enough to screw over vets just to get back at a quasi-whistleblower who was really just doing his damn job. So then, did they know that the screwing over of the vets was unavoidable given 1) the rate at which they were creating seriously wounded soldiers and 2) the deteriorating clusterfuck at the VA; and so drop him in it knowing it would boil over soon enough? Or is General Shinseki just a completely incompetent idiot who was nevertheless able to rise quite high in the chain of command?

I trained at the West Side VA in Chicago.
The VA system has always been a bit of a mystery. Why do vets need a separate system? The answer is to provide a political kingdom. NO OTHER ANSWER HOLDS UP!!!
The 'doctors' at the VA are often good community docs working there part time but many of the full time employees are at the VA because they can't (or do not have) a license to practice in any state....yes...VA doctors are not required to have a state license!!!
This results in a very 'compliant' staff of physicians. They can't go anywhere else so they do what they are told. They often lack skills and training may not be up to snuff. At the West Side the ER docs were all from Cuba. None had American training (this was in the early 1970s). The practiced marginal medicine (even from the perspective of a trainee like myself) and would do what ever the various chiefs demanded. The most regular activity was 'fill the empty beds'...overnight the beds would be filled. Homeless vets often traveled from Florida to Chicago with the weather. Always a bed at the VA....or at least there was then.
Now that the system is stressed with sick vets it cannot respond like a normal institution would. The VA should be abolished and our vets should be absorbed into the real medical system and given vouchers for payment.
If the VA system has any real distinguishing talents it can compete in the marketplace. If its ability to help vets with limb loss let it go into the market place and demonstrate its superiority and take care of non-vets too.

Excellent points. Why aren't they just given a veterans health card that in essence is a lifetime Blue Cross or something like that. They should have access to whatever doctors and hospitals they want. Might even save money.
Merge the FHA with the VA.
Take the money being given to banks to juice housing.
Outlaw H.F.T. and hire those I.T. dudes to create a scheduling system that correlates appointment with completion of visit - with a satisfaction survey sent to the Vet patient via USPS mail, email, and text message with randomized personal visits by unemployed Veterans.
If results aren't satisfactory, you cut pay for everyone in the chain in that region 5% until you get to -20% and you fire the regional director. Bet they'd start getting results.
Imagine how far $1 Billion a month would go to hire retired or unemployed Veterans to triage within the system to help get fellow Vets with appointments; work the waiting room, get them to appointments, send reminders, field phone calls, advocate within the hospital when things aren't working.
If we can juice Wall Street with $85 Billion/month for over a year surely we can spend $1 Billion/month to hire retired or unemployed vets to help improve the system.

By praising Shinseki Obama has maintained the loyality of his huge federal workforce (their jobs are safe) but completely negated the message he should be trying to convey ('do your job or you'll get fired'.)
He cares nothing for the efficiency of government and cares only about the votes of federal workers many of whom have no other options than fill a chair in a government office. The VA will not improve. The Dems will continue to get almost all the votes of the stooges who work for them.
