This is all staged - barry can pass all the things he wants, but he can't get funding without congress.
So here's what happens - barry pulls his stunt, congress bloviates, a compromise is reached (so funding can be created) and more debt is incurred - and all their friends get their kickbacks off taxpayer backs. MSM calls barry a hero.

The Executive branch agency responsible for implementing this Executive Order is funded by the fees it collects for the work it does. Congress does not fund it, so it cannot cut funding to this agency.

Solving the problem would be rather simple.
