Guest Post: NATO Is Building Up For War

The German city of Frankfurt is continental Europe’s largest financial center and host to the country’s Stock Exchange, countless other financial institutions, and the headquarters of the European Central Bank (ECB) which is responsible for administering the monetary policy of the 18-nation Eurozone. The place is awash with money, as demonstrated by the plush new ECB office building which is costing a fortune.
The original price of the bank’s enormous palace was supposed to be 500 million euros, about 550 million dollars, but the bill has now been admitted as €1.3 billion (£930 m; $1.4 bn). This absurdly over-expensive fiasco was directed by the people who are supposed to steer the financial courses of 18 nations and their half billion unfortunate citizens. If the ECB displays similar skill sets in looking after Europe’s money as it has in controlling the cost of constructing its huge twin-tower headquarters, then Europe is in for a rocky time.
Intriguingly, the Bank isn’t alone in contributing to Europe’s bureaucratic building boom. There is another Europe-based organization of equal ambition, pomposity and incompetence which is building a majestically expensive and luxurious headquarters with a mammoth cost overrun about which it is keeping very quiet indeed.
The perpetrator of this embarrassing farce is NATO, the US-Canada-European North Atlantic Treaty Organization which is limping out of Afghanistan licking its wounds, having been fighting a bunch of sandal-wearing rag-clad amateur irregulars who gave the hi-tech forces of the West a very hard time in a war whose outcome was predictable. But the debacle hasn’t dimmed the vision of the zealous leaders of NATO who are confronting Russia in order to justify the existence of their creaking, leaking, defeated dinosaur. Their problem is not only do they lose wars, but they then look for another one to fight — to be directed from a glittery new and vastly expensive building whose cost has soared above all estimates.
Just like NATO’s wars.
NATO’s operation "Unified Protector" to overthrow Libyan leader Muammar Gadhafi involved a massive aerial blitz of 9,658 airstrikes which ended with the gruesome murder of Gadhafi — and caused collapse of Libya into an omnishambles where fanatics of the barbarous Islamic State are now establishing themselves.
In spite of the horror of NATO’s Libyan catastrophe one does have to have a quiet smile about Ivo H. Daalder and James G Stavridis whose deeply researched analysis in the journal Foreign Affairs in 2012 was titled "NATO’s Victory in Libya." These sages declared that “NATO’s operation in Libya has rightly been hailed as a model intervention . . . NATO’s involvement in Libya demonstrated that the alliance remains an essential source of stability . . . NATO may not be able to replicate its success in Libya in another decade. NATO members must therefore use the Chicago summit to strengthen the alliance by ensuring that the burden sharing that worked so well in Libya — and continues in Afghanistan today — becomes the rule, not the exception.”
Not much is working well in either Libya or Afghanistan two years after the Daalder-Stavridis advocacy of “burden sharing” and it is obvious that NATO has been the opposite of a “source of stability” in both unfortunate countries.
In October 2005 I wrote that “NATO is to increase its troop numbers in Afghanistan to 15,000 and its secretary-general states that instead of acting as a peacekeeping force it will assume the combat role of US troops, which is insane . . . The insurgency in Afghanistan will continue until foreign troops leave, whenever that might be. After a while, the government in Kabul will collapse and there will be anarchy until a brutal, ruthless, drug-rich warlord achieves power. He will rule the country as it has always been ruled by Afghans: by threats, religious ferocity, deceit, bribery, and outright savagery when the latter can be practiced without retribution. And the latest foreign occupation will become just another memory.”
The number of US-NATO troops in Afghanistan has been reduced from a high of 130,000 to 13,000, of which some 10,000 are US, but NATO’s new headquarters building in Brussels is expanding in both size and cost. The budget for the immense complex was approved at 460 million Euros (500 million US dollars) in 2010 but has now surged to over 1.25 billion Euros, about 1.4 billion dollars.
Germany’s Der Spiegel reported in January that the scandal of the cost overrun was being kept secret by all governments contributing to this redundant organization. A leaked cable from Germany’s ambassador explained that at a meeting of NATO representatives last December they “pointed to the disastrous effect on the image of the alliance if construction were to stop and if NATO appeared to be incapable of punctually completing a construction project that was decided at the NATO summit of government leaders in April 1999 in Washington. The risk of a further cost increase is already palpable.”
The solution to NATO’s self-imposed image problem was simple : the people responsible for managing the affairs of a military alliance involving 28 countries, 3.5 million combatants and 5,000 nuclear weapons decided, as asked by the staff of its Secretary General, to deal with the matter “confidentially.” In other words, the cost overruns and delays in construction are being deliberately concealed from the public in the hope that NATO’s executives will not appear incompetent.
Meantime, while trying to conceal their flaws, faults and failings in management of basic administrative affairs, NATO’s chiefs are squaring up to Russia in an attempt to persuade the world that President Putin is about to mount an invasion from the east. The focal point of NATO’s contrived alarm is the corrupt and chaotic regime in power in Ukraine, which has serious disagreements with Russia and is therefore energetically supported by the United States to the point of distortion, menace, and mendacity.
As reported in the UK’s Daily Telegraph on March 4, the commander of US troops in Europe, General Frederick “Ben” Hodges, has accused Russia of having 12,000 troops inside eastern Ukraine, which was irresponsible nonsense.
Hodges was formerly the army’s Congressional Liaison Officer in Washington where he obviously acquired a taste for political grandstanding, as in a political speech of the sort that generals have no right to make he declared that “We have to raise the cost for Putin. Right now he has 85 per cent domestic support. But when mothers start seeing their sons come home dead, when the price goes up, domestic support goes down,” which was as offensive as it was hostile.
In February the Wall Street Journal reported Hodges as saying “I believe the Russians are mobilizing right now for a war that they think is going to happen in five or six years—not that they’re going to start a war in five or six years, but I think they are anticipating that things are going to happen, and that they will be in a war of some sort, of some scale, with somebody within the next five or six years.” Just what President Putin was supposed to make of that is anyone’s guess — but it is certain that Hodges’ bellicose meanderings did nothing to persuade Moscow that there would be any attempt by the US-NATO coalition to modify its policy of uncompromising enmity.
Other pronouncements by NATO leaders have been equally threatening and intended to convince the public of western Europe that Russia attacked Ukraine.
But even if Russia had indeed invaded Ukraine, it would have had nothing whatever to do with anyone else.
The US-NATO coalition willfully ignores the fact that Ukraine is not a member of either the European Union or NATO and has no treaty of any sort with any nation in the world that would require provision of political, economic or military support in the event of a bilateral dispute with any other country. Yet NATO has seized upon the Ukraine-Russia discord to justify its policy of unrelenting hostility to Moscow.
NATO should have been disbanded at the time of the collapse of the Soviet Union because that threat was the sole reason for its existence; but it decided to multiply membership and extend its military presence closer and closer to Russia’s borders. There is little wonder that Russia is apprehensive about NATO’s intentions, as the muscle-flexing coalition lurches towards conflict.
NATO’S Supreme Commander, US General Breedlove, has also contributed greatly to tension and fear in Europe by issuing dire warnings about Russia’s supposed maneuvers. On March 5 he indulged in fantasy by claiming, without a shred of evidence and no subsequent proof, that Russia had deployed “well over a thousand combat vehicles” along with “combat forces, some of their most sophisticated air defense, battalions of artillery” within Ukraine. This pronouncement was similar to his downright lie of November 18, 2014, when he told the German newspaper Frankfurter Allgemeine Zeitung that there were “regular Russian army units in eastern Ukraine.”
The swell of anti-Russian propaganda, confrontation and attempted intimidation by NATO has increased, and if it continues to do so it is likely that Moscow will take action, thereby upping the stakes and the danger even more. It is time that NATO’s nations came to terms with the reality that Russia is a major international power with legitimate interests in its own region. Moscow is not going to bow the knee in the face of immature threats by sabre-rattling US generals and their swaggering acolytes. It is time for NATO to forge ties rather than destroy them — and to build bridges rather than glitzy office blocks.

How long could Europe survive if Russia withheld all of its energy supplies? If Russia cut off most of Europe from its energy supplies for just a few short weeks the economic kick in the nutz would be painfully felt on Wall Street. Russia is in the drivers seat, they are the only country in Europe that can face East and prosper. Russia will continue on with major development projects with India and China (among others such as Egypt) and the US empire and its 'hubris dollar', aka the world reserve FIAT dollar is dead, game over. Russia has the potential to do what many of us have wanted for years, End the Fed and break the criminal syndicates that took control of the US government.
Europe does not learn much from its history. We are being setup -once again- for a major conflict on the continent. With all do respect for its people and everything, no European mother -or father for that matter- is willing to send her son to fight or die for Ukraine. It was the most powerful radar of its kind in the world, they told Congress. So powerful it could detect a baseball over San Francisco from the other side of the country.
Crucially, the system would be able to distinguish between actual missiles and decoys.If North Korea launched a sneak attack, the Sea-Based X-Band Radar — SBX for short — would spot the incoming missiles, track them through space and guide U.S. rocket-interceptors to destroy them.
SBX “represents a capability that is unmatched,” the director of the Missile Defense Agency told a Senate subcommittee in 2007.
In reality, the giant floating radar has been a $2.2-billion flop, a Los Angeles Times investigation found.
Although it can powerfully magnify distant objects, its field of vision is so narrow that it would be of little use against what experts consider the likeliest attack: a stream of missiles interspersed with decoys.
SBX was supposed to be operational by 2005. Instead, it spends most of the year mothballed at Pearl Harbor in Hawaii.
Airborne Laser
The concept: A fleet of Boeing 747s, each modified to fire an infrared chemical laser through a 5-foot-long telescope in its nose. The laser would incinerate enemy missiles shortly after launch, before they could release decoys that might fool U.S. radar.
Major contractors: Boeing Co., Northrop Grumman Corp. and Lockheed Martin Corp.
Early optimism: “We are building forces of good to defeat the force of evil. And in that vein today we are taking a major step to give the American people their first ‘Light Saber.’” — Henry A. Obering III, then-director of the U.S. Missile Defense Agency, Oct. 27, 2006.
Problems: Because of the laser’s limited range, each 747 would have had to fly near or within an adversary's borders, leaving it vulnerable to antiaircraft missiles. To operate at a safer distance, the laser would have had to be 20 to 30 times more powerful. And the laser's potassium hydroxide and hydrogen peroxide fuel posed severe safety risks to the crew.
Disappointment: “I don’t know anybody at the Department of Defense … who thinks that this program should, or would, ever be operationally deployed.”
— Robert M. Gates, then-secretary of Defense, May 20, 2009.
Status: Killed in 2012.
Cost: $5.3 billion.
Kinetic Energy Interceptor
The concept: The fastest U.S. rocket-interceptor, to be fired from land or Navy ships at enemy missiles during their early “boost” phase.
Major contractors: Northrop Grumman Corp. and Raytheon Co.
Early optimism: “That high acceleration with the mobile capability of Kinetic Energy Interceptor is very, very attractive.” — Henry A. Obering III, then-director of the U.S. Missile Defense Agency, April 7, 2005.
Problems: Extending 40 feet, the KEI would have been longer than anything ever launched from a modern Navy ship. To carry it, Navy vessels would have had to be retrofitted at a cost of billions of dollars. And the interceptor’s range was too limited to allow it to be land-based. It would have had to be positioned so close to its target that it would be vulnerable to attack.
Disappointment: “No matter how successful tests might one day have been, the system would have had negligible utility.” — National Academy of Sciences review panel, Dec. 31, 2012.
Status: Killed in 2009.
Cost: $1.7 billion.
Multiple Kill Vehicle
The concept: A “bandolier” of eight to 20 miniature interceptors that would destroy missiles and decoys.
Major contractors: Raytheon Co. and Lockheed Martin.
Early optimism: “The Multiple Kill Vehicle is a transformational program adding volume kill capability to the ballistic missile defense system as early as 2013.” — U.S. Missile Defense Agency news release, July 19, 2006.
Problems: The technical challenge of creating and launching tiny “kill vehicles” that could find and destroy far heavier warheads in space proved insurmountable. Among many other obstacles, existing ground-based rockets would have had to be retrofitted or replaced. The concept never reached the stage where a test flight could be conducted.
Disappointment: “To more effectively hedge against future threats, we propose to … terminate the Multiple Kill Vehicle … in lieu of more operationally efficient alternative technology architectures.” — Patrick J. O'Reilly, then-director of the Missile Defense Agency, May 21, 2009.
Status: Shelved in 2009.
Cost: $700 million.
Sea-Based X-Band Radar
The concept: A floating radar powerful enough to detect and track long-range missiles and distinguish enemy warheads from decoys.
Major contractors: Boeing Co. and Raytheon Co.
Early optimism: “It is the most powerful radar of its kind in the world and will provide ... a highly advanced detection and discrimination capability.” — Henry A. Obering III, then-director of the U.S. Missile Defense Agency, May 10, 2006.
Problems: The radar’s field of vision is so narrow that it could not reliably track a sequence of incoming missiles. Its sensitive instrumentation is prone to corrosion at sea, and it needs millions of dollars in fuel to operate for even short periods.
Disappointment: "Just how this was going to fit into the [missile defense] system — I don’t think anybody paid much attention to that.… SBX was designed for a mission other than that required.” — Radar specialist David K. Barton.
Status: Downgraded to “limited test support status.” It sat idle in Pearl Harbor, Hawaii, for more than eight months in 2013.
Cost: $2.2 billion.

The project not only wasted taxpayer money but left a hole in the nation’s defenses. The money spent on it could have gone toward land-based radars with a greater capability to track long-range missiles, according to experts who have studied the issue.
Expensive missteps have become a trademark of the Missile Defense Agency, an arm of the Pentagon charged with protecting U.S. troops and ships and the American homeland.
None of that stuff would work when Ivan throws 5000 missiles over the north pole.

On April 10th, 2014 the U.S.N. Donald Cook entered the Black Sea. The Donald Cook is an Aegis missile destroyer.
On April 17th two unarmed SU-24's approached the ship, one jet stood off while the other overflew the ship completely disabling all electronics. The Su-24 then performed 12 practice runs on the destroyer while it lay completely disabled.
Aterwards, the Cook left the Black Sea for a nearby port (Rumania).

Staunton, April 3 — Russian military spending, even as officially given by the finance ministry, provides a remarkably accurate early warning indicator of Russian intentions, Andrey Illarionov says, and a dramatic increase in spending since January of this year thus suggests that Vladimir Putin is preparing for a larger war in Ukraine and/or elsewhere.
Between the time that Putin came to power up to January 2014, the Moscow economist and commentator says, Moscow has spent on average 2.5 to 3.2 percent of GDP on the military, with the figure tending to rise over time. During the first 13 years of his rule, Illarionov says, spending in constant prices went up 2.6 times.
But over the 14 months – the period of Moscow’s intervention in Ukraine – Russian spending on its military has not only gone up significantly as one would expect at a time of military operations but has tracked in a way that provides insights on Russian intentions for the future, the Moscow analyst says.
After Putin made his final decision to intervene in Ukraine in February 2014, he says, Moscow’s military expenditures “were increased by more than twice,” a figure that suggested the Russian government intended not only to seize and occupy Crimea but all of what it calls “Novorossiya.”
In February, March and April of last year, Russian military spending amounted to 6.7 percent of GDP and 27.7 percent of all budget expenditures.
At the end of April, the Kremlin halted its most ambitious plans and reduced its monthly military spending for the rest of 2014 by approximately a third compared to the first three months of last year, reductions that were possible even though Moscow increased its exercises near the Ukrainian border and supported military action within Ukraine.
According to Illarionov, official Russian government figures show that “the situation radically changed” in the first two months of this year, the latest period for which figures are available. Average monthly military spending increased 2.3 times, compared to the May-Deceber 2014 period, 3.3. times compared to the last pre-war period, and 8.8 times compared to 2000.
For those two months alone, he says, military spending was more than 1.3 trillion rubles – that is, more than 20 billion US dollars – and it constituted 43.3. percent of the federal budget and 12.7 percent of Russia’s admittedly diminished GDP.
Such a “sharp increase” in military spending provides addition evidence that Putin is preparing for military actions “on a far larger scale and much higher level of intensity than even those which [the world] has seen over the course of the last 14 months.” In short, Illarionov says, the Kremlin leader is preparing for a major war in Ukraine and/or elsewhere.

We have identified three such cases in the relevant time period:On 3 March 2014 a close encounter occurred between a SAS passenger plane taking off from Copenhagen and a Russian reconnaissance aircraft which did not transmit its position. The incident happened 50 miles south east of Malmo. A collision was apparently avoided thanks only to good visibility and the alertness of the passenger plane pilots. The SAS 737 plane was carrying 132 passengers to Rome. Had these two planes collided with a major loss of civilian life comparable to the tragedy of flight MH17 over eastern Ukraine, the result would almost certainly have been a new round of western sanctions on Russia and increased NATO patrolling in the Baltic Sea but also, and perhaps more importantly, the classification of further un-logged or blind air activity over Europe as a possible threat to life requiring forceful pre-emptive interdiction.

Supreme Commander General Sverker Göranson underlined that Sweden was ready to use “armed force” to bring the vessel to the surface if necessary. Russia issued denials and attempted to ridicule Swedish concerns. The major search operation stopped on Oct. 24. The Swedish military stated that “foreign underwater activity” had probably taken place, with at least one unidentified vessel involved. This incident represented the biggest anti-submarine operation in Sweden since the Cold War and increased Swedish concerns that more aggressive Russian surveillance and probing operations are under way in breach of international law. They include 4 separate cases of the harassment of U.S. and Swedish reconnaissance planes in international airspace by armed Russian fighters; 2 cases of Russian aircraft conducting close overflights over U.S. and Canadian ships in the Black Sea; Russian aircraft violating Swedish airspace on a mock ‘bombing raid’ mission; a mock attack on the Danish island of Bornholm; the practicing of cruise missile attacks against the US mainland; boarding and detention of a Lithuanian fishing vessel accused of illegal fishing in the Barents Sea; and a massive outburst of Russian aviation activity along NATO borders in late October. Each of these incidents could have evolved into a more serious situation, both in terms of possible casualties or broader political and diplomatic consequences. More detail on each incident is presented below:
On 12 April 2014 an unarmed Russian fighter aircraft made 12 passes of the American warship the USS Cook in the Black Sea. Such aggressive behaviour, if repeated by an armed aircraft, could have resulted in the ship commander targeting the aircraft in an act of self-defence.
On April 23 2014 an armed Russian fighter undertook very threatening manoeuvres in the vicinity of an American reconnaissance aircraft in the Sea of Okhotsk. These manoeuvres involved demonstrating that the fighter was armed. Such behaviour is far removed from what would be expected in a relatively routine encounter.
In June 2014 armed Russian aircraft approached the heavily populated Danish island of Bornholm before breaking off in what appears to have been a simulated attack. The Danish intelligence service described the incident as “of a more offensive character than observed in recent years.”
On 18 July 2014 an American surveillance plane conducting operations near Kaliningrad was chased into Swedish air-space after being approached by Russian fighters. This evasive action took place without Sweden’s prior approval that the US aircraft could enter Swedish airspace.On 16 July 2014
an armed Russian aircraft intercepted a Swedish surveillance plane conducting operations between Gotland and Latvia in international airspace, and flew within 10 metres of the plane. This indicated a far more aggressive approach to intercepting aircraft than in previous encounters.
In early September, 2014 Russian strategic bombers in the Labrador Sea near Canada practiced cruise missile strikes on the United States. The Russian aircraft stayed outside of Canada’s ADIZ but this was still a provocative move in light of the NATO summit ongoing at the time. Cruise missiles launched from the Labrador Sea would have Ottawa, New York, Washington, Chicago, and the Norfolk Naval Base in range.
On 7 September 2014 HMCS Toronto (a frigate) was buzzed by a Russian aircraft in the Black Sea, with the plane coming within 300 metres of the warship. HMCS Toronto locked its radar on the Russian plane but took no further action as the aircraft was not armed. This incident coincided with larger Russian naval combat training activities near Sevastopol. Such aggressive behaviour, if repeated by an armed aircraft, could have resulted in the ship commander targeting the aircraft in an act of self-defence.
On 17 September 2014 two Russian military aircraft crossed into Swedish air-space south of the island of Oland. The Russian Su-24 bombers intentionally violated Swedish airspace possibly to test the capabilities of the air defence system strengthened after previous incidents. The Swedish Foreign Minister described the incident as the ‘most serious aerial incursion’ in years.
On 19 September 2014 Russian officers detained a Lithuanian shipping vessel in international waters in the Barents Sea, subsequently towing it to Murmansk. This represented a clear escalation in Russian attempts at the provocation and intimidation of the Baltic States.
On 3 October 2014 a Russian fighter flew “within metres” of Swedish surveillance aircraft in the Baltic in an incident deemed “unusually provocative”. A collision between the aircraft would have had serious repercussions for bilateral relations and increased military tensions across the entire Baltic area.
From 28-30 October 2014 Russia conducted a major air exercise in the North Sea, Atlantic, Black Sea and Baltic Sea. In a series of developments, aircraft from NATO states and partners tracked Russian long-range bombers conducting missions across this entire area, including a large formation of Russian fighters and bombers conducting missions over the Baltic Sea. All missions were conducted in international airspace but their scale and use of different kinds of aircraft and different zones of operation has added significantly to increased tensions between NATO and Russia.
