I am white.
I worked on a research project when I was a graduate student where we did comparisons across many countries regarding mother's perception of her fetus (while pregnant), then later her infant's temperment, then later her perception at the one year mark of her child's development/temperment (longitudinal study) and we were looking at how the scores on these items were correlated to various variables including marital status, race, SES, etc. and also outcomes for the children. I was on the American team.
I remember walking into one residence to administer the instrument. The baby was on his stomach, on a dirty sofa. The mother grabbed his little arm and swept him off the sofa and plopped him onto another surface, also on his stomach, so I could sit down. She payed the baby no attention at all. There were other kids running through the house, she paid them no attention. The baby would lift his head and limbs, over and over, arching upwards, digging his belly into the surface. She just tossed him over there by his arm. He spun in the air and landed, like a frisby. I can't tell you what an impression that made on me. That kid has already lost before he ever got started.
I am over generalizing here, but this kind of thing repeated itself in various ways on various visits to various homes. Most of the households like this were African American. Some of them were white though. All of them were poor. But not all poor households were like this. The black households that were not like this had more education and more money. Not necessarily rich, just better off.
This is a resource problem conflated with a culture problem. That does not mean we have to support it, or tolerate the crap the results from it, but it does need to be understood for what it is. Blacks are not intrinsically animals. Many of the infants are not sufficiently stimulated and it gets worse from there. Poor households, low IQ households, all are at greater risk for this kind of a thing. We don't have the resources to go in and remove them all from their parents. I don't know how to fix it but it would start with the infants.

You can't expect them to pick it up out of the blue if no one they know does it. Very difficult. We can say pull yourself up by your bootstraps but it is so hard to do when no one has role modeled it for you, and no one has taken you aside and told you that you have it in you to accomplish something.
When I gave birth to my son and raised him, I probably scewed him up by over studying and over worrying every detail. These folks, it never crosses some of their minds, at all. It is not in the culture. Few are reading "What to Expect When you are Expecting" in their world.
My black students, they are ridiculed by their own families for going to college in some cases, or their friends, or folks in their neighborhoods. They are accused of "trying to be white." What they are trying to do for themselves is not prioritized by their family members in some cases. A girl can't get to class for a week because uncle crack head stole her car. I could tell hundreds of these stories from my experiences over the years.
I would rather be compassionate and try to help, instead of sterotyping all of them and dismissing them. So yeah, I was touchy. I grew up extremely sheltered. I came from a very loving home, where education, honor and a good work ethic were prized.
When I enlisted in the Marine Corps, and was subsequently sent abroad, the philosophical template I functioned off of needed serious adjustment to compensate for my life experience. What truly woke me up was living in India for 15 months. Holy shit was that a wake up call. It was the antipode of my home in nearly every way.
When I got out, and entered the civilian workforce and began college, my way of looking at things was indelibly marked by my life experience. My peers in the US largely had no idea just exactly how spoiled and sheltered they were. They largely continued to deny that there was any difference between Americans at all, and pointing out these differences (especially when it came to black Americans) was expressly prohibited--moreso in the University setting than the workplace.
You have merely pointed out what I've been saying for years now. The prevailing black culture in the US is self-destructive, and largely schizophrenic. When you consider how many black babies are aborted every year in relation to the general black population, and then look at corresponding demographics with different races, it becomes abundantly clear. Considering the crime statistics, I am almost grateful all those black abortions occur. As a taxpayer, I am grateful.

there is a hidden piece of research(hidden because it never received much press) that clearly correlates future criminal behavior with the criminal's relationship with mom. the study showed that the kids who felt their mother did not love them had a significantly higher crime rate than kids who felt loved by mom. the study corrected for income, education, race and religion.
this study went against the prevailing meme that poverty caused crime so it never received much press.
I graduated before the final results came in for the entire study. Side bar, we encountered an interesting cultural issue. In the Nordic countries, they have babies and don't get married. Marriage is more important to us than them. They will live together for years and not get married, but have kids. For them, they can feel supported by their partner, even when they are not married. We did not discover this until back translations of the instrument were conducted. Some of the cross cultural aspects of the study fell apart.
Meanwhile, mothers who were not married and/or who had lower resources, were more likely to have negative perceptions of their fetuses and attachment to their infants. And when these circumstances changed for the better, their perceptions and attachment went up. Over time if these things got worse, their perceptions and attachment to their children went down. That was the gist of what they were finding when I left.
The studies you talk about where juveniles are more likely to commit crime if they are not attached to a parental figure is well known in my world. Depending on your theoretical orientation, attachment early to a parental figure means positive engagement later with society. This includes adherence to both formal and informal social norms.

I won't go too far into it excpet to say that the real story is about trauma. Trauma trumps everything. Poverty sets up more opportunities for trauma to occur.
Autopsies have been done on kids who were traumatized and kids who were not. The brains of traumatized kids are different. The hippocampus is shrunken in children who were traumatized.
