So, no, Congress's power does not lie in the money. Congress' power over money is part of the same Constitution Obama disregarded to implement executive amnesty.
At one time Congress' power lay in the State Governments inasmuch as the State Senators were appointed by the State Legislature, and the Federal Government was prohibited from directly taxing the People. So, if the the President gave the finger to Congress' budget, or immigration Laws, the States would simply say, "You get no money until you comply".
Both of those checks on Federal Power were disregarded in 1913 along with the creation of the Federal Reserve.
