Putin Defies Western Warning, Will Send "Aid Convoy" To East Ukraine

This may get messy.

Following days of loud warnings by the West that Putin should not take any moves to send "humanitarian" aid into East Ukraine, due to western fears that this would be merely a pretext for invasion, Putin said on Monday that Russia will go ahead and send an aid convoy to eastern Ukraine anyway.

As was reported earlier, Ukraine announced that Russia has amassed 45,000 troops on its border, following by the now-daily NATO threat that there was a "high probability" that Moscow could intervene militarily in the country's east, so to many this is just the catalyst that the Kremlin could use to enter the civil war-ridden territory to support ethnic Russians, but ultimately to conduct yet another "Crimea." As a reminder, despite the constant grumblings by the West and certainly Kiev, there is zero probability that the annexed territory will be relinquished by Putin. As a further reminder, it was the emergence of local mysterious "peacekeepers" that made the annexation of Crimea a quick and painless transition, one in which not a shot was fired. The concern is that that was merely the appetizer with the shale-rich Donbass region serving as the main course.

According to Reuters, European Commission President Barroso "delivered a blunt message in a telephone call with Putin on Monday. "President Barroso warned against any unilateral military actions in Ukraine, under any pretext, including humanitarian," the Commission said in a statement."  

The Kremlin, in its own account of the conversation, made clear that Moscow would indeed send help to largely Russian-speaking eastern Ukraine. We also doubt very much that Putin cared much if at all about any warnings uttered by the unelected Eurocrat.

"It was noted that the Russian side, in collaboration with representatives of the International Committee of the Red Cross, is sending an aid convoy to Ukraine," the Kremlin statement said, without saying when the convoy was going.

And now that Putin's mind is made up, Ukraine has no choice but to accept, albeit with its so-called conditions:

Ukrainian President Petro Poroshenko said he supported an aid mission but made clear it had to be an international effort under the aegis of the Red Cross, involving the European Union as well as Russia. Poroshenko said U.S. President Barack Obama had also backed the international plan when they spoke on the telephone on Monday.

 

The International Committee of the Red Cross made no immediate comment, although last weekend it issued a statement acknowledging receipt of an offer from Russian Foreign Minister Sergei Lavrov about organizing aid convoys.

Surely Russia will closely "heed" Ukraine's conditions.

To be sure, NATO is displeased. Quote its Secretary General Rasmussen: "We see the Russians developing the narrative and the pretext for such an operation under the guise of a humanitarian operation, and we see a military build-up that could be used to conduct such illegal military operations in Ukraine," he said.

And yet, Russia appears set to enter east Ukraine despite NATO objections.

It goes without saying that all it would take for a full blown escalation, one that not even the algo-driven market could ignore, would be a Russian casualty operating in Ukraine under a "humanitarian" umbrella, wether legitimate or due to a "false flag" attack, before the facade of artificial stability on Ukraine's east border crumbles and what was until now a civil war morps into a full-blown international conflict.

Update 1: the readout of the Obama-Poroshenko phone call:

The President spoke this morning with Ukrainian President Petro Poroshenko about the ongoing crisis in eastern Ukraine.  President expressed his strong support for Ukraine’s sovereignty and territorial integrity.  The two leaders agreed that any Russian intervention in Ukraine without the formal, express consent and authorization of the Ukraine government would be unacceptable and a violation of international law.  President Poroshenko also noted the continued shelling of Ukraine’s territory from Russia.  President Poroshenko updated the President on his engagement with the International Committee of the Red Cross (ICRC) on the effort to deliver multilateral humanitarian aid to the distressed populations in eastern Ukraine.  The President noted the urgency of such humanitarian efforts and encouraged President Poroshenko to continue to exercise restraint and caution in military operations in order to avoid civilian casualties.  In light of the ongoing violence and instability, the President and President Poroshenko agreed that all parties should prioritize diplomatic efforts toward finding a political resolution to the crisis.

1994 Budapest Memorandum obligates the USA, Britain, France...and Russia to protect and defend the territorial integrity of Ukraine.

So expect the USA, France and Britain to defend Ukraine.  Yes, that means taking back Crimea.

And Yes, once one NATO State faces a foe, the others are obligated to help out.

I simply pointed out that no government can sign a Treaty (or Memorandum) which is not agreed by "the people". They simply do not have the mandate. And as I said, the people of Crimea voted to rejoin Russia. End of.

If you reject the idea of Crimea being part of Ukraine when the treaty was signed (1994) then you are basically making new histories and throwing out the accepted norms for domestic and international conduct.

I'd crayon out a picture for you if the medium permitted but alas, you are going to have to figure this out "as is".

I'll be watching the international news very closely to see when your "independent Republic of One" within Russia gets bombed.

Sure, this is how government works:- the British govt signed (in a private room with no TV cameras due to Gordon Brown's cowardice) the EU Constitution (aka Lisbon Treaty) without the explicit authorisation of the British people. Is it valid? I don't believe so. There are limits to the powers any government can assume, especially if they claim to be democratic.

So it is with the 1994 Memorandum you refer to covering Crimea: was it authorised by the people? I doubt it.

Since Ukraine's democratically elected govt was overthrown by outside forces and replaced with a puppet fascist government, the Crimea people have voted to rejoin Russia. I believe their choice has to be respected.

The entire Ukrainian debate is awash with lies and injustices. And it is a mistake to believe that Putin will stick to agreements when they are broken and politicized to his disadvantage.

One thing to remember: Putin is a Russian patriot. He will act with sufficient force if it is needed to protect the Russian Federation, and that includes overriding any of these paper agreements while others disregard them.

Novictim, I cannot see the Hitler analogy applying to Putin. A much better comparison is the non-patriotic position of the American President Obama to Marshal Stalin’s disregard for the Russian people.

Obama has never intended to operate in the best interests of the United States or its citizens, in contrast with Putin, a strong Christian and a decisive leader who has greatly advanced the interests of the Russian people – both economically and culturally. On the other hand, rarely a day goes by when Obama does not undercut either the US Constitution or the ideals of the American free enterprise system. His intended goal is to make Americans give up some of their standard of living in order to more nearly approach a world average. A leader is elected to represent the interests of his people not to sell or trade away their rights and property for his own selfish ideology. In short, it's cultural and economic treason.

By the way, novictim, you would not be able to pick up many supporters in Russia with a description of Putin as a psycho; that’s about 380 degrees from a correct analogy. Polls show a groundswell of national pride in the Russian people for their leader.

Yawn...  The USA and EU governments violated the Budapest Memorandum many years ago, when they started directly intefering with Ukraine's sovereignty by funding NGO's and sending government officials (e.g. McCain et al.) during the 2004 Orange Revolution to advocate overthrow of an "unfavorable-to-the West" Ukrainian regime.  

All of this in moot anyway, since the Budapest Memrandum was never ratified as a binding treaty by any of the sgnatories, including the USA.

My speculative theory is as follows:

 

1) It's now getting on for mid-August. I don't know when exactly 

it usually starts snowing in that region of Ukraine but it's going to

be sooner rather than later.

2) If Russia has massed forces on the Ukrainian/Russian border

in preparation for possibly taking over the disputed areas, it will be easier to

do so before it starts snowing rather than after.

3) I found the article below to be very interesting:

I have been told that with respect to geopolitics, the author

has connections in very high places in the small island so I

personally make a point of keeping up to date with his articles.

Anyway, his first article essentially says Russia is going

to take over the disputed area of Ukraine so I'm assuming

There are no "disputed areas" by international law between Russia an Ukraine. There has been illegal anexation of Crimea and now Putine regime tries that in easter Ukrain again - so far unsuccesfuly.

You might also consider that leaving an invading Russian army in the field in Ukraine is tantamount to Putin playing a reverse-Napoleon.  That is, the winter is a disaster in BOTH directions and for the same reasons.

Please take into your consideration the Western Signatories of the 1994 Budapest Treaty.  Then add to this the Poles, the Baltic States, the Georgians and all the post Soviet countries who have LOOOONNNNGGGG memories of brutal Russian occupation.

Again, to be serious you have to see both sides and their ability to act.

I know that many of you are Mother Russians but put down the bottle and sober up.  The future for Russia can and SHOULD be a bright one.  If you go down this STUPID road then that all goes pffft!

German/Russian/Chinese power axis developing, which

would lead to said axis usurping the US elite as global

hegemon (and that's ignoring the rest of the BRICs),

and thereby destroy the US dollar as the global

reserve currency, which in turn would lead to, at

the least, significant social, economic and political

disruption in the US; the desire of the US elite and

other globalists to essentially take over Russia in

order to loot its natural resources again,

specifically to destroy the siloviki and replace them

with "Western" [sic] puppets to allow said looting

by the global 0.01% to occur; UKraine's essential bankruptcy,

it takes money to fight wars, which Ukraine most definitely

does not have; European dependence on Russian

gas; a desire on the part of the globalists to

start Cold War 2.0, both as a distraction for the

You need three things:

#1 Paragraphs.  They really help the reader see your thought process.

#2 A passport

#3 A long vacation in which you tour several EU countries, the Baltics and Russia so that you can get your head screwed on straight.

One would hope then that you would come to appreciate and understand that there are independent peoples living their lives in relative peace and prosperity and there are people living shit  lives and everything in between.

From this it would be hoped that you would see certain patterns where the worst conditions are in the post Soviet bloc and the best everywhere else. That corruption is a problem that ranges from non-existent to rampant.  And that the Russians (of the past?) are widely felt to be the biggest imperialists and oppressors that Europe ever experienced.  One dreams that all the nonsense you are spewing, the incoherent name dropping and paranoid references would appear to you as much a joke as they do to me after such a trip!  What a miracle that would be!

But more than that, perhaps you could develop a sense that these are real people, that their lives are not on a chess board but are as real and as important as YOURS.  That you might even CARE about their future, both those in the West including Russia and those around the world. 

Or one might pray that medications, if needed, were taken as directed.

I hate to be forced to consider all the unconfirmed conspiracy 'news' but without an agenda that is clearly articulated by the West one must consider or even suppose that some of the things being said about CIA involvement in the Maidan protests of 7 months ago are true. There have been so many lies told to us (Americans) over the years and even more so the silence on important issues (monetary) that it seems safe to assume the US government is always lying. If they can't find a convincing lie then we expect silence. The idea that our politicians will sit for serious questioning is a relic of a bygone era.

Any direct military action, even just sending in "peace keepers", by Putin would be extremely dangerous. It means he is running out of options and his house of cards is on the verge of crashing down. At that point things can very easily spiral out of control. A mistake like that will mean at the very least total trade war with the west. Russia doesn't have friends to help them weather the storm. They will face utter economic annihilation and then Putin just might see further expansion and looting as the only option. If he does send in troops, we can then only hope that his FSB oligarch-buddies will get rid of him swiftly and take control of the situation.

Some have become vocal and active opponents of the invasion, since Ukraine has not provoked violence. The independent Moscow Times critiques that Russia was hoping to provoke a “'Georgian scenario' in Crimea. In that conflict, Russia invaded Georgia in 2008 because that country's troops attacked Russian servicemen, providing the perfect casus belli.  But no such attacks took place in Crimea.”

Yesterday, nonviolent anti-war protests took place in Moscow and St. Petersburg. Around 350 people were arrested in Moscow, according to The New Republic. Another Ukrainian-sympathetic rally with as many as 1,500 participants similarly shut down last week. Meanwhile, a larger pro-war demonstration went undisturbed.

Even the Consul General of Russia in the Crimea admitted that claims that Russian citizens were killed by Ukrainians–one of the pretexts for the invasion–was unfounded. 

Radio Free Europe points out that the “a number of Russian luminaries, including rock musician Yury Shevchuk, have also delivered unusually harsh criticism of the Kremlin," and suggests that " rift in public opinion between educated, city-dwelling Russians and those living in small towns with only limited access online news sites."

who is threatening the other,

Your interventions are tiresome.  Speaking of trolls is a boring cliche.  We all read the so-called "main stream media" and know Russia (and Putin) is the epitome of evil and devoid of any and all redeeming features.  We also understand that Western values are splendid beyond words.  We were thrilled when Washington and Brussels engineered the violent overthrown of the democratically elected Yanukovich administration -- in the name of Western, democratic values!  We are also thrilled at our support for a Ukrainian regime that thinks it's morally acceptable to shell apartment blocks housing Ukrainians.! Let's hear it for Western values.

It clearly sticks in your craw that so many people in the West are not fooled by the hypocrisy, mendacity and evil of their rulers.  We are all well aware of Russia's shortcomings and don't need you to point them out.  What we find far more galling is the moral failings of our own so-called leaders.

The advantage of sponsoring an insurgency next door is that you have the intiative to turn the heat up, or down, as you much as you wish, and as often as you wish.

Putin can play this song as long and as loud as he wants.

And our masters-of-diplomacy have cut off any leverage.   The very word "sanctions" points to the conflict model the US thinks will work is with a Cuba, or a South Africa.   And it didn't work for Cuba.    And, while he may imagine it, Obama is not a Mandela.

One thing Putin could do to neutralize American/Euro bandits is to invite them to send several observers, with each appointing an equal number.

Another possibility, it is past time for Americans to organize a war-crimes trial, even if done privately, according to First-Amendment principles; the same principles employed by American Founders.

I would suggest the same for the people of east Ukraine; but, once petition for redress descends to violence, all is lost: men lose the capacity of rational/effective behavior.

Exactly. At this hour in Lugansk, Ukraine, two armies are fighting and civilians are dying. But a third entity is on the ground in this Ukrainian city; it is the American people, for in their name the American government is making war on the people of Eastern Ukraine.

On the Brink of Survival: No electricity, water, communications in besieged Lugansk, E. Ukraine | RT

August 11, 2014 -- 250,000 people have been left without water, electricity and communications for over a week in the eastern Ukrainian city of Lugansk. The town is subject to siege conditions and under heavy bombardment.

 “We're being bombed so severely, there's hardly anything left to bomb. People are running out of money. How are we supposed to survive in this heat? What if some sort of epidemic breaks out? What should we do?” local woman Nadezhda Essaulinka exclaimed, emotionally.

The local administration says that “pension, salaries, and social benefits haven’t been paid. Some employees haven’t received their salaries for a month - others for over two-and-a-half months.”

Most of the shops in the city are closed, and produce is sold in the streets.

No deliveries of food, medical supplies, or fuel have been reported, according to the Itar-Tass news agency.

Phones are down all over the city and the locations that still have it are sometimes marked with “Shelling zone” signs, RT’s Maria Finoshina said.

A city resident blamed Kiev for what is happening to them.

“We used to have food and water. But now Kiev has completely destroyed our city. There's no water and electricity now, there’s nothing,” Lidia Ostroverkhova told RT.

Locals are stressing that the shelling is continuous, especially over the weekend.

“They're terrorizing us and attacking us daily - and they step up the shelling at the weekend. They've attacked all of our businesses, which were the main hope for our economy,” Olga Kaplya said.

In some areas, residents are forced to use water pumps, as more locations are becoming a banned zone for trucks.

“They used to bring water here, but they stopped once the shelling started. Some say the driver of the water truck was killed,” local resident Andrey Petrenko said.

At least a dozen apartments and private homes are shelled daily in the city, as locals told RT.

It comes as the Ukrainian authorities have called on the residents of eastern Ukrainian residential areas to leave their hometowns if the self-defense forces are there – despite the constant deadly fighting going on in the region.

“We are addressing the locals once again: leave those cities. It’s temporary,” spokesman for the National Security and Defense Council of Ukraine, Andrey Lysenko said, as quoted by Vesti.ua portal.

According to latest Ukraine figures by the UN, 117,000 are internally displaced, while 730,000 others, according to Russian data, have fled to Russia.

Thinking somewhat along these lines  . . . .  is there some way to form a "national grand jury of the people" to bring charges against some of the treasonous bastards in .gov?  This would be a jury of "normal" Americans that aren't beholden to Wall Street, the military/industrial/congressional complex, Big Oil, Big Pharma, Israel, etc.  With something along these lines, then and only then,  the people of the US would have a chance to see justice is actually served and the morons that got us in to all these messes face the music for their crimes.  First few to faces charges IMHO would be the "five" of the supreme court who chose to say that corporations have the same standing as people in the USA.  Few people know that when the concept of corporations was instituted in the 1800's that one of the precepts of being a corporation was that the entity had to serve the best interests of the people.  Obviously this rule got thrown in the scrape heap not long after and the rest, they say, is history.
