Hamas has proven that they have no restraint or control over Gaza, and that there are small groups willing to launch rockets regardless of the consequences. In the absence of a strong man dictator, I think we are at the point where we need an international police force stationed in Gaza with the job of seeking out those firing the missiles and digging the tunnels. Try it and get arrested and put away - rather than inviting a retaliatory attack from Israel. In exchange, Gaza would get money to rebuild and a lifting of the embargo.
Otherwise it is just a rinse and repeat of what we are going through now.

1) Hamas is not particularly well organized with lots of people wandering of and making their own minds up, I suppose you would call that at a unit level.
2) Many Hamas members don't care about civilian casualties,call them religious nuts, both sides have them, they see every child being carted out of a building dead as another couple of adult converts to their cause.
That does not mean that pounding everyone in Gaza into a bloody mess is going to be a very good solution, so you have Israel busy creating more terrorists with their shelling and you have Hamas happy to let Israel make more terrorists by shelling the Palestinian civilians.

I am at ZH all the time, but rarely post because it's monitored. I currently live in Israel and have lived inside of Palestinian cities in the West Bank and have experience in the field in conflicts. Listen, the Israeli government lies like - well - a government does and multipled by the fact of lying like an Israeli does - almost constantly. This 4-5am "break" in the ceasefire was a game. Israel makes up sh*t - floats it - and then sees if it has got legs. Even in this war, we're still breaking down how they manipulate the tape and conversations they release as IDF propaganda. Friends have been called to interrogations by the shabak because of comments they've made, people lost jobs because of FB posts, and those who disagree publicly are followed and beaten up by Kahanists, even in fair Tel Aviv. I had an Israeli coworker threaten to kill me face-to-face because I'm not as into genocide as he is.
At 8am Hamas did announce they will resume operations and began launching tubes of metal with sugar-based propellant at us again. That isn't a violation of the ceasefire because the ceasefire only lasted until 8am. When there is a ceasefire and you bury your dead, then your enemy spends endless hours building PR lies and guilting/leveraging international powers against you, only to present the world with a truce that doesn't even put you back to status quo ante before they started their latest "lawnmowing" as we call it - then you resume fighting. Especially when the leadership of Hamas has announced "we can't live with the occupier", which means - liberty or death. Most of the previous ceasefires were of the "you stop launching rockets, we'll stop with the F-16s" variety - troops on the ground continued operations of destroying infrastructure.
Don't just react to what any media tell you about this conflict - read the statements of both sides direct from their mouths. I'm talking to people inside Gaza these days, on both sides of the aisle - I hear about soldiers who don't know WTF they're doing, but simply try to avoid dying and Gazans and journalists who say Israel is literally randomly firing. You'll find very quickly that Israel's plan is to destroy whole neighborhoods and inflict massive casualties - not to stop rockets - in a theory that the "people would overthrow Hamas". It's gotta be the dumbest anti-insurgency theory ever. This is resistance not something to do with Islam or whatever story 1) Israel wants you to believe or 2) the world-wide casual supporters (i.e. rando Indonesians or team-sport euro-muslims for example) of Gazans want you to believe.

In the holiday presidential pardon, Bush posthumously pardoned Charles Winters, a Miami businessman who was convicted of violating the Neutrality Act for illegally transporting three B-17 "Flying Fortresses" from the United States to Israel's fledgling air force. The planes were used in Israel's 1948 war against the Arab countries. Winters was fined and imprisoned. Winters is considered a hero in Israel, much like Pollard. Winters died in 1984 and is buried in a Christian cemetery adjacent to the Jewish cemetery of the Knights Templar in Jerusalem.
Although the transfer of the B-17s to Israel is seen as a humanitarian endeavor on the part of Winters and his two co-defendants, Herman Greenspun and Al Schwimmer, , never imprisoned but pardoned for their crimes by Presidents John F. Kennedy and Bill Clinton, respectively, the recipents of the planes were far from humanitarian. One of the B-17s had been bought as Army surplus from Pope Field in North Carolina. From Westchester, the planes flew a route to Dartmouth Field, near Halifax, Nova Scotia.
The aircraft smuggling operation to Palestine reportedly involved two American Jewish organizations, the American League for a Free Palestine, chaired by the novelist Ben Hecht, and Americans for Haganah.
One of the B-17 pilots was identified as Irwin R. Schindler of Miami. The U.S. Customs Agency Service also detained two Constellations at Millville Airport in New Jersey as part of the plane smuggling operation to Irgun. The owner of the Constellations was identified as Service Airways, 250 West 57th St., Manhattan. The President of the firm was listed as Irving Schindler of Burbank, California and a senior executive of the firm was identified as A. W. Schwimmer of Bridgeport, Connecticut, Winters' co-conspirator.
The Customs service reported that Irwin Schindler had a Panamanian connection and the Times identified an "Irving Schindler" as an executive vice president of Panama's only international airline, Lapsa. Lapsa's fleet consisted of nine Curtis Commandos and a sngle Constellation base out of Tocumen Airport. Lapsa provided service via Havana to Bermuda, the Azores, Lisbon, Madrid, and Rome. A Laspa Constellations, reported to have originated in the United States as war surplus and flown to Panama to obtain Panamanian registration, was impounded in Rome while en route to Palestine.
