With numerous counties and states having declared "States of Disaster" or "States of Emergency", the looming civil rights destruction of martial law domestically draws ever closer.

For soldiers in the National Guard of the United States, its counterpart is the Inactive National Guard (ING). As of 22 June 2004, the IRR had approximately 112,000 members (does not include all service IRR populations) composed of enlisted personnel and officers, with more than 200 Military Occupational Specialties are represented, including combat arms, combat support, and combat service support.

President Obama has issued an executive order calling up ready reserve troops to combat the Ebola crisis in Africa.
Obama notified Congress of his order Thursday. It reads: "I hereby determine that it is necessary to augment the active Armed Forces of the United States for the effective conduct of Operation United Assistance, which is providing support to civilian-led humanitarian assistance and consequence management support related to the Ebola virus disease outbreak in West Africa."
The Pentagon said it had no immediate plans to send reservists to Africa, saying that the order simply allows the military to begin utilizing reserve/guard forces in our overall response in Northern Africa.
It "doesn't mean that we are deploying these forces, but it gives us the option to do so if we need to," said Air FOrcer Lt. Col. Thomas Crosson, a Pentagon spokesman.
The White House said it didn't know exactly how many reserve troops would eventually be required.

This vaccine supposedly works against Ebola and Marburg. Usually a vaccine only works against one virus or a particular strain of a virus. That's why there is no vaccine for the cold: There are hundreds of strains. Ebola mutates so quickly I would expect it to wiggle out from under any vaccine we develop. But this vaccine is (supposedly) so broad acting it even works against Marburg. Suspicious.

I imagine Russia is concerned but feeling smug because I don't think there is much air traffic running from West Africa into Russia.
The Chinese are genuinely concerned and as I understand it have authorized expedited drug and vaccine testing. Obviously the Chinese have plenty of recent experience dealing with viral threats. If it gets dicey, they will be ruthless.
In HK, they are keeping a careful eye on the air traffic, which they have done since SARS. There was one false alarm at Chung King Mansion, where many visiting Africans stay and as far as I can tell they handled it as would be expected given their experience with SARS and other infectious diseases. HK also has various contingency plans that have been drilled regularly.

p.s. If you wanted to really mess with the system, you'd use the Ebola hoopla to bring in some other bug or two on the same flight (a la Mission Impossible 1). The complex interactions of vectors would be off the charts.
If ISIS wanted to spread Ebola they wouldn't send a a twat to get infected and hope he gets into a Western country to maybe infect a few dozen.
They would get someone in West Africa (perhaps from Boko Haram or from the many Lebanese traders who live there) to go get a bunch of infected corpses and ship them in a refrigerated/frozen container to a secondary port in Turkey or Eastern Europe. Then truck them into Western Europe on any of the 1000s of trucks that do the runs every week. Then use ISIS members with western passports to distribute the corpses to dozens of cities and then turn the corpses into pink mist to spray over crowds.
If you think it would be detected as soon as it landed then look at how long it took them to find out many thousands of tons of horse meat had been distributed thoughout Europe for years as "beef".
