Those other countries don't have a significant underclass that has a major "THUG" mentality preverse throughout it. You're correct, but you only seem to half notice it. The predators-DBA-government-and-cops are THE problem, not the so-called underclass, for the exact reason you state --- the predators artificially CREATE the underclass via the war on liberty (the war on drugs being only one of many variations).
I don't forgive anyone for violence against humans or their property except in self-defense or rectification of past violence. But self-defence and rectification has to include all violence against cops since they are all out-of-control paid-thug predators with zero legitimate authority over anyone.
However, even though we don't forgive or accept violence against innocents, we should understand what happens to human beings who have been royally abused by other human beings for many years or decades. Yes, they should distinguish who they harm, and only harm predators and not innocents. But it should be obvious how overwhelmed poor serially abused human beings can get after years or decades of being arbitrarily abused by arbitrary others.
Humans need to throw off all fictions before they can become truly "human" or "civilized". As long as blatant fictions like "government", "corporation", "authority", "nation", "law", "cop" and so forth exist, humans will continue to be inhuman and uncivilized. Why? but looking at nothing else than the number 409 per year, it's a small number for 300 million people. there could easily be that many violent people that need to be stopped in the act of comitting a crime (as per common sense morality, not man written edicts), or in self defense when confronted, etc.
keep in mind that those other places on the chart are such heavens of freedom, that only the police is allowed to have guns there, and only really serious criminals ignore the heavy handed threat of owning one illegaly. so, police there can be much more relaxed when pulling a gun on people, they don't need to assume that the other person may easily be armed and return fire.

As an American who was used to seeing every cop is America armed, it cames as a great surprise to me when in 2009 I moved permanently to Ukraine.
Here it is VERY RARE to see an armed police officer. And the very few that are armed carry whay appear to be very small 9 mm Para or 9 mm Kurz (.380 ACP) pistols - about the same size as a Walther PPK/S.
In fact, the last time I saw an armed police officer in Ukraine was 2 days ago when we visited the Russian consulate in Odessa. Of the 5 Ukraine police officers on duty OUTSIDE the consulate, only one was armed - and he was obviously of very high rank (3 stars on his shoulder epaulets, whatever that signifies). The others carried only some kind of hand-held "tear-gas" or "pepper-spray"; and no one had any type of baton or club.
They are also very polite and friendly!!!! And I have never seen one "lose his cool". Ever!!! Which is pretty amazing, since the people in Odessa can be very "pushy" and think nothing of "cutting in line", then arguing at great length and quite loudly (to the police and everyone else nearby) why they were justified in doing so!!!! My wife and I waited in line outside the consulate for just over 2 hours while I watched these police handle the crowd, without ever raisng their voices or "barking" orders - they simply listened to people's complaints, then replied in a calm voice WITHOUT any display or assertion of their "authority", and the disputes somehow got resolved. Totally unlike the U.S. !!!
