Original congressional apportionment was 1:30000; that would give us about 7000 congressmen today-meeting electronically from their district office where you and I can see who is going in and out of their local office. Apportionment was limited in 1894-just in time to kick start the leviathan.
Two easy things to do are to keep congressmen at home in their districts and reform apportionment to original criteria
