FACT SHEET: Strategy to Counter the Islamic State of Iraq and the Levant (ISIL)

The Islamic State of Iraq and the Levant (ISIL) poses a clear threat to the people of Iraq and Syria, and to the broader Middle East, as well as U.S. persons, allies and interests in the region.  Left unchecked, ISIL could pose a growing threat beyond the region, including to the U.S. homeland. 

The United States is meeting this threat with strength and resolve. In recent weeks, we have increased intelligence resources devoted to the threat and sent U.S. personnel to assess the situation on the ground.  We have responded with immediate action to protect Americans in Iraq and to prevent large-scale humanitarian catastrophes, including by conducting over 150 successful airstrikes in Iraq.  These strikes have kept our personnel and facilities in Baghdad and Erbil safe, killed ISIL fighters, destroyed ISIL equipment, protected Iraqi critical infrastructure, and broken ISIL sieges against an Iraqi city and civilians trapped on a mountain.  Along with dozens of international partners, we have provided material support for Iraqi forces to support their fight against ISIL.  Our strikes and resupply efforts have enabled Iraqi forces to take the fight to ISIL on the ground, reclaim key territory, and saved thousands of innocent lives.

Our goal is clear: to degrade and ultimately destroy ISIL through a comprehensive and sustained counterterrorism strategy so that it’s no longer a threat to Iraq, the region, the United States, and our partners.  To achieve this goal, our strategy will be underpinned by a strong coalition of regional and international partners who are willing to commit resources and will to this long-term endeavor. Dozens of countries are already contributing in Iraq – from military to humanitarian support – and in coming days and weeks we will work to strengthen and expand that coalition.

In concert with our coalition partners, the United States will carry out a comprehensive strategy to defeat ISIL and deny them safe-haven. That strategy harnesses all elements of national power and features the following core elements:

Supporting Effective Governance in Iraq: We have made clear that additional U.S. action depended on Iraq forming an inclusive government, because only a united Iraq -- with a government in Baghdad that has support from all of Iraq’s communities -- can defeat ISIL. A new Iraqi government was formally sworn in on September 8 and we will support it in efforts to govern inclusively and to take significant, concrete steps to address the legitimate grievances and needs of all Iraqis. 

Denying ISIL Safe-Haven: The Iraqi Government is taking the fight to ISIL, and will ultimately be the one to defeat it in Iraq. But our Iraqi and regional partners need our support and unique capabilities to blunt ISIL’s advance.  The President announced that we will conduct a systematic campaign of airstrikes against these terrorists. Working with the Iraqi government, we will expand our efforts beyond protecting our own people and humanitarian missions so that we’re hitting ISIL targets as Iraqi forces go on offense. The President also made clear that we will hunt down terrorists who threaten our country, wherever they are. The President will not hesitate to take direct military action against ISIL terrorists in Syria and in Iraq.  We will degrade ISIL’s leadership, logistical and operational capability, and deny it sanctuary and resources to plan, prepare and execute attacks. Simply put, ISIL will find no safe-haven.

Building Partner Capacity: We will build the capability and capacity of our partners in the region to sustain an effective long-term campaign against ISIL. The President announced that he will send an additional 475 U.S. service members to Iraq to support Iraqi and Kurdish forces with training, intelligence and equipment. In addition to providing weapons, ammunition and equipment, U.S. Special Operations Forces (SOF) will train and advise Iraqi forces, including Kurdish forces, improving their ability to plan, lead and conduct operations against ISIL. Further, the new Iraqi government has asked for help forming National Guard units that would be recruited locally and be responsible for protecting their own communities and securing areas freed from ISIL's control - a step that, along with long overdue political reforms, can drive a wedge between ISIL and Sunnis who have been alienated by their central government.  

The President is also calling on Congress to provide additional authorities and resources to train and equip Syrian opposition fighters in the Continuing Resolution they are debating this work period, so they can defend themselves and their neighborhoods against ISIL incursions and ultimately push back on ISIL forces and the Assad regime. We will strengthen the opposition as the best counterweight to extremists like ISIL, while pursuing the political solution necessary to solve Syria’s crisis once and for all.

The growing and evolving nature of the ISIL threat underscores the importance of the Counterterrorism Partnerships Fund (CTPF).  The CTPF request for $5 billion would allow us to train, build capacity, and facilitate support for partner countries on the front lines of countering shared terrorist threats, both in the region and beyond.  The CTPF includes $500 million for a Department of Defense program to train and equip the Syrian opposition as described above and $1 billion to build resiliency in the states neighboring Syria to ensure they can continue to counter threats to their internal stability and to support communities that are contending with refugees. 

Enhancing Intelligence Collection on ISIL:  Continuing to gain more fidelity on ISIL’s capabilities, plans, and intentions is central to our strategy to degrade and ultimately destroy the group.  Intelligence, Surveillance, and Reconnaissance flights and other important efforts will strengthen our ability to understand this threat, as well as to share vital information with our Iraqi and other regional partners to enable them to effectively counter ISIL.   

Disrupting ISIL’s Finances:  ISIL’s expansion over the past year has given it access to significant and diverse sources of funding.  The U.N. Security Council resolution that passed unanimously in August demonstrated the broad international consensus to disrupt ISIL’s finances.   We are already working aggressively with our partners on a coordinated approach that includes:  reducing ISIL’s revenue from oil and assets it has plundered; limiting ISIL’s ability to extort local populations; stemming ISIL’s gains from kidnapping for ransom; and disrupting the flow of external donations to the group.  Our domestic laws also provide additional tools in this effort, enabling us to sanction or prosecute those who fund ISIL’s activities. 

Exposing ISIL’s True Nature: Clerics around the world have spoken up in recent weeks to highlight ISIL’s hypocrisy, condemning the group’s barbarity and criticizing its self- proclaimed “caliphate.” We will work with our partners throughout the Muslim world to highlight ISIL’s hypocrisy and counter its false claim to be acting in the name of religion.  

Disrupting the Flow of Foreign Fighters:  Foreign terrorist fighters are ISIL’s lifeblood, and a global security threat—with citizens of nearly 80 countries filling its ranks.  Over 100 foreign fighters from the United States have traveled or attempted to travel to the conflict.  On September 24, the United States will convene an historic Summit-level meeting of the UN Security Council, focused on this issue. 

Protecting the Homeland: We will continue to use the criminal justice system as a critical tool in our counterterrorism toolbox.  Federal criminal laws provide a sound basis to prosecute those who provide material support to ISIL or who conspire with ISIL to plot attacks at home or abroad.   With respect to aviation security, we will work with air carriers to implement responsible threat-based security and screening requirements, and provide additional screening to individuals suspected of affiliation with ISIL.  Finally, we will counter violent extremism here at home, including tailored domestic programs to prevent violent extremism and radicalization in order to intervene with at-risk individuals before they become radicalized toward violence and decide to travel abroad to Syria and Iraq to join ISIL. 

Humanitarian Support:  We and our partners will continue to provide humanitarian assistance to the displaced and vulnerable in Iraq and Syria. We will also continue to work with host governments to mitigate the humanitarian and economic effects of the conflict in neighboring countries, recognizing that the refugee crisis calls on our common humanity and presents a significant challenge to regional stability.  As ISIL seeks to destroy the diversity of the territories it terrorizes, we will continue to work to help prevent mass atrocities, particularly against vulnerable religious and ethnic minorities.

President Obama laid out a strong, comprehensive strategy to degrade and ultimately destroy ISIL, and the United States military is prepared to carry out its responsibilities in this counter-terrorism campaign. The men and women of the U.S. Armed Forces are ready to carry out the orders of our Commander-in-Chief, to work with our partners across government, and to work with our friends and allies around the world to accomplish this mission. As the President made clear, American military power cannot alone eradicate the threats posed by ISIL to the United States, our allies, and our friends and partners in the region. Steven Schlein, a spokesman for a law firm representing Syncora, told the AP September 9 the company would get 26 percent of what it's owed.

They are getting creative with ways to abuse the taxpayer and keep the out of kilter system going. How bad is it?

It is ironic the President's speech falls on the eve of 9-11.  Up to now I have heard little about 9-11 compared to all the coverage made in prior years as the anniversary of this day approaches. Like many Americans I still find myself amazed that the 9-11 attack ever succeeded and I'm shocked at how against all odds the unseemly plan proved so effective. Thoughts that it was an inside job linger with many people.

As I write this I'm aware that if another major attack occurs those who have built the massive and expensive homeland security apparatus will use it as proof you can never do enough. For more on how Americans should put this out of their minds and and muster the courage to press on with a stiff upper lip see the article below.

remember when ISIS didn't care about the us at all? when they had their own solid objectives in syria and iraq and that was generally the limit of their immediate ambitions?  well, the us felt left out i guess and had to start blowing people up and intimidating them.  thanks obama, thanks for another new "enemy", another new endless war, and the only prospect being chaos.  isis, love em or hate em, they were stabilizing a region that has been fucked for a long time.  iraq got another puppet government that doesn't give a shit about the people who are supporting isis, but everyone is suppossed to pretend that fact doesn't exist.   so, surely, these disaffected sunnis will greet the us as liberators and welcome their new oppressive iraqi oligarchs.

 

The population is well armed and outnumbers isis, if the population did not want them there, they would not have found a home there.  once again, america is against freedom it seems.

syria pipeline route for qatar GAS..... if it takes place and functions, will cause economic chaos for putin/russia.... that is what links the two issues ISIL/ISIS/IS + ukraine. That is the link. Once qatar can supply europe (via ukraine)... putins EU leverage is disipated.... putin has had the strategy of controlling the pipeline routes to control energy flow from the caspian via georgia (the two provinces he used the "protect russians" excuse for occupying)... and now replaying again in the ukraine... he has cut a deal with israel regarding marketing of some/all of their gas exports... He will build a pipeline to the east for energy distribution to china.. he wants to control the flow. obama cooperated by stifiling gas exports from the ussa and pipelines into the ussa...but he could not stop fracking on private land... the real underlying issue is market control... the world is awaash in energy, so the market is the key in the immediate future.. also linked is the petrodollar. if the markets can function without the dollar (hence the swiftlike arrangement russia / china / brazil set up) then the market is not dependent on ussa. also linked is the nwo/fed control of ALL currencies... so what we are seeing is not at all about the islamic terrorists but rahter who controls the energy/currency globally....

Plus one for the Ragnar Lothbrok "Blood Eagle" reference.  All creation groaneth.  The prince of the power of the air knows his days are numbered.  Our fearless leader,,, hah.  We have been without leadership and direction for decades now.  We are a very powerful rudderless ship,, however,  an armed to the teeth rudderless ship looking for a shoal to permanently run aground on.

We have ruined our manufacturing base.  We have dumbed down our education system to the point of being non competitve on the world stage.  We have public school teachers buying school supplies out of pocket when some school districts spend 15K per student per year?  We have taught grade school children about homosexuality when their only concern is frying a bug with a magnifying glass on recess in the school playground.  We have murdered 45 million future Americans in the womb and wonder why Social Security program is going broke?  We embrace and call free speech the foulest, perverse, hate whitey,, hate the PoPo  rap music and wonder why our kids kill each other in gang wars?

WE ARE BROKEN and NOTHING OR NO ONE IN Washington DC or any other state capitol is going to fix this broken mess.  We have become what our words and actions have allowed us to become.  See,  words mean things.  Thoughts become words, words become actions.  Our nation is infected with the words of the government and the media.  It is sick.  It may well be beyond healing.  Look around.  You like what you see?  You like the anger.  The hatred?  The "let me get mine" attitude above all else.

Turn off the TV.  Get to know your neighbor,, it just may save your life in the next few years.  Visit a nursing home.  Talk to them about their childhoods.  See how good we have had it.  You know why America has prospered?  Hard work.  Yes,  a four letter word.  WORK.  See the world doesn't owe you a living.  Being born in American doesn't guarantee you a house with two cars in the garage.  It doesn't guarantee you a good job with benefits and pensions and income for life.  It doesn't guarantee you no adversity as we manuever this thing called life.  It does however give you a nation in which private property and the rights of the individual are such that if you WORK,  if you have an idea for a business,  if you are willing to take risks,  then maybe,  just maybe ,,, you can go as far and as fast as your feet can take you.

I don't recognize my country.  I am a second generation son of an immigrant.  It matters not which country dad came from he did it by the book.  His proudest day was the day he became an American citizen.  That day happened in 1952.  I grew up in a 3 bedroom house with one bathroom.  I have 6 siblings.  We had ten people in that house as gram stayed with us until she died.  We worked summers picking fruit from age 12 and bought our own school clothes.  We had no money to speak of but we learned to WORK.  I have worked for 47 years and that doesnt count shoveling snow or raking leaves for pay before age 12.  I am none the worse for wear.

America,  it is time to wake up.  We are broken.  We are infected.  We are dying.  We need fixing.  I am 59.  I found the only woman on earth who would put up with me and we married.  I have three daughters all married.  I have three great sons in law.  I have 5 grandchildren.  What will American look like in 30 years?  To that I have to truly say,  I don't know.  I do know this and if we are aware of our surroundings at all we have to be honest and say,,,, " We are broken".  Are we fixable?  I don't know.

What is the answer?  I do know this.  It will never come out of Washington D C.

Very bad news for you: America was poisoned to death a very long time ago, started with the creation of the income tax, and unlimited source of confiscated earnings, the creation of the FED, the dictator Roosevelt's "screw the income tax-payers" "new" deal after stacking the Supreme Court to pass it, on through Johnson's "Great Society", the very successful objective was to subsidize laziness and failure so as to greatly multiply the ranks of the "poor", etc, etc, etc.

Your descendants are living in the carcass of the long dead America, which will continue rotting unless and until the parasites and all the corruption of the Founders values and principles are eradicated.

So: pour more money and weapons into an already volatile zone, send US troops to train and arm various armed groups, bomb the shit out of randomly designed targets in Irak, Siria and elsewhere, killing scores of civilians and destroying whole societies, undermine Sirian government (which was a perfectly good partner until a few years ago) and perform more lip actions because we all know that this strategy was very successfull in the last 60 years.

Then wonder how other large bullies (like Russia and China) apply similar strategies to weaker countries.

The Administrations constant use of the name ISIL is disturbing in that it refers to the Levant. The Levant was an area which was conquered by the Arabs under the banner of Islam in 650. By refering to ISIS as ISIL they are setting up a historical presedent for the formation of the caliphate. The secular west cannot fathom that in the name of religion these people will actively seek our demise. They will not stop until at the point of a sword the world is converted.

Funny not a soul alive saw him in the days after his birth; all my children could find 30 to 40 people who saw them day of and day after their birth INCLUDING their main physician and nurse. Funny, how that duo citizenship thing should be abolished. No One that has US citizenship should be allowed the benefits of our country, voting rights, et al, and be allowed duo citizenship. Here's what I don't understand: we are one of the most individually well-armed nations in the world (something like 400,000,000 private weapons), have the world's strongest military, and yet our fearless leader states that a ragtag army, killing mostly unarmed civilians half a world away, somehow poses a threat to us. How exactly? They're going to conquer Iraq and then use their mighty navy to invade us? As ludicrous as that sounds, it seems to be what our leadership is telling us. But realizing the unbelievability of that story, they make sure that some mass executions, and a couple of beheadings, make their way into the scared sheeple's consciousness, because once the sheeple are properly frightened, they'll swallow anything and put up with any loss of freedoms, even long after the perceived threat is gone.

The only real threat to the safety of this once great country of ours, are the very people who are supposed to be protecting us. The only thing that really keeps me up at night is realizing that the same idiot that is spouting off platitudes about some phantom threat, is the same immature idiot that's in charge of a briefcase that could pulverize the Earth. That, my friends, is the real terror.
