Justice Department Rolls Out An Early Form Of Capital Controls In America

Something stunning took place earlier this week, and it quietly snuck by, unnoticed by anyone as the "all important" FOMC meeting was looming. That something could have been taken straight out of the playbook of either Cyprus, or Greece, or the USSR "evil empire", or all three.

This is how the WSJ explained it:

The U.S. Justice Department’s criminal head said banks may need to go beyond filing suspicious activity reports when they encounter a risky customer.

 

“The vast majority of financial institutions file suspicious activity reports when they suspect that an account is connected to nefarious activity,” said assistant attorney general Leslie Caldwell in a Monday speech, according to prepared remarks. “But, in appropriate cases, we encourage those institutions to consider whether to take more action: specifically, to alert law enforcement authorities about the problem.”

 

 

The remarks indicate that banks may be expected to do more than just file SARs, a responsibility that itself can be expensive and time-consuming.

 

Some banks already have close relationships with law enforcement, said Kevin Rosenberg, chair of Goldberg Lowenstein & Weatherwax LLP’s government investigation and white collar litigation group. Ms. Caldwell’s remarks “speak to moving forward in a more collaborative way,” said Mr. Rosenberg.

 

A tip-off from a bank about a suspicious customer could lead law enforcement to seize funds or start an investigation, Ms. Caldwell said.

Imagine going to the bank to withdraw some cash.

Having some cash on hand is always a prudent strategy, and especially today when more and more bank deposits are creeping into negative territory, meaning that you have to pay the banks for the privilege that they gamble with your money.

You tell the teller that you’d like to withdraw $5,000 from your account. She hesitates nervously and wants to know why.

You try to politely let her know that that’s none of the bank’s business as it’s your money.

The teller disappears for a few minutes, leaving you waiting.

When she returns she tells you that you can collect your money in a few days as they don’t have it on hand at the moment.

Slightly irritated because of the inconvenience, you head home.

But as you pull into your driveway later there’s an unexpected surprise waiting for you: two police officers would like to have a word with you about your intended withdrawal earlier…

If this sounds far-fetched, think again. Because it could very well become a reality in the Land of the Free if the Justice Department gets its way.

Earlier this week, a senior official from the Justice Department spoke to a group of bankers about the need for them to rat out their customers to the police.

What a lot of people don’t realize is that banks are already unpaid government spies.

Federal regulations in the Land of the Free REQUIRE banks to file ‘suspicious activity reports’ or SARs on their customers. And it’s not optional.

Banks have minimum quotas of SARs they need to fill out and submit to the federal government.

If they don’t file enough SARs, they can be fined. They can lose their banking charter. And yes, bank executives and directors can even be imprisoned for noncompliance.

This is the nature of the financial system in the Land of the Free.

And chances are, your banker has filled one out on you—they submitted 1.6 MILLION SARs in 2013 alone.

But now the Justice Department is saying that SARs aren’t enough.

Now, whenever banks suspect something ‘suspicious’ is going on, they want them to pick up the phone and call the cops:

“[W]e encourage those institutions to consider whether to take more action: specifically, to alert law enforcement authorities about the problem, who may be able to seize the funds, initiate an investigation, or take other proactive steps.”

So what exactly constitutes ‘suspicious activity’? Basically anything.

According to the handbook for the Federal Financial Institution Examination Council, banks are required to file a SAR with respect to:

“Transactions conducted or attempted by, at, or through the bank (or an affiliate) and aggregating $5,000 or more…”

It’s utterly obscene. According to the Justice Department, going to the bank and withdrawing $5,000 should potentially prompt a banker to rat you out to the police.

This is totally stupid.  I had a pretty large savings account with BofA a long time ago.  My son was heding off to college and I wanted to take out 10,000 in cash so he had some walking around funds for the first year.  Of course they wouldn't let me, something about $1,000 per day at that particular branch.

Okay fine, I went online and transferred it all electronically to a credit union and closed my BofA account.  Never underestimate the stupidity of the average bank worker or bank management.  Just like dealing with your average government worker or management...

It was enough to get a call from the branch manager asking "why did you leave BofA".  Fucking morons.

 

Moreover, now that banks don't pay any interest,  J6P needs to put the cash under his mattress or in his own fucking safe.  When the banks start to fold he can loan them some cash at 20%.  Fuck em.

My credit union let me set my ATM card withdrawal limit to $420, so I can safely withdraw $400 at a crack.  I only ever pay fees at proprietary ATMs like those in bars or convenience stores or bankster banks; places I don't go anyway.  Even in Europe or Asia, no fees, and the same exchange rates I see on XE.com.  So when I've got more cash in the bank than checks in the float, I go to the Walgreens a block from my house and take out $400 a day.  Unfortunately, there's a body of water along the way, and I always wrap my FRNs in layer up on layer of waterproofing, with PMs tucked inside.  The packaging always sinks to the bottom, next to the remains of my canoe.  It's a damn shame, I tell ya.

I write a check to myself from one of my accounts and when I go to deposit it in another one of my accounts, I shave a couple grand off of it. (i.e., I get about 2k in cash when I make the deposit) I have never had any cashier at any of the banks say shit about it or ask me why I need/want cash...

Of course, whenever they try to talk to me in the drive thru (about anything, including the weather, I (1) never take my sunglasses off (2) try to appear otherwise engaged by something real important on my phone and (3) try to appear irritated that they are wasting my time by talking to me instead of doing their monkey job of completing my transaction... -works everytime...

Branch people are just dumber than a moribund cow. Banks have tests they administer to id these "candidates".

So if they have a quota of SAR's to meet each month of course they will pick out the person with a successful bar/restaurant/Club etc. and get his assets seized. These banks could care less about customer loyalty or retention. The lobotomites they hire for the branches proves it.

I've never met one person in a bank who really knew how 'fiat fractional reserve banking' works, including the branch managers. When I've mentioned that term, I've always gotten a blank look of incomprehension. I've also told family members who work for banks (there's a couple in the extended family) - "Ah, you work for a 'legalized' Ponzi fraudster." - no response but a puzzled look. - - - At least at the retail level, they seem to hire those who just follow rote procedure. Of course, the worst are the big national banks. BAC sucks big time.

I had a similar experience with Chase Bank. I made an online electronic funds transfer to buy some silver coins. I noted this in the memo section. I got a call that night from Chase saying they won't allow the transaction - said it was too risky. I then wrote a check thru chase for the same purchase which went thru and proceeded to close my Chase account down. I now only keep a minimal amount of money in a local credit union to pay my bills.

Of course that SAR against you can come back and bite you in the ass, but this is only if you come across their radar some other way.

I was forced to fill out one of these stupid SAR forms recently.  I made-up everything.  Name:  Ben E. Hill, Soc Sec # = 888-22-6030, etc.  Nobody cared, nobody verified any of the info.  What is the point?

And to that end, when is the last time anyone validated an electronic signiture of a credit card transaction?  I most often draw pictures of cats, but sometimes I leave a message like "Invalid Transaction" or "Etch a Sketch".

You are REFINING GOLD after all, right?

 

70% Concentrated Nitric Acid and 98% Concentrated Sulfuric Acid are readily available.

 

Make sure that you ask for Sodium Metabisulfite, Ammonium Nitrate (another fun one), and Stannous Chloride. You also want to ask for some 32% Concentrate Hydrochloric Acid.

 

And you have to get some Zinc Dust. You can buy the Sulfur later for Flash Powder...or solid rocket fuel.

 

AS TO THE REFINING PROCESS...

 

Mixed 3 to 1 by volume, HCL to HNO3, that makes the Aqua Regia which dissolves the Sponge Gold and leaves it as Auric Chloride Ions in Solution.. A small amount of the Sulfuric Acid is added to drop any Lead out of solution (present in some solders).

 

(Of course you made Argentum with Sterling Silver and Karat Gold to make a 6 Karat Gold Alloy popcorn.) and boiled that in 70% Nitric Acid Concentrate beforehand to get the sponge Gold. The Silver remains in Solution as Silver Nitrate and will be dropped with Copper once the sponge Gold is removed. Then you take the sponge Gold and put that into the Aqua Regia sans any Silver.)

The Stannous Chloride is used to test for Gold in solution.

The Ammonium Nitrate is used to remove the Nitric Acid.

The Sodium Metabisulfite is used to drop the Gold out of the Aqua Regia. 

The Zinc is added to drop the Palladium.

 

As I wrote you are REFINING GOLD AND PALLADIUM from Electronic Waste after all, right?

 

(Actually I am. I have lots to process.)

 

Perfectly legit....Right? It is.

 

No problem.

 

Just whatever you do...

 

Do not have a Thin Sealed Glass Container holding a mixture of Nitric Acid and Sulfuric Acid, next to a thin sealed glass container holding Glycerin, encased in a pipe, and throw it. DO NOT DO THIS.

 

That will make Nitroglycerin without using an Ice Bath for temperature control and the results would be rather explosive.

 

You would be guilty of a felony if you were to make Nitroglycerin and somebody might get hurt...including anybody reading this.

 

You NEVER WANT TO MAKE NITROGLYCERIN. Just adding the chemicals incorrectly and having the temperature rise would be enough to get an explosion. It is just too dangerous to even attempt to make it.

 

You need to be safe after all.

I had a new one happen to me last week- My son is active duty military and had to buy new uniforms before reporting to his next duty station. As a lowly E-2, he spent $1,000 (4 sets of uniforms) which virtually bankrupt him. He needed a couple hundred for tailoring and pocket money till next pay day. We don't bank at the same bank. I took $250 cash to a branch of his bank for deposit into his account. The teller asked me if I had an account with the bank. I said "no". She told me I either had to do a debt card transfer, personal check or money order- she couldn't take cash! Not even a measly $250 bucks! I had to go home, get a check and race back to get the $ into my sons account before the bank closed.

All I can say is; This country has gone flat out Orwell stupid! I don't recognize my country anymore. If the full on crash has to happen to re-set, bring it on. If we have to have a patriot revolution to bring back constitutional, free man rights, sign me up! And I know that my complaint here is trivial compared to the voluminous grievous violations past, present and future inflicted and planned for US citizens.

I'm just guessing a little since I have not charts and if I did I would miss some data like I know I will. The Flow of Capital(liquidity levels) are much worse since 2007 than they probably planned for:

- Backlog of Housing Foreclosures
- Backlog of Mortgage Late Payments
- Backlog of Existing Home Sales
- Loss of Investment from Pension Funds (Requiring Bull Stock Market to keep everything liquid)
- Loss of Capital of Trust Funds which to some degree ended up locked into Long Term Investments in Zombie Hedge Funds
- Loss of Personal Savings accounts to pay off high credit card Interest Debt
- Loss of Velocity of Money & Multiplier Effect in the Economy (Requiring Exponential FISCAL Spending)
- Loss of Manufacturing and other Good Paying, Good Jobs, which would put money into pensions, retirement funds, and Bank Accounts as Savings
- Basel III Capital Reserve Increases (or US Mandates)

I assume that the Cost of Education, Daycare, Auto Loans, and Health Care could dry up liquidity in some way

Anyone who didn't see this coming hasn't been paying attention....

Banks are just not the place to hold anything of value. Safety deposit boxes are the opposite of what they claim to be and now we're venturing into territory where we have to pay a bank just to keep a balance in an account.

All of these actions tend to drive deposits away from banks and in to other forms of wealth. When you drive your deposit base away and the banks end up with no deposits all they're floating on is excess reserves courtesy of the Fed. At that point they're really nothing but zombies.

Fed apparatchiks can yack all they want about reporting suspicious activity, the real crooks are always long gone by the time these things are implemented and the ones who suffer are honest people who just want to keep some cash on hand at the house. Besides, wouldn't telling people about this give away the game to begin with? What happened to non-reporting of activity because of national security?
