Obama Decrees Ban On Ammo For The Most Popular Rifle In America

Because he can’t get Congress to approve the things that he wants to do, Barack Obama has apparently decided to rule by decree for the rest of his time in the White House.  One of Obama’s latest moves is to try to ban some of the most popular ammunition for the most popular rifle in America.  Previously, the Obama administration attempted unsuccessfully to ban the AR-15.  That didn’t work, so now Obama is going after the ammunition.  This is yet another example of the war on preppers that is going on all over the nation.  Whether you are a gun owner or not, this assault on our constitutional rights should disturb you greatly.  Barack Obama has promised to try to squeeze as much “change” as possible out of his last two years, and in the process he is “fundamentally transforming” America.  But what will our country look like when he is done?

At the top of the Drudge Report today, there was a story from the Washington Examiner detailing this ammo ban…

As promised, President Obama is using executive actions to impose gun control on the nation, targeting the top-selling rifle in the country, the AR-15 style semi-automatic, with a ban on one of the most-used AR bullets by sportsmen and target shooters.

 

The Bureau of Alcohol, Tobacco, Firearms and Explosives this month revealed that it is proposing to put the ban on 5.56mm ammo on a fast track, immediately driving up the price of the bullets and prompting retailers, including the huge outdoors company Cabela’s, to urge sportsmen to urge Congress to stop the president.

As NRA has been reporting since the night the news broke, the Bureau of Alcohol, Tobacco, Firearms and Explosives (BATFE) is moving to infringe upon the rights of law-abiding gun owners with a drastic reinterpretation of a nearly 30-year-old law regulating so-called “armor piercing” ammunition. So draconian is BATFE’s new “Framework” that it would prohibit the manufacturing, importation, and sale of M855 ball ammunition, one of the most popular cartridges for the most popular rifle in America, the AR-15. Not coincidentally, the AR-15 is among the firearms the Obama Administration has unsuccessfully sought to outlaw. If they can’t ban the pie, so the thinking apparently goes, they might at least get the apples.

 

In an effort to thwart BATFE’s attempted action, NRA has worked with U.S. Representative Bob Goodlatte (R-Va.), Chairman of the House Judiciary Committee, to draft a letter to BATFE expressing the lawmakers’ opposition to the proposed Framework. According to the letter, “The idea that Congress intended [the ‘armor piercing’ ammunition law] to ban one of the preeminent rifle cartridges in use by Americans for legitimate purposes is preposterous.” It goes on to state that the law “should be construed in accordance with the American tradition of lawful firearms ownership, as protected by the Second Amendment.” This includes due consideration of “the many legitimate uses Americans make of their firearms including target practice, hunting, organized and casual competition, training and skills development, and instructional activities.“ The letter concludes with several pointed questions for B. Todd Jones, BATFE’s director, including why the agency bypassed the Administrative Procedures Act in proposing such a radical change to its prior interpretation and enforcement of the law.

The crazy thing about all of this is the fact that this ammunition has never met the legal definition of being “armor piercing”.  So what the Obama administration is attempting to do is outside the law.

A recent Infowars article broke this down…

The ATF is trying to ban M855 AR-15 ammunition by declaring it “armor piercing,” despite the ammo containing lead which exempts it from the classification according to law.

 

To be considered “armor piercing” under 18 U.S.C. 921 (a)(17)(B), a bullet must have an entirely metal core or have a jacket weighting more than 25% of its weight, which wouldn’t include M855 rounds because their bullets are partly lead.

 

The definition in full:

 

(17)

(A) The term “ammunition” means ammunition or cartridge cases, primers, bullets, or propellent powder designed for use in any firearm.

 

(B) The term “armor piercing ammunition” means- (i) a projectile or projectile core which may be used in a handgun and which is constructed entirely (excluding the presence of traces of other substances) from one or a combination of tungsten alloys, steel, iron, brass, bronze, beryllium copper, or depleted uranium; or (ii) a full jacketed projectile larger than .22 caliber designed and intended for use in a handgun and whose jacket has a weight of more than 25 percent of the total weight of the projectile.

 

(C) The term “armor piercing ammunition” does not include shotgun shot required by Federal or State environmental or game regulations for hunting purposes, a frangible projectile designed for target shooting, a projectile which the Attorney General finds is primarily intended to be used for sporting purposes, or any other projectile or projectile core which the Attorney General finds is intended to be used for industrial purposes, including a charge used in an oil and gas well perforating device.

Needless to say, this ban is creating quite a bit of panic among gun owners.

Many gun owners are stocking up on this ammo while they still can

Word of ATF’s proposal sparked a run on ammo at some Springfield gun stores, and steep price spikes for steel-tipped military surplus ammo at some online ammo dealers. Rounds that sold for 25 to 30 cents apiece tripled at some some stores after BATF posted its proposal on its web site.

 

“We sold out of what we had in stock,” said Ryan Cook, manager of Eagle Armory in Springfield. “We didn’t have a lot in the store but I might have sold four or five cases after ATF’s statement came out. I called our suppliers but they said there was none available to order. It’s like the ammo shortage before. People are going to panic.”

Like I said earlier, even if you are not a gun owner you have got to be extremely concerned about this erosion of our constitutional rights.

We have a man occupying the White House that seems absolutely determined to stretch the limits of presidential power as far as they can possibly go.

And at this point he has become so arrogant that he doesn’t even care if Congress believes that what he is doing is legal.  Just consider what he said during one recent speech

Pres. Obama is daring Republicans to vote on whether or not his executive actions are legal.

 

Discussing opposition to his executive amnesty orders at an immigration town hall Wednesday, Obama said he would veto the vote because his actions are “the right thing to do”:

 

So in the short term, if Mr. McConnell, the leader of the Senate, and the Speaker of the House, John Boehner, want to have a vote on whether what I’m doing is legal or not, they can have that vote. I will veto that vote, because I’m absolutely confident that what we’re doing is the right thing to do.

This is how republics die.  When one man starts grabbing more and more power and nobody stops him, eventually a dictatorship is born.

This is not what our founding fathers intended.  If they could see us today, they would be rolling over in their graves.

And a lot of Americans are getting fed up.

In fact, according to one recent survey only 47 percent of Americans still believe that Obama loves this country…

While the creepy #ILOVEOBAMA continues to trend on Twitter, fewer than half of American adults, 47 percent, say they believe that the president loves his country.

 

According to a survey conducted by Huffington Post/YouGov and released this week, a whopping 35 percent of Americans, more than one in three, believe that Obama doesn’t love the United States, while 17 percent said they weren’t sure.

 

The poll was conducted in the wake of former New York City Mayor Rudy Giuliani telling a gathering in Manhattan that “I do not believe, and I know this is a horrible thing to say, but I do not believe that the president loves America.”

Precisely, in fact have none noticed the juxtaposition of timing with this relative to the FCC "vote?"  Here am i, along with many regular Hedgers, with attention and anger being diverted from yesterday's incredible .gov power grab to yet, another on a long list of usurpations of our liberty.

These creatures, let's not name them 'elites', are waging a remarkable campaign against our (kids) future freedom, And we jump from one warming water-pot to another thinking we are retailiating/escaping by moaning and complaining; sad.   I wish with each log off ZH, I'd be left energized and hopeful, but the reality is that I'm tired and even more concerned.

Ammo, I'll give ya ammo, sharpen your mind, body and spirit to be agile and alert. Be as gentle as a dove and as wise as a serpent. Pray that you will have the proper tools for the job, regardless of caliber, when you are called upon for the supreme sacrifice for your wife, kids, and community. Any sphere larger than that and we're right back to where we are now, crying about being ruled by those we have not concented to be ruled by.

But you miss the point.

First, this is 5.56mm NATO ammo, not .223.  Second, the points are these:

1) Army surplus 5.56mm 62 grain green tip steel penetrators are the 2nd most sold ammunition on the market

2) This ammo was inexpensive and capable.  I could buy 1000 rounds for $350 a couple months back.

3) This ammo is what our military uses.  So banning it for citizens, gives TPTB an edge over us.

4) Most other 5.56 and .223 ammo is much more expensive and in fact not nearly as "barrier blind" as is this ammo.

This is just another step towards total government control by Obama, Jarrett, and their Communist friends.

Undoubtedly, but my point is that in the short run, the 855 ammo is but a small part of the total spectrum, but look at the online sales and everything is gone, not just the 855.

We have known that this was coming for years, never knowing quiet when but coming. How much do we stock pile? I don't know, but I do know we need to, and not in the last 24hrs.

If we lose our liberties, we obviously deserve to do so if what we see today means anything. Its coming, and has been for a long long time.

Like economist would say..."but we never saw it coming"?

Obama knows the history theory and practice of communism very well.  Whatever you want to call him, he put a lot of energy and passion into that, starting in childhood under Frank Marshall Davis the card carrying communist, who very plausibly got busy with Obama's underage mom with just the right timing, and who Obama referred to as a father figure in his books, and who resembles Obama far more than the Kenyan write-in father.  Ahem.

A State of Justice being one of the Requirements for a Democracy (Even if we now have a Military Republic)... it seems to me if the State of Justice Fails, THEN the people would need to have Arms & Ammo.

You have the constitutional right to keep and bear arms, meaning no government can come between you and a gun (so I should be able to walk into a gun store and take one).  But the Second Amendment, by its very words, does not prevent government from regulating, legislating, or otherwise controlling ammunition, accessories, or other gun-related  paraphernalia that is not ARMS.

In order to bare arms, one must have the ability to roll up shirt sleeves, or where short sleeves, or wear a tank top, or wear no shirt at all. You cannot translate that to, because you have a body, and a right to it, that cannot also have the right to have arms and legs!

In order to bear arms, one must have the ability to shoot them, and thus possess ammunition to do so, that is all...

The SS109/M855 cartridge is military ammo, pure and simple.  While it is not a true "armor piercing" round it is capable of penetrating 3/8" thick steel plate as indicated in the following from Wikipedia (comparing the new enhanced version of the M855 round with the original version):

The M855A1 offers several improvements other than being lead-free. It is slightly more accurate, has better consistency of effect in regards to wounding ability, and has an increased penetrating capability. The round can better penetrate steel, brick, concrete, and masonry walls, as well as body armor and sheet metal. It penetrates 3?8 in (9.5 mm) of mild steel at 350 meters, which the M855 can only do at 160 meters.

As indicated in the text above, the SS109/M855 round really did not provide the type of performance needed by the military so they came up with the enhanced version - the M855A1. There are other types of rounds for AR-15's out there that have much better performance than the M855 so IMHO all this talk about the M855 being banned is just a distraction.  Actually if a dedicated shooter wants best performance in any type of round hand loading is the way to go.

But, as for hand loading, try that when it's all out war.

I would rather have a 1000 rounds of factory-loaded ammo, any day.  Consistant performance, and I know what the rounds are going to do.

In an all out war against tyranny, it will be best to have many magazines of pre-loaded, factory ammo.

It will not matter if you have 10 rounds of +P ammo.  What will matter are tactics, communication, and the proper usage of force.

The 2nd Amendment to our Constitution is a HEDGE against a tyrannical government.

The whole point to the 2nd Amendment is that American Citizens have the God-given Right

to Keep And Bear the SAME ARMS as does our MILITARY.

The 62 grain XM855/M855 green tip steel penetrator 5.56mm is the same ammo that is used by our military!

Banning, or proposing to ban, by decree of the ATF, the same ammo for civilian use is UNCONSTITUTIONAL.

Already, as citizens, we are not allowed to have:

Apache Attack Helicopters

Tanks

Howitzers

RPG's

Grenades, and much more.

And now, through REGULATION, a US government agency (at the asking of Obama) is proposing to ban the Army surplus ammo for civilian use!

This is a Direct attack on our 2nd Amendment.  Period.

Banning this ammunition is akin to having to fight the British in 1776 with pistols whilst they had muskets.

Simply put, 62 grain M855 ammo in 5.56 is a barrier-blind ammunition designed to go through steel and kill the target in cover.

And they would like to keep that advantage.

So, keep buying your 55 grain sporting round.  I'll keep buying the 62 grain green tips as long as I can...

Necessity is the mother of invention girls and boys.

We have all heard of the plastic guns that can be made in a 3D printer.  Ever heard of an air gun.  Pump gun, etc?  How many ways can you make a pressurized gas?  I used a rented propane nail gun a few years back.

Ammo?  How far are you trying to shoot?  You want tht special bullet for line distances.  But at 50 yards or closer?  Deer slugs?  Multiple dear slugs?  Waded aluminum foil?  You can use a 3D printer to fabricate with almost any king of material.  Certainly cermaics - which you can then bake in a kiln.  Certainly lead.  No mold/casting/cooling required.

A high end sling shot - wrist rocket - will kill with a wad of aluminum foil.

Be careful Herr Soetoro.  You might just have made the situation you so detest much worse in your coordinate frame than you can possibly have imagined?

What's that?  You want to inspect my house and sieze my 3D printer?  We might have a little altercation over that.

You can shoot .223 caliber rounds in barrels stamped 5.56mm, but you cannot shoot 5.56mm rounds in chambers marked for .223.

So this is a widely held misconception.  Even the manufacturer's manuals tell you this.

The 5.56 round yields more pressure and is dangerous to shoot in .223 barrels.

The .223 caliber round is more of a sporting round.  Yes, the 5.56 round in question (M855 NATO) is military surplus.

But that's the whole point:  We simply must be allowed, per the 2nd Amendment, to purchase the same ammo as does our military!

And the one specifically in question is desgined as a heavier, barrier-blind, bullet that can penetrate steel and then kill the enemy.

Not to mention the M855 surplus rounds are the 2nd best selling round and (used to be) cheap to buy in bulk.

According to The Sporting Arms and Ammunition Manufacturers' Institute (SAAMI), .223 is loaded at 40K psi. Military 5.56X45 is loaded to 50K psi.

Make sure the rifle is stamped "5.56X45." If in doubt, just use .223.

While I don't like the idea of government banning one particular type of ammo, there are (or could be) plenty of alternative bullets to that one.

Frankly, if you're shooting 5.56, you're a pussy. That thing has no knockdown power at all, and you're going to have to go for headshots anyway. The major reason it was adopted was so that troops could carry more ammo. If you're into "spray and pray", it's a great bullet.

The ban is on civilian use of military grade (army surplus) 5.56mm 62 grain green tip steel penetrator ammo.

It will go through steel and then kill the person behind it.  It is much more powerful (3200 fps*) than you are giving it credit.  The kinetic energy

of the bullet at 100 yards or even 300 yards will rip your guts out and leave you DEAD.  Sure there's more powerful rounds, but the

5.56x45 and the M16 were designed in the '60's to provide a short to medium range combat rifle capability to the US Army.

And, FYI, the main reason they WANT to ban this ammo, is to give the government an EDGE versus civilians.  Period.

Correction: 3200 fps is most 55 grain 5.56mm x 45mm.  Most 62 grain 5.56mm x 45mm is around 3025 fps.

And Kinetic Energy; Ke = (1/2) m * v^2

It's all about the velocity (though more mass tends to hold the energy better, down-range.  Hence there's always a trade-off).

Went to Walmart today and the entire rifle ammo shelf was empty - apparently the third run on ammo since Obama took office has already started.  People were not just raiding the 223/5.56 ammo but also grabbing any caliber that could be shot from a rifle.

The shelves were overflowing two weeks ago - so apparently our "Dear Leader" has can check off another "mission accomplished" - shelves are bare and 223/5.56 ammo prices are up - if you can find any at all.

I'm wondering how much longer the 100+ million gun owners will put up with this lawlessness?  I've already written my congressmen and the ATF for all of the good that will do.

And this info (about the proposed ban) actually went out about 10 days ago.

Even my local Tactical Supply store has run out of 62 grain 5.56 LAP.

Cheaper Than Dirt sold out immediately, of their popular Lake City XM855 62 grain green tip steel penetrator ammo.

Two months ago, I could buy 1000 rounds at CTD for $350.  I should have bought more.

My Walmart is out of stock on just about any and all ammunition.  If you try to talk about this to the Walmart guy,

he will ignore you and turn around.

There are reports that Walmart PULLED ALL OF THIS AMMO IMMEDIATELY.

One guy said he had just bought 1000 rounds of it, and then when this news hit, he went back to his Walmart

and they told him it was all gone.  This was after they had told him (the week before) that they had so much

of it on hand, in pallets, by boxes of 1000 rounds, that they could never sell it all!

So is Walmart in cahoots with the ATF?  When there's a proposed ban, knowing that the Walmart owners are

mostly Obama lovers, does Walmart instantly pull the ammo from the shelves?

The Tylers should do some investigating to find out whether Walmart instantly pulled their stocks

of this particular ammo off of their shelves, when the ATF proposed ban was announced (or even before it was announced).

I've owned/collected semi-automatic rifles for 15 years now. I have Chinese made, Russian made SKS's, American made AR's. Anyone who has been even half paying attention since Obama was first elected has been stockpiling since 2008. I certainly have.

The "prepper" reference for an AR rifle is a bit cliche. Better or comparable "prepper" weapons exist depending on the situation required

The Tactical Semi-Auto .22's are almost as lethal if I can get enough rounds off at the targets head. rounds are incredibly cheap and easy to store by the thousands. 110 round clips are also light when loaded.

My crossbow is absolutely deadly - and the target will never hear it coming if used properly (nor will anyone else)

But my favorite defensive prepper weapon is my Benelli -  the semi-auto shotgun - granted its limited in rounds but good luck avoiding that spray if you're in my way. the bonus is the 12 gauge is super easy to roll your own

oh - obama and anyone who supports him sucks - just for the record. bring it  :)

Its hard to argue with most sentiments here. I would only add that proficiency will be as important as any potentiality of the weapon or ammunition. Given that IF the worst were to occur, where we would have the real need for sustained self defense, ammo will always be of limited supply, so we best make sure we can operate and maintain our systems and most importantly be able to hit at what we aim.

Those big cartridges can drive most any composition bullet you'd find in a hunting store through any body armour out the back side too.   7mm Magnum, the popular hunting chambering, will splash through 3/4" of hard carbon steel, from memory of childhood plinking vs .243 or .220 swift, which had about the effect of the .308 or very nearly same 7.62 NATO.  In soft points.    Now, a penetrator round, remind me what is the point.

By any measure of common sense, the Tyrant should have already been impeached and convicted.

Of course, having (in reality) only 1 political party, that will not happen.

Rest assured, he will probably do everything in his power to create a confrontation between The People and his Outlaw Regime. I did not think in 2008 it would be as grotesque a parody of a Republic as we now have.
