A Secret "Black Site" Revealed In Chicago: "When You Go In, You Just Disappear"
Located in a nondescript warehouse on Chicago’s west side is where, according to the Guardian, one can find the domestic equivalent of a CIA "black site" - an illegal, off-the-books interrogation compound used by Chicago special police units, one which renders "Americans unable to be found by family or attorneys while locked inside"; a place whose former occupants say is where you end up when you are "disappeared"; a place which confirms that when it comes to the eternal "who is better - us or them" debate, there really is no difference: "It brings to mind the interrogation facilities they use in the Middle East. The CIA calls them black sites. It’s a domestic black site. When you go in, no one knows what’s happened to you.” It's a Guantánamo and Abu Ghraib rolled into one. In short: it is a place where the US constitution and basic human rights have absolutely no access.
And it may be located in a building just down your street.
According to an exclusive piece by the Guardian that is sure to send not only shivers down the spine of those who are still paying attention, but ripples across the "land of the free", not least because if there is one dark site on US soil, there are countless more - places where every single constitutional right of US citizens is trampled on - the secretive warehouse known as Homan Square is the latest example of Chicago police practices that echo the much-criticized detention abuses of the US war on terrorism. However, there is one huge difference: while those abuses impacted people overseas, Homan Square – said to house military-style vehicles, interrogation cells and even a cage – trains its focus on Americans, most often poor, black and brown.
Every former communist block country had them: hidden, dark places where the secret police could have their way with you, and even kill you if it so desired, and nobody would have any clue or recourse of action; something for which the "evil empire" was mocked by the "free western world." As it turns out, the "evil empire" can now be found in at least one of the most populated American cities:
Unlike a precinct, no one taken to Homan Square is said to be booked. Witnesses, suspects or other Chicagoans who end up inside do not appear to have a public, searchable record entered into a database indicating where they are, as happens when someone is booked at a precinct. Lawyers and relatives insist there is no way of finding their whereabouts. Those lawyers who have attempted to gain access to Homan Square are most often turned away, even as their clients remain in custody inside.
What exactly takes place at Homan square? Well, if it prohibited by the constitution, changes are you can find it in this red-bricked warehouse in west Chicago. Among the alleged police practices at Homan Square, according to those familiar with the facility who spoke out to the Guardian after its investigation into Chicago police abuse, include:
- Keeping arrestees out of official booking databases.
- Beating by police, resulting in head wounds.
- Shackling for prolonged periods.
- Denying attorneys access to the “secure” facility.
- Holding people without legal counsel for between 12 and 24 hours, including people as young as 15.
- At least one man was found unresponsive in a Homan Square “interview room” and later pronounced dead.
The place had been largely shrouded in secrecy until the Guardian managed to find some people who were willing to talk:
It’s sort of an open secret among attorneys that regularly make police station visits, this place – if you can’t find a client in the system, odds are they’re there,” said Chicago lawyer Julia Bartmes.
Chicago civil-rights attorney Flint Taylor said Homan Square represented a routinization of a notorious practice in local police work that violates the fifth and sixth amendments of the constitution. “This Homan Square revelation seems to me to be an institutionalization of the practice that dates back more than 40 years,” Taylor said, “of violating a suspect or witness’ rights to a lawyer and not to be physically or otherwise coerced into giving a statement.”
Actually, based on the revelations about how the open and democratic US state deals with opposing voices, the practice continues to this date and at a level that would make George Orwell blush. it is, however, hidden for the most part, and usually takes place in the shadows, although increasingly those among the population who are not too stoned, too transfixed by their iApps and sitcoms, or too depressed to care, are starting to notice. That is not to say that the superstate won't deny it is, at times, the moral and ethical equivalent of the basest of middle-eastern "barbarians" it is waging an ideological war against (if only on behalf of the military-industrial complex).
Much remains hidden about Homan Square. The Chicago police department did not respond to the Guardian’s questions about the facility. But after the Guardian published this story, the department provided a statement insisting, without specifics, that there is nothing untoward taking place at what it called the “sensitive” location, home to undercover units.
“CPD [Chicago police department] abides by all laws, rules and guidelines pertaining to any interviews of suspects or witnesses, at Homan Square or any other CPD facility. If lawyers have a client detained at Homan Square, just like any other facility, they are allowed to speak to and visit them. It also houses CPD’s Evidence Recovered Property Section, where the public is able to claim inventoried property,” the statement said, something numerous attorneys and one Homan Square arrestee have denied.
And yet, when a Guardian reporter arrived at the warehouse on Friday, a man at the gatehouse outside refused any entrance and would not answer questions. “This is a secure facility. You’re not even supposed to be standing here,” said the man, who refused to give his name. A former Chicago police superintendent and a more recently retired detective, both of whom have been inside Homan Square in the last few years in a post-police capacity, said the police department did not operate out of the warehouse until the late 1990s.
So it's a "new thing" - but don't worry, it's all about being "patriotic." Like the NSA, or the Department of Homeland Security. Because one never knows just which US mall the next "terrorist" will blow up.
Which is probably why in detailing episodes involving their clients over the past several years, lawyers described mad scrambles that led to the closed doors of Homan Square, a place most had never heard of previously. The facility was even unknown to Rob Warden, the founder of Northwestern University Law School’s Center on Wrongful Convictions, until the Guardian informed him of the allegations of clients who vanish into inherently coercive police custody.
“They just disappear,” said Anthony Hill, a criminal defense attorney, “until they show up at a district for charging or are just released back out on the street.”
And while the ubiquitous "terrorism" excuse for any and every extra-constitutional action could apply here as well, the reality is that Homan Square is hardly concerned exclusively with terrorism. Several special units operate outside of it, including the anti-gang and anti-drug forces. If police “want money, guns, drugs”, or information on the flow of any of them onto Chicago’s streets, “they bring them there and use it as a place of interrogation off the books,” Hill said.
Guantanamo In West Chicago
While America was distracted, focusing its attention on the water cooler scandal of the day, America raised at least one and likely countless more "Guantanamo centers", places where the detained have absolutely no human rights. Only it wasn't in Cuba: it was among America's own suburbia.
On a smaller scale, Homan Square is “analogous to the CIA’s black sites,” said Andrea Lyon, a former Chicago public defender and current dean of Valparaiso University Law School. When she practiced law in Chicago in the 1980s and 1990s, she said, “police used the term ‘shadow site’” to refer to the quasi-disappearances now in place at Homan Square.
“Back when I first started working on torture cases and started representing criminal defendants in the early 1970s, my clients often told me they’d been taken from one police station to another before ending up at Area 2 where they were tortured,” said Taylor, the civil-rights lawyer most associated with pursuing the notoriously abusive Area 2 police commander Jon Burge. “And in that way the police prevent their family and lawyers from seeing them until they could coerce, through torture or other means, confessions from them.”

Police often have off-site facilities to have private conversations with their informants. But a retired Washington DC homicide detective, James Trainum, could not think of another circumstance nationwide where police held people incommunicado for extended periods. “I’ve never known any kind of organized, secret place where they go and just hold somebody before booking for hours and hours and hours. That scares the hell out of me that that even exists or might exist,” said Trainum, who now studies national policing issues, to include interrogations, for the Innocence Project and the Constitution Project.
Regardless of departmental regulations, police frequently deny or elide access to lawyers even at regular police precincts, said Solowiej of First Defense Legal Aid. But she said the outright denial was exacerbated at Chicago’s secretive interrogation and holding facility: “It’s very, very rare for anyone to experience their constitutional rights in Chicago police custody, and even more so at Homan Square,” Solowiej said.
Church said that one of his more striking memories of Homan Square was the “big, big vehicles” police had inside the complex that “look like very large MRAPs that they use in the Middle East.”
And as if by seamless transition, all of the above ties in to another very critical topic in recent years - the SWATiziation of America's police forces:
Cook County, home of Chicago, has received some 1,700 pieces of military equipment from a much-criticized Pentagon program transferring military gear to local police. It includes a Humvee, according to a local ABC News report.
Tracy Siska, a criminologist and civil-rights activist with the Chicago Justice Project, said that Homan Square, as well as the unrelated case of ex-Guantánamo interrogator and retired Chicago detective Richard Zuley, showed the lines blurring between domestic law enforcement and overseas military operations.
“The real danger in allowing practices like Guantánamo or Abu Ghraib is the fact that they always creep into other aspects,” Siska said. “They creep into domestic law enforcement, either with weaponry like with the militarization of police, or interrogation practices. That’s how we ended up with a black site in Chicago.”
Too late: they already have. And they are everywhere...

Chicago police have been "special" for a long time. Lots of police agencies do lots of special things. The big difference today is that twenty years ago if this story broke, it would be a big deal. Notice today the report comes from the Guardian. Much like the At&T scandal, Snowden, waterboarding, and the Cuban muscle crisis, nobody does anything. They are numbing us down quickly.

If you thinks that's scary, check out Trinity United Church, Northwestern University Law school (where Bernadine Dorn is a law professor), Hull House, the University of Chicago Hospitals and the Sidley Austin law firm. Do a little research on these facilities, serious research and you will discover that Chicago's power brokers are truly satanic.

When East Germany fell, the Stasi's files were raided and many secrets, like these sorts of interrogation centers, came out. I have no doubt the day will come and something similar will be revealed within the US, along with lists of paid informants and only god knows what else.
My only wish when that time comes is that names are named. While punishment would be just, I would forgo that just to expose every last rat, and every last rathole so that those involved are forever banned from whatever reformation arises after.

As far as reformations go, the Civil War and the 1930s depression-era (just as two examples) were neither pleasant nor desirable from a human standpoint. Perhaps it is time for a better kind of reformation.
The files have already been raided and the secrets revealed. That's what Snowden did. And America's response? Crickets.
It is telling that the Chicago lawyers who knew about the site and apparent operations there never raised any opprobrium. As much as they did not like it, there was apparently some benefit in the status quo for them; like access to public defense clients. Leaves me with a dim view of them, too.
It's possible their reason is the same one I've heard recently for a host of other issues -- perjury by specific cops, prosecutorial misconduct, judicial corruption -- and that is that defense attorneys have to work with the police, prosecutors and judges to represent their clients, and that calling any of them out results in being cut off from legal system, not only putting them out of a job but also dooming their clients as well.
In my mind it's inexcusable, but I see where they are coming from.
What this really means is that (big surprise) the legal system has been captured in much the same way as the legislative system has, in this case by those who's livings and profits come from it: namely police, prisons, judges and lawyers. Thanks to stacking charges and a 99% plea-out rate to avoid multiple felonies for a misdemeanor crime, juries and the public at large have been all but removed from the system, and then they aren't, the system is still severely stacked against the defense. In this instance, targeting the poor in Chicago, no one really gave enough shits to bother and the risk wasn't worth the reward.
One last thought... Really, we're having to learn about this from the fucking Guardian? As much as the Chicago police and lawyers should be disgraced by this, it's a complete indictment of the uselessness of the media in the US.

I'm an attorney who has become uttery frustrated by situations like the Feds taking my clients for interviews where they are lied to, threatened, and in one case an FBI agent threatened the lives of my client's family living abroad in a totalitarian police state (Eritrea). When I tried to attend this interview, the security officers of the building jumped on me and held me down as if I was a terrorist (in a black suit). Then these security people called the Israeli army to take me away (this all occurred at a US Dept. of State facility in "Israel" where the US doesn't provide its own security because Israel demands that its own soldiers provide the security).
When my clients are threatened and their families threatened by out of control feds, why would I want to guide someone in that process? When my clients are separated from me and the feds try to pressure them into deals that include ratting on their own lawyer - why would I want to be involved in that process? As an attorney of conscience, I fight and I tell these "authorities" that they're wrong and I make it public. However, it becomes VERY difficult to work with them after this and I, at least, have chosen to disengage. So that being said, these lawyers who are ho-hum about such illegalities and more or less accept them are indeed milquetoast motherfuckers who act to lube a system that fucks the Constitution. I studied how the legal system in Germany went Nazi - totally legally and with all proper procedures followed. I'm certainly not going to be complicit in that shit.

I'm not sure how it happened, there were German Student Protests that got rough and were violently put down by Police. Some how this resulting in groups of young men and women that were not only activists, but were made outlaws by Law Enforcement in West Germany.
Eventually many of these Young Germany Activists who were outlawed and who became radicalized and violent and even robbed banks... most of them died in similar facilities in West Germany... although they were called prison and some waited for trial... mysteriously they died with knives, guns, and other objects in suicides.
So while the USA was the biggest Intelligence Agency in West Germany and the Biggest Ally of West Germany in the 1970s... funny police behavior could have been learned or taught.

Once you are arrested, a clock starts. Depending on jurisdiction, the police have 48-72 hours before they must release you unless they convince a prosecutor to charge you (terrorism charges might up that to 96 hours). If you aren't findable, lawyers can apply for a write of habeas corpus after several hours. Once that's issued, if the police continue to hide a prisoner, it's a judge they're defying, not an attorney or a family. That judge can make the cops life hell and demands respect for his authority at least as much as the most rambunctious street cop.
It's the responsibility of the police to find you once the writ is served on them.
So, unless habeas writs aren't being honored or aren't being issued properly, this is somewhat of a BS story. The cops got protesters out of circulation by using their discretion to the limits of the law. That's not what a black site does.

When people protested the Republican National Convention (largely against Bush and his war), some 3000 people were rounded up - often pre-crime arrests - and sent to a toxic pier on the Hudson that housed old buses. There they were put in a large cage and held for up to 3 days with no access to lawyers - all in violation of their rights. The police were ordered by the Fed to hold people until after Bush came to NYC to speak. Now I'm sure you might not agree with some of the positions of those protesters - sure. However, people sleeping on oil and chemical soaked floors while being put in an inaccessible industrial site on the water certainly seemed like a black-site to those who were illegally arrested. Keep in mind that gunboats patrolled the waters around these piers. We're WAY beyond that now and I'm confident that black sites like this exist and are real and will very quickly become housing for people like libertarians and ZH readers. Actually, no the lawsuits didn't disappear. Some are still pending. Some have already been settled. The one against the city was ruled on and there was no recourse.
And a note dubiousness. If an article claims a site is "black" and they have pictures and lawyers talking about how they have known of this place for years, that is a worthy of being labeled dubious. When witnesses who have been taken to the facility and obviously released claim "that's were you go to be disappeared" it's certainly at the very least worthy of a dubious label. I am a Chicago landlord and own buildings on Chicago's west side. It is a nightmare there - primarliy because of the drugs and gangs. I'm not particularly fond of police but Chicago cops seem to be a better led and better behaved force than many other major cities and they've largely been out of the news lately unlike NYPD, LAPD, Ferugson etc. If they are using something like this in order to clean up the streets then I support it. And it's not like the people they would take here are in trouble for traffic violations. More likely they are the worst of the worst.
Greek - I understand where you're coming from. I live in a rough neighborhood and feel like an iron fist is the only solution sometimes. However, it's very scary to hear you say "more likely they are the worst of the worst". I encountered this mentality in law school and it is prevalent among law enforcement - if you are arrested or suspected of something, then you're probably a bad person anyway, so why protect your rights. People seriously believe this and it is how we went from a system of Constitutional rights in a police station, to black sites like this. I think that unfortunately, we need to accept some dirty streets in exchange for not being fully totalitarian and fascist. It doesn't feel like you're fighting for freedom to be tolerant of rights-based policing, but we need to help people recognize that dealing with shitty city crime sometimes is the price we pay.
I once protested the home of a military commander who's unit occupied a village where one of his soldiers shot a 7 year old in the head, execution style. When the anti-terror police were done scooping us we were taken to an official police station. However, there the anti-terror cops ran some weird gauntlet of retribution - a hallway lined on both sides by these huge officers and I was forced down this hall, having my shirt stripped off, and kicked by the officers. That was in a real police station.

Even the worst of the worst should be able to exercise their constitutional right to counsel and a fair trial.
Those people are the customers of the CIA. Addiction means never saying good-bye. Inner cities were designed to be exactly how they are. This is how sick and twisted this system is. Novaya Gazeta Releases Kremlin-Approved Secret Scenario for Annexation of Crimea and Donbass 17:46 (GMT)A day earlier than announced, Novaya Gazeta has published a sensational document which editor-in-chief Dmitry Muratov characterized in an interview with Ekho Moskvy as a plan tacitly approved by the Kremlin to forcibly annex the Crimea and the Donbass. (See our report with excerpts of his review and background, Novaya Gazeta to Release Sensational Document Confirming Kremlin's Plan for War on Crimea and Donbass Before Yanukovych's Flight)
Observers wondered why Muratov would risk waiting days before publishing such an explosive report, given the risk that either he could be arrested or censors could intervene to prevent the report from appearing. While pre-publication censorship in Russia is still rare, blocking of sites and warning about prosecution for "extremist" content is often used now to control debate. Novaya Gazeta is already skating on thin ice, as it has already received one such warning this year, and with two in the span of a year, it could face action to close it.
Novaya Gazeta's deputy editor Andrei Lipsky has presented the document, which he says was presumably "brought" to the presidential administration during the period of February 4-12. "Brought" is in quotes to describe a process that Muratov had indicated earlier involved a group in which Russian Orthodox businessman and philanthropist Konstantin Malofeyev, close to the government himself, discussed a plan to incorporate the Crimea and southeastern districts of the Donbass into Russia, and then found another unnamed contact with even closer connections to take it to the Kremlin. Asked by a reporter how he knew it got attention, Muratov said that essentially the plan was executed, as events have illustrated. Says Lipsky (translation by The Interpreter):
Critics of Muratov's claims and the portrayal of them by Western analysts have said that a memorandum that doesn't show an actual documented provenance from the presidential administration itself is not much of a smoking gun. Lots of analytical papers are written by pro-Kremlin think-tanks and the government sifts through them -- presumably in the offices of Surkov, where Ukrainian policy has been documented by Gazeta.ru and others to be made (see our report The Kremlin's Policy-Making on Ukraine is 'A Mess').
Novaya Gazeta does not explain (or perhaps did not find out) who the figure was who was close to Malofeyev who brought the document to the Kremlin -- and how then Col. Igor Strelkov -- an associate of Malofeyev's as Russian blogger Oleg Kashin and we have reported -- came to use violence to take over Donetsk using this scenario.
What the editors of Novaya Gazeta are saying, however is that the fact that Malofeyev's script -- in which his PR consultant Aleksandr Boroday, later the head of the self-proclaimed "Donetsk People's Republic" had a part -- was in fact carried out exactly as indicated means that the scenario found support within the Kremlin.
It also then enabled the Kremlin to claim "plausible deniability" about the entire project. Reports last week indicated that a criminal investigation into Rostelekom and related companies in which Malofeyev was involved had led to a court order to search his home and office which he was unable to contest.
Novaya Gazeta had published the document with some cuts (translated by The Interpreter below). These headers will give an idea of the content, and we will have a full translation later.
1. In assessing the political situation in Ukraine, we must proceed from the recognition, first of the bankruptcy of president V. Yanukoych and his ruling "family," rapidly losing control over political processes.
Secondly, the paralysis of the central government and the absence in the country of a coherent political subject, with which the Russian Federation could conduct negotiations; third, the low likelihood of the appearance of such a consensus subject after snap parliamentary elections and presidential elections announced by V. Yanukovych February 4.
If in Russia, the oligarchy is balanced out by a powerful class of bureaucrats, in Ukraine the state apparatus is deliberately weaker than the oligopies; it, like the sphere of public policy, is under the control of oligarchs. It is the oligarchs (R. Akhmetov, D. Firtash, I. Kolomoyskyi and others) who rule the Kiev political communities, including the Verkhovna Rada and the system opposition.
By "system opposition," the author means the legal opposition that works within the system.
This part of the document is noteworthy in that Petro Poroshenko, then the future president of Ukraine, is not mentioned. The document goes on to characterize Yanukovych as "a man of low moral and willpower qualities."
Meanwhile, the part of the Berkut which is used to suppress the disorders in Kiev is formulated mainly from natives of the Crimea and the eastern regions. In the opinion of local observers, any attempts by V. Yanukovich's successor to organize repression against the Interior Ministry and the Ukrainian Security Service as punishment for suppressing Maidan will inevitably encounter harsh forceful reaction. Meanwhile, the position of the Ukrainian army is ambiguous, which in the words of an officer of the Defense Ministry of Ukraine, is "locked in its barracks and the officers are guarding the arms depots so that God forbid, they don't fall into the hands of the contractors, which in that case will start shooting each other."
Note that this quote meant that influential businessmen with ties to Yanukovych had a source within the Defense Ministry of Ukraine willing to reveal to them the weakness of the Ukrainian Army.
This line is among the most damning in the document:
Early parliamentary and presidential elections can become an excuse for a new wave of demonstrations and stormings of civil war, a deepening of the "east-west" electoral divide and in the final analysis will hasten the disintegration of Ukraine.
2. Russian Policy Regarding Ukraine Must, Finally Become Pragmatic
Russia should not by any means limit its policy in Ukraine only to attempts to influence the Kiev political set-up.
3. The Constitution of Ukraine in any event is incapable of becoming a mechanism with which the integration of the Ukrainian eastern territories and the Crimea into the state and legal field of the Russian Federation could be legitimately launched.
In this section, as Muratov mentioned, the authors detail a plan to use what they claim is a European Model for integrating border towns in adjacent states as a model for Russia and the Donbass; they claim they are using the Assembly of European Regions for this model. Of course, countries that have already joined voluntarily within the European Union, and which have centuries of voluntary ties -- and sometimes wars for territory that have eventually produced victors and then amelioration -- is hardly the model that Russia has actually pursued. What's important about this section is the list of regions influential Russians with the ear of the Kremlin listed: Donetsk, Lugansk, Rostov and Voronezh in the Donbass; Kharkov and Belgorod in the Dnepr and Bryansk and Chernihov.
Russia using the legitimate, from the perspective of the European Union legal instrument of euro-regions must achieve the signing of agreements on border and trans-border cooperation and also establish direct state agreement relations with the Ukrainian territories where there are persistent pro-Russian electoral sympathies.
4. Of course, Russia, taking upon itself the support of Crimea and several eastern territories will be forced to take on a very burdensome budgetary expenditures in its current situation.
5. For the launching of the process of the "pro-Russian drift" of the Crimea and eastern Ukrainian territories events must be created in advance to lend this process political legitimacy and moral justification.
And also a PR strategy must be built to accentuate the forced, reactive nature of the corresponding actions of Russia and the pro-Russian minded political elite of the south and east of Ukraine.
The recent events in Western Ukraine (Lvov, Volyn, Ivano-Frankivsk Regions) during which the opposition proclaimed their independence from the Kiev government provide a basis for the eastern regions as well to declare their independence and sovereignty from the government of Kiev, with ensuing re-orientation to the Russian Federation.
Another important revelation from this document is that the Crimean annexation and the eastern regions' annexation were envisioned together from the start, not some "spontaneous" or then "forced" reaction to events as they unfolded over months at a time.
6. The retaliatory actions in the eastern Ukrainian regions must be dual in structure and in scenario.
Participants in actions of civil disobedience must demand from the Verkhovna Rada the expansion of the format for Constitutional form discussed in the Ukrainian parliament including the simplification of the procedure for organizing an all-Ukrainian referendum.
At first demonstrators must articulate their wish not to be "hostages of Maidan", and its attempt to usurp the rights of other regions and a large part of the population of the country on its own civilization and political choice its non-acceptance of the "ideology of civil war and splitting of the country" which political representatives of the Western Ukrainian elite are espousing.
Of course, this shows a deliberate mendacity and determination to turn upside down the actuality of what happened -- pro-Russian militants backed by Russia itself stormed buildings under the guise of such "demonstrations" and took over towns throughout southeastern Ukraine, thus producing the civil war they claimed they were opposing in Western Ukrainians.
As Muratov indicated in his interview, the slogans for these actions about "federalization" and "direct sovereignization with ensuing annexation to Russia' indicate the truth nature of the plans as early as February.
7. It is important to arrange these events with a PR campaign in the Russian and Ukrainian press.
Novaya Gazeta then provides some commentary, which we summarize:
1. The document was drafted before Yanukovych's flight.
2. A scathing assessment of Yanukovych is made.
3. There is a pragmatic and even cynical tone to the memo -- there are no spiritual or historical justifications for Russian interfering in Ukraine's affairs; there aren't even any invocations of the need to protect the Russian language or "the Russian world". There are only geopolitics and a cold calculation.
4. The authors are obsessed with trying to make their cynical actions to annex Ukrainian territory "look legitimate" -- this is why they claim that what they are doing is "like" the EU concept of "euro-regions."
5. There are a number of crude and false assessments of Maidan in the document, i.e. claiming the leaders were "recruited from soccer fans and the criminal world" or that they were "under control of Polish and British intelligence" or that the EU and US had a vested interest in threatening Ukraine's integration.
6.The document has arguments of a geo-political and economic nature mainly intended to keep control over the gas pipeline corridor through Ukraine.
A reader points out that the same document has shown up in the leaks by the hacker group Shaltai Boltai of the correspondence of Aleksandr Dugin, the ultranationalist and Eurasianist ideologue who is close to Malofeyev.
Western readers of this document and Novaya Gazeta's thoughts about it may find it falls short of what they would consider something like "the Pentagon Papers" leaked by Daniel Ellsberg about the Vietnam War. Yet just as the Pentagon Papers were in part drafted by the Rand Corporation outside the government, yet reflected actual government policy and practice, this Russian document drafted by a separate group with connections to the top rulers was placed in the Kremlin -- and ultimately executed. Its leakage or hacking and placement in the leading independent press is for Russia, a rough equivalent of the publication of the "Pentagon Papers" by the New York Times.
For Russians, the concept of an action in a memo, and the legal justifications and PR slogans (ideological tenets) for it, are very important indications of intent for action. The "conception" of a law or program can be debated as long and as intensively as the actual wording in a law or policy in the Russian setting.
That's why for many Russian intellectuals, this document will be all the proof they need to show their government cynically planned to annex the Crimea -- and at the same time, the Donbass -- merely to ensure their gas pipelines had right of way. All that went wrong for the Kremlin was that the plan to take Kharkiv right after Crimea failed -- yet recent bombings of Ukraine's second city indicate their determination to stick to this script.
