Public Health Emergency Declared In Connecticut Over Ebola: Civil Rights Suspended Indefinitely

We warned a week ago of the various possibilities surrounding an Ebola outbreak in America, and today we get some degree of confirmation of a medical-based martial-law coming to the US. Governor Dan Malloy has declared a Public Health Emergency in Connecticut, authorizing the "isolation of any individual reasonably believed to have been exposed to the Ebola virus." Simply put, as we noted previously, the State of Public Health Emergency allows bureaucrats to detain and force-vaccinate people without due process - despite not one single case being found in CT. If there is a major Ebola pandemic in America, all of the liberties and the freedoms that you currently enjoy would be gone.

 

The Public Health Emergency declaration...

 

"I hereby declare a public health emergency for the State, pursuant to the Connecticut General Statutes Section 19a-131a, for the duration of the epidemic. Specifically, in accordance with Connecticut General Statutes Section 19a-131b, I authorize the Commissioner of Public Health to Order the isolation or quarantine, under conditions prescribed by the Commissioner of Public Health, of any individual or group of individuals whom the Commissioner reasonably believes to have been exposed to, infected with, or otherwise at risk of passing the Ebola virus."

Which he defended as a precautionary and preparatory measure in the event that the state has either a confirmed infection or has confirmed that someone at risk of developing the infection is residing in the state.

We are taking this action today to ensure that we are prepared, in advance, to deal with any identified cases in which someone has been exposed to the virus or, worst case, infected,” said Governor Malloy.  “Our state’s hospitals have been preparing for it, and public health officials from the state are working around the clock to monitor the situation.  Right now, we have no reason to think that anyone in the state is infected or at risk of infection.  But it is essential to be prepared and we need to have the authorities in place that will allow us to move quickly to protect public health, if and when that becomes necessary.  Signing this order will allow us to do that.”

Translated... as we previously noted:

If there is a major Ebola pandemic in America, all of the liberties and the freedoms that you currently enjoy would be gone.  If government officials believe that you have the virus, federal law allows them to round you up and detain you "for such time and in such manner as may be reasonably necessary."  In addition, the CDC already has the authority to quarantine healthy Americans if they reasonably believe that they may become sick.  During an outbreak, the government can force you to remain isolated in your own home, or the government may forcibly take you to a treatment facility, a tent city, a sports stadium, an old military base or a camp.  You would not have any choice in the matter.  And you would be forced to endure any medical procedure mandated by the government.  That includes shots, vaccines and the drawing of blood.  During such a scenario, you can scream about your "rights" all that you want, but it won't do any good.

In case you are tempted to think that I am making this up, I want you to read what federal law actually says.  The following is 42 U.S.C. 264(d).  I have added bold for emphasis...

(1) Regulations prescribed under this section may provide for the apprehension and examination of any individual reasonably believed to be infected with a communicable disease in a qualifying stage and (A) to be moving or about to move from a State to another State; or (B) to be a probable source of infection to individuals who, while infected with such disease in a qualifying stage, will be moving from a State to another State. Such regulations may provide that if upon examination any such individual is found to be infected, he may be detained for such time and in such manner as may be reasonably necessary. For purposes of this subsection, the term “State” includes, in addition to the several States, only the District of Columbia.

 

(2) For purposes of this subsection, the term “qualifying stage”, with respect to a communicable disease, means that such disease—

 

(A) is in a communicable stage; or

 

(B) is in a precommunicable stage, if the disease would be likely to cause a public health emergency if transmitted to other individuals.

In addition, as I discussed above, the CDC already has the authority to isolate people that are not sick to see if they do become sick.  The following is what the CDC website says about this...

Quarantine is used to separate and restrict the movement of well persons who may have been exposed to a communicable disease to see if they become ill. These people may have been exposed to a disease and do not know it, or they may have the disease but do not show symptoms. Quarantine can also help limit the spread of communicable disease.

And as Police State USA summarizes,

Governor Dannel Malloy has declared Connecticut to be in a state of public health emergency, enabling the indefinite suspension of certain civil rights. State bureaucrats have been granted the broad authority to forcibly detain suspected sick people without due process. The declaration came preemptively, as Connecticut has not yet seen a single case of the virus it purports to stop.

 

Rationalizing his actions, the governor said in a statement: “We need to have the authorities in place that will allow us to move quickly to protect public health, if and when that becomes necessary. Signing this order will allow us to do that.”

 

The recipient of most of the newly-imparted power is Jewel Mullen, Connecticut’s Commissioner of the Department of Public Health (DPH). By having this measure in place, Commissioner Mullen explained, “we don’t have to scramble in the event I need to take action.”

 

The actions that authorities might want to “scramble” to use is the forcible quarantine of citizens — without charges or trial.

 

Connecticut General Statutes Section 19a-131a spells out the powers that may be used during the state of public health emergency:

 

“[While] the emergency exists [the state] may do any of the following: (1) Order the commissioner to implement all or a portion of the public health emergency response plan developed pursuant to section 19a-131g; (2) authorize the commissioner to isolate or quarantine persons in accordance with section 19a-131b; (3) order the commissioner to vaccinate persons in accordance with section 19a-131e; or (4) apply for and receive federal assistance.”

 

As noted above, the Commissioner may issue an order of mass vaccination at his or her own discretion.

 

Section 19a-131d states that any individual who refuses to comply with any portion of the order may be punished with with fines and imprisonment for up to one (1) year.

 

Fending off a police state requires constant vigilance against efforts to desecrate civil liberties. As the current scenario has shown us, a climate of fear — fear of disease, terrorism, foreign threats, etc. — makes it all-too easy to suspend constitutional rights with minimal public resistance. Many people actually feel grateful to see the government absorbing greater powers; taken with the promises of keeping them safe.

 

The state of public health emergency will remain in effect indefinitely until lifted by the governor.

Was thinking that all of this is a psy-op but not in a way that most would think.  Unless I've missed something i haven't seen any pictures of this person, who is not a citizen, bleeding out their various orifices.  What if this guy was a foreign agent/ terrorist(whatever) and he was poisoned by any one of the intelligence agencies just to make it look like ebola? Or pallonium 210, etc.

What if it is a covert way for the intelligence community to thwart the dictators plans to open the border?  What if it is being used to force the administration to do something that he doesn't want to do like close the border? And if he doesn't he repulses the american people at his callus attitude toward their safety.  

One could very easily have the doctors at the hospital say whatever they needed for national security and all.  think about it.  Why else would the CDC director be so cavalier about all this?  What if the dictator knows that's what the company is doing and he's is trying to out manuevre them but he's stuck. 

What if Malloy is giving him an out?  Or he was made an offer he couldn't refuse?

How do I know?

Because they have an Army of Trolls and a talking point list.

You can identify them by these arguements (delivered in sequence when challenged):

1) Quarantine is pointless because the infected will simply avoid the travel restrictions

2) You'd have to build a military cordon around the whole country (FALSE - just don't let 'em fly.  If they're infected they'd die before arriving by land or ship)

3) It is racism to deny them medical treatment in your country.

4) Ebola is less dangerous than other common risks (such as driving).

 

Go see for yourself.  On every 'Ebola' site you'll find trolls spouting these exact talking points.

Who pays trolls to encourage the spread of plague????  Who writes talking-points for the purpose????

All you have to do is announce a few Ebola class action suits naming any commercial entity involved in their transport as liable.  I am talking about holding financially accountable airlines, Airports, ships, cab companies, hotel chains, anyone involved in booking and enabling the infected to travel.

Watch how fast screening processes become effective, and suspect passengers are refused service.

It's at least as serious as they are saying. I won't sleep well until this outbreak has been defeated with isolation and quarantine or a drug or a vaccine. Our best shot atm appears to be isolation/quarantine, and we're not doing that. Instead, potentially infected people are flying freely across borders. We need to minimize the *rate* at which new cases are crossing our borders, or they will overwhelm our medical system. That is what the various officials don't seem to understand. However, I don't see how they can't understand it. Does it really boil down to the election??? If yes, some folks will need to be brought to justice.

Use "small droplet" rather than airborne. Most people think influenza is airborne. It's not, it too is spread by small droplet transmission (coughs, sneezes, face-to-face encounters), as well as by direct contact and fomites.

Meanwhile, the virus is constantly mutating, doing its best to adapt to its new host. I don't think it will become truly airborne, like measles, but it will do other tricky things to adapt.

If people realize the danger then they will change their behavior and ebola will be contained.  If people do not realize the danger then ebola may reach a critical mass an then spread unchecked through society.  The bottom line is that for millenia ebola has stayed contained because of geographical barriers and low human population densities.  Neither of these conditions still apply.  

For the average person the big advantages we have are accurate information about ebolas capabililities, plastic protective barriers, and modern disinfectants (bleach).  We need to adapt to ebola and other threats like it.  Modern air travel, more contact with disease carrying areas, and dense communicable human populations are going to make plagues more likely.

Patient walked into ER at S. João Hospital, in Oporto, and was given "yellow priority" (on a green to red scale), and so waited for 2 hours among the other dozens of patients. 

 

Only when a doctor got the info that he came from Congo in her workflow was he, and the ER ward, isolated. 

 

Initial and only test came back negative.

It's going to be tough. ERs are going to be full of influenza sufferers, who look pretty much like Ebola sufferers. Can't move everyone into isolation immediately. Resources are limited.

The two students are in Liberia working with that government’s top health officials and “have had no patient contact or activities in clinical settings,” said Paul Cleary, dean of the Yale School of Public Health, in an email statement.

The students have not experienced any symptoms related to the disease, Yale officials said.

The quarantine is being described as strictly precautionary.

5.25 Sodium Hypochlorite (household bleach) contact greater than 10 minutes in solutions of 1:10 to 1:100(for surfaces that can't take bleach)

Calcium Hypochlorite (powdered bleach)

Surfaces must be clean prior to disinfection because organic material can protect the infection from the disinfectant.

 

clean surface + appropriate disinfectant at correct strength = sanitization.

Canadian info is useful and interesting. I read elsewhere that the virus can stay alive on surfaces up to 90 minutes, and in cold temperatures, 2-3 weeks. This is more detailed info.

Who writes this stuff? Teenagers that are angry at their parents? Sick and tired of being told to make your bed, pick up your clothes and mow the lawn?

The tone of a lot of so-called "libertarianism" on this site sounds to me more like a bunch of juvenile rebelliousness and resentment of authority -- which is not the same thing at all.

The idea that libertarian "freedom" includes the "freedom to infect people" with a deadly virus is exactly why no actual thinking adult can take the fringe movement seriously. It's simply not realistic. In fact it's flat-out lunatic. Yeah, there should be no organized public response to a deadly epidemic because, you know, FREEDOM.

The govt creates anxiety (CDC: Ebola could infect 1.4 million by January); CDC's Tom Frieden quoted as saying "That's when I stopped sleeping at night." ...then govt gently berates and mocks (followed by lamestream media) all those who are concerned. 

You see, researchers and some govt officials are logically preparing for the worst (contingency plans are smart), but if you even think about doing so, you're a nitwit. What's happened now: Following Obama's call for people to not panic, every mainstream media is echoing the message, which becomes: "If you're concerned about Ebola, you're a fucking dunderhead."

This pre-empts intelligent discussion of the govt bumbling and fumbling (which continues.)
