Water conservation and low water consumption agriculture, such as hydroponics and aquaponics, is the way to go for American South-West.
I'm guessing that there's a lot of wastage that could be reclaimed, long before things like hydroponics become necessary. Just for example - they use this water to grow RICE, fer chrissakes. Arugula, brocolli, celery, tomatoes - we all like to be able to eat those things fresh in February. But rice?

NAWAPA would deliver large quantities of water to water-poor areas of Canada, the lower forty-eight states of the United States of America, and Mexico.

As a Canadian, watching what America has done the last 20 years, what makes you think we want to give water to people who desire to live in a desert to feed swimming pools, golf courses and so on?

Many, many moons ago when I was issued an L1 visa, the government sent me a welcoming booklet and in the first paragraph it said, "California is the bggest producer of fruits, nuts and vegetables in the US." No arguments there, but I still have a bit of a soft spot for CA.
