"viewing, downloading or disseminating the video within the UK might constitute a criminal offence under terrorism legislation."

I can't remeber the proper "name" for it, but that resembled a fuel air type bomb. Watched them being dropped at Twenty Nine Palms when I was a Jarhead. Explodes right before it hits the surface, huge fireball and crazy shit! Just my 2 cents.
They call those "thermobarics". Much of an explosive compound is usually taken up by an oxidizer. Thermobarics use the air around them for the oxygen, the bomb opens up, dispersing the fuel when it gets close to the ground. Dispersed with the cloud of explosive vapor are sodium detonators that ignite the fuel. This way a typical 500 pound thermobarics is much more powerful than a conventional 500 pound bomb. Because of the massive pressure they build up, they are especially effective at clearing out caves and tunnels. Also, even if for some reason the bomb doesn't detonate or only partially detonates, the fuel mixture on the bombs is so toxic that it will kill everyone caught in the cloud of fuel. Hopefully, knowing this doesn't make me some kind of terrorist. Read a book a while back where one was used, so I looked it up.
If you're caught in the "cloud of fuel", you probably won't have time to worry about the toxicity.

Exactly. There has been a huge rise in the amount of so-called "framework legislation" in Britain in recent years. Stuff that is vague, blandly worded and poorly articulated. The real bite doesn't appear until after Parliament approves the Bill and the sponsoring Minister then produces the detail and scope of the new powers. This can often be very draconian and gives excessive powers to the police, spooks, immigration agency and everybody else on the State's payroll.
