Washington Blinks: Will Seek Partnership With China-Led Development Bank
Don’t look now, but Washington just blinked. As we’ve documented exhaustively over the past week, pressure has been building steadily for the US to strike some manner of conciliatory tone towards China with regard to the Asian Infrastructure Investment Bank, a China-led institution aimed at rivaling the US/Japan-backed ADB. Britain’s decision to join China in its new endeavor has prompted a number of Western nations to throw their support behind the bank ahead of the March 31 deadline for membership application. Because the AIIB effectively represents the beginning of the end for US hegemony, the White House has demeaned the effort from its inception questioning the ability of non-G-7 nations to create an institution that can be trusted to operation in accordance with the proper “standards.” Now, with 35 nations set to join as founders, it appears Washington may be set to concede defeat. Here’s more, via WSJ:
The Obama administration, facing defiance by allies that have signed up to support a new Chinese-led infrastructure fund, is proposing the bank work in a partnership with Washington-backed development institutions such as the World Bank.
The collaborative approach is designed to steer the new bank toward economic aims of the world’s leading economies and away from becoming an instrument of Beijing’s foreign policy. The bank’s potential to promote new alliances and sidestep existing institutions has been one of the Obama administration’s chief concerns as key allies including the U.K., Germany and France lined up in recent days to become founding members of the new Asian Infrastructure Investment Bank.
The Obama administration wants to use existing development banks to co-finance projects with Beijing’s new organization. Indirect support would help the U.S. address another long-standing goal: ensuring the new institution’s standards are designed to prevent unhealthy debt buildups, human-rights abuses and environmental risks. U.S. support could also pave the way for American companies to bid on the new bank’s projects.
“The U.S. would welcome new multilateral institutions that strengthen the international financial architecture,” said Nathan Sheets, U.S. Treasury Under Secretary for International Affairs. “Co-financing projects with existing institutions like the World Bank or the Asian Development Bank will help ensure that high quality, time-tested standards are maintained.”
So essentially this is just the old “if you can’t beat ‘em, join ‘em” strategy disguised as an attempt to bring the AIIB into the fold of US-dominated multinational institutions.
But make no mistake, this is at best an example of Washington cutting its losses and at worst an outright surrender, as no one should pretend that the AIIB, which is starting with $50 billion in capital, will remain subservient to the ADB which, after five decades, has barely three times that amount:
Infrastructure needs around the world are enormous. Emerging countries need new ports, railways, bridges, airports and roads to support faster growth. Developed economies, meanwhile, must replace aging infrastructure. The Asian Development Bank estimates its region alone faces an annual financing shortfall of $800 billion a year. The consulting firm McKinsey & Company estimates global infrastructure-investment needs through 2030 total $57 trillion.
By comparison, the Asian Development Bank has just $160 billion in capital and the World Bank-which has co-financed with other regional institutions for years—has around $500 billion. The China-led bank plans to have a $50 billion fund to start.
And with that, one more leap towards de-dollarization is now in the books.

Bullying didn't work so Washington will try the CO-OPT scam. USG negotiators will attempt to subjugate the new endeavor to the rules of the existing superstructure: ie the World Bank and the IMF. We have recently seen this strategy in action when the Koch Bros. co-opted the tea party; turning it into a force which primarily furthers the causes of the Kock Bros industries. We saw this strategy fail when the Democrats attempted to co-op the Occupy Movement.
It will be interesting to see how this plays out.

Fast forward to last week a woman in South Carolina went on a crazy rant about Obama bombing Charleston in a false flag amongst other bizarre claims to Rick Santorum. She was parroting Alex Jones. When Alex go's off into crazy land it's at least some what smooth and entertaining but this woman is just stupid. "Obama tried to blow up a nuke in Charleston a few months ago, and the three admirals and generals..." Alex often implies things then turns and says I never said that which he did today. Someone did a Google search and figured exactly where this nut job got her "info".
But lets for the sake of argument say nukes left some base and there was some confusion amongst security. When nukes are transported it is done in secrecy and it's plausible that it could have created confusion.
But why I know that Alex was making a story out of nothing is that there is a large storage facility outside Charleston for old nukes to be decommissioned at Savannah River. They turn weapons grade fuel into reactor fuel. And he claimed today that it couldn't be a decommissioning facility because that was some other city. There may be more than one but I know the one in Charleston is pretty big and very real. I'm sure this will get me flagged but this is common knowledge in SC. You wouldn't need to have one trucked in. Alex is entertaining....sometimes, to me but never ever to be taken seriously.
A crucial distinction: Belief in conspiracy theory is not the same thing as belief in ALL conspiracy theories. Some are clearly crazy, as with most pf the AJ stuff, but many others such as the Pearl Harbor and 9/11 attacks are clearly the result of conspiracies.

A 14-year-old student from Saratov, a city in the southwest of Russia, has been called in for questioning by the Russian Federal Security Service after she attended a rally celebrating Russia's annexation of Crimea wearing ribbons the color of the Ukrainian flag in her hair.
During the interrogation, Federal Security Services wanted to know how she met the other young people who brought Ukrainian national symbols to the rally with them. The interrogators allegedly aimed to get her to confess that she was paid to wear the ribbons.
The student, whose name has not been disclosed, claims that she attended the rally to demonstrate “against war, aggression and propaganda” and wanted to show her support for Ukraine. She told the online media source Iod that during the interrogation she had a nervous breakdown, and said that afterwards she felt crushed. She was not formally charged.

According to an agreement reached by Moscow authorities and the Health Ministry, by 2018, there should be 40.9 doctors per 10 thousand people in Moscow, RBC reports.
According to RBC, there are currently 64.9 thousand doctors working in Moscow, and to reach the provisions of the new agreement, this number must be reduced to 50.8 thousand doctors.
The agreement is dated May 20, 2014 and has been signed by deputy mayor Leonid Pechatnikov and deputy health minister Airat Farrakhov. The documents state that the doctor provision index has been calculated based on federal and state medical institutions. It is expected that the surplus funds resulting from the reorganization will be used to increase salaries of healthcare personnel.
Pechatnikov confirmed that this agreement exists, but stated that the index cited in the documents does not include federal medical institutions (clinics attached to specific federal institutions), and that the ratio of doctors to Muscovites will not actually change. Moscow’s public health department also reports that the plan does not include federal clinics, despite the fact that the documents published by RBC state otherwise.

This is not quite "if you can't beat em, join em" -- the US isn't "joining" the AIIB, it hasn't announced that and its too late anyway to become a founding member. This is "if you can't beat em, weasel your way in to try to control em any way you can" -- typical US powermongering. But it will be interesting to see how such "collaborations" between the WB and the AIIB could take form in practice. The AIIB doesn't need the WB. China will probably say diplomatically that collaborations are welcome (like with the IMF) but nothing really takes place in practice. So this US play doesn't actually mean anything, they'll still be left out in the cold, they're not "joining" anything. But this does show they;re sweating.
If Obama and the fed came knocking on my new club house door wanting to join, I'd pull up the rope ladder and tell them to screw off.
