RT.com reported today that the family of Mr Foley, apparently beheaded recently, were visited three times by a man from the USG warning them that if they agreed, or attempted, to pay a ransom for their son, they would be arrested and charged with terrorism offences.

Saw that, I think (not sure though) that I read that Sotloff's family was given the same ultimatum. Falek pointed out that the French got one of theirs back a couple weeks ago by the family paying ransom.
I can see both sides of the ransom issue but to have THE GOVERNMENT threatening charges against the family for giving in and paying a ransom is over the top and that decision (to bring charges) has to come straight from the top.
