Caught On Tape: South Carolina Cop Shoots Unarmed Man 8 Times In The Back

Activists plan to protest in South Carolina today, according to Reuters, after a white police officer was caught on video fatally shooting a 50-year-old black man in the back as he ran away following a traffic stop. The officer has been charged with murder and the FBI and U.S. Justice Department are investigating the shooting, the latest in a series of incidents that have raised questions about U.S. policing and race relations.

As Reuters reports, the video shows a brief scuffle between the pair before Scott begins to run away.

Slager is then seen taking aim with a handgun before shooting eight times at Scott's back. Scott then slumps facedown onto the grass.

 

According to a police report, Slager told other officers Scott had taken his stun gun from him.

 

At no point in the video, which does not show the initial contact between the men, does Scott appear to be armed.

 

Slager is seen placing the victim in handcuffs as he lies on the ground, and then the officer walks back to a spot near where he opened fire.

 

The video then shows him appearing to pick something up, return to Scott, and then drop it next to him on the ground.

As Liberty Blitzkrieg's Mike Krieger exclaims, the video above is really hard to watch. Not just because we see a police officer gunning down a man as he ran away, but because he repeatedly yells at a dead body to “put his hands behind his back,” and then seemingly plants his taser by the corpse to cover up the crime.

The officer, Michael T. Slager, 33, said he had feared for his life because the man had taken his stun gun in a scuffle after a traffic stop on Saturday. A video, however, shows the officer firing eight times as the man, Walter L. Scott, 50, fled. The North Charleston mayor announced the state charges at a news conference Tuesday evening.

Something — it is not clear whether it is the stun gun — is either tossed or knocked to the ground behind the two men, and Officer Slager draws his gun, the video shows. When the officer fires, Mr. Scott appears to be 15 to 20 feet away and fleeing. He falls after the last of eight shots.

 

The officer then runs back toward where the initial scuffle occurred and picks something up off the ground. Moments later, he drops an object near Mr. Scott’s body, the video shows.

The video at the end of this story is really hard to watch. Not just because we see a police officer gunning down a man as he ran away, but because he repeatedly yells at a dead body to “put his hands behind his back,” and then seemingly plants his taser by the corpse to cover up the crime.

Just like with banker theft, unless people are held accountable with serious jail time, the criminality will not only continue, it will get worse. The rule of law must be restored and applied equally to the rich and powerful, or we are truly doomed as a society.

WASHINGTON — A white police officer in North Charleston, S.C., was charged with murder on Tuesday after a video surfaced showing him shooting in the back and killing an apparently unarmed black man while the man ran away.

 

The officer, Michael T. Slager, 33, said he had feared for his life because the man had taken his stun gun in a scuffle after a traffic stop on Saturday. A video, however, shows the officer firing eight times as the man, Walter L. Scott, 50, fled. The North Charleston mayor announced the state charges at a news conference Tuesday evening.

 

North Charleston is South Carolina’s third-largest city, with a population of about 100,000. African-Americans make up about 47 percent of residents, and whites account for about 37 percent. The Police Department is about 80 percent white, according to data collected by the Justice Department in 2007, the most recent period available.

 

The shooting unfolded after Officer Slager stopped the driver of a Mercedes-Benz with a broken taillight, according to police reports. Mr. Scott ran away, and Officer Slager chased him into a grassy lot that abuts a muffler shop. He fired his Taser, an electronic stun gun, but it did not stop Mr. Scott, according to police reports.

 

Moments after the struggle, Officer Slager reported on his radio: “Shots fired and the subject is down. He took my Taser,” according to police reports.

But the video, which was taken by a bystander and provided to The New York Times by the Scott family’s lawyer, presents a different account. The Supreme Court has held that an officer may use deadly force against a fleeing suspect only when there is probable cause that the suspect “poses a significant threat of death or serious physical injury to the officer or others.”

 

Mr. Scott’s brother said his mother had called him on Saturday, telling him that his brother had been shot by a Taser after a traffic stop. “You may need to go over there and see what’s going on,” he said his mother told him. When he arrived at the scene of the shooting, officers told him that his brother was dead, but he said they had no explanation for why. “This just doesn’t sound right,” he said in an interview. “How do you lose your life at a traffic stop?”

Apparently we need to move "hands up don't shoot" to "just don't shoot.". Plugged a guy up here thirty times and it barely made the news.  He was white of course..so that makes it Otay!

This - I hope former - police officer was a terrible shot. Even with the light 9mm he appears to be shooting a few bullets should have put his victim down at this distance. But he has to empty his gun to put the fleeing man down.

With no more bullets he cannot put his victim out of his misery. So he handcuffs a dying man without attempting any first aid. So he dies.

The police can be and often are every bit as criminal as the people you are scared of.  How would you feel if your husband or son were raped by the police because he "clenches his buttocks?"  This isn't the only time body cavity searches every bit as traumatic as forceable rape have been used by police either.

 

There was no imminent threat to live or great bodily harm in this case, ergo what the cop did was unjustified homicide.  I would go to prison for that.  You would go to prison for that.  But you seem to like your police state.  You would trade liberty for security, and I can guarantee that you will be trading one set of thugs for a worse set of thugs.

What I don't understand is why a fifty year old man ran. Nineteen, twenty years of age runs, I can understand that. Agree, no, but I understand it. Adrenaline, plus at that age you think you are invincible. But the older ones usually either know better, or in my case have frakked up knees.

Why did the fifty year old man run? Did he take one look at the cop and see his death? Was there something going on at home that made his running a necessity? And why in hell wasn't the cop thinking the same things I am and decide shooting him the back was the best course of action?

We have the biggest prison population in the world, a budding police state (yes, it can get a lot worse,) and, yet we still have murders, rapes and robberies occur.  I've got even more news for you:  aside from the other news that cops are NOT responsible for your safety:  The police aren't keeping people safe.  Your "but, but just wait until...." bullshit is just that, bullshit.  Did the cops stop the four people who jumped you from jumping you?  No, they did not.  They didn't keep you safe, nor is it their responsibility. It is your responsibility.  If somebody breaks into my house while I am home, they had better hope that the dogs get to them before I do, and I'm not going to play fair.  Why?  Because I fully understand that the cops won't be there to sort the situation out in time.  It is my responsibility.  Deal with it.

Actually, police departments across the country are requiring officers to wear body cams.  The issue is that they feel it will exonerate more officers than implicate.  I suspect they're right.

Nonetheless, it will carry with it the same spoliation inference in the event the footage is destroyed (same as dash cam, etc.)...  which is a death knell for any case.  Depending on the case, I suspect it would be subject to FOIA as well.

So no, filming the police is not going to be illegal...  expect some yelling and gnashing of the teeth though.

I was referring to APD specifically.  They were killing, what, 7 or 8 people a year?  But yeah, state troopers have an undeserved good reputation.  There are still some on that force who want to help people, but, like all other government organizations, they are succumbing to the rot.  Of the government, by the government and for the government.  It's a helluva rot. 

 

Funny thing is, during those almost riots, APD tear gassed the state troopers along with the protesters.

I very carefully avoided calling them good cops.  I said "want to help people."  The reason for this is because I 100% agree, if they watch the shit that happens happen and don't at least speak up, they are not good cops.  But a few of them still want to do some good.  There is a difference.  I can point to a state trooper who got hit by a car while trying to help somebody in diabetic shock, then, after recovering from that, was the sole survivor of a helicopter crash while trying to rescue a stranded hiker.  Then I can point to the state trooper who shot at a mini van with kids in it up near Taos.  This issue isn't black and white.

If it is a traffic stop and they are running away - don't shoot.  If you have to shoot - go for the legs and do not empty the clip. 

If the civil lawsuits where the taxpayers/city have to pay out in these cases were charged 50% of the judgment against the police pension plan - this would stop very quickly.

Our institutions are broken at almost every level in this country. This case appears to me to be a situation where someone who should never have been a cop was allowed to become one. Things like this also happen when the wrong kind of culture develops in a policing unit, one that begins to see itself in a gang war against outlaws, and/or adopts a deeply cynical view of a society that expresses a hatred of those who serve. Today's media is full of this narrative, and it doesn't take more than one or two outright assassinations of police officers to put every single one of them on edge. Under those circumstances, marginal officers begin to do really unforgivable things in the heat of the moment with the force and authority at their disposal. Personally, I am somewhat surprised that things like this don't happen much more often at this point in the corruption of our entire society.

It strikes me as deeply disturbing that the members of the society that created these conditions reel in horror when something like this happens, completely unaware of their role in shaping the full set of circumstances that cause them to happen. This only guarantees that the situation will get worse.

I know and have known many members of law enforcement at many different levels, and with the rare exception, they are sheepdogs not otherwise different from you and me. But the job affects them, sometimes deeply.

I would be leery of hiring vets for a police force even if I thought that they wanted to do good.  PTSD.  They lived though shit where shoot first and ask questions later was often the best course of action if they valued their survival.  The morality of sending them into that situation in the first place aside, we don't want that on a civilian police force.

Ask yourself what has changed since the 50's. Many WWII vets returned to serve widely in police forces then. The answers lie in places we do not always see at first or fear to look, and have much more to do with decaying institutions and the growth of corruption and moral hazard in our culture.

It is absurd to point to an entire class of people and call them all murderers. Systems are always perfectly designed for the results they obtain. When those systems are corrupted, so then are the results.

I've put maybe 20,000 rounds downrange using handguns of all types and calibers.

The video is terrible quality. I also looked for recoil and evidence of gunfire. If you look carefully, you can see smoke in some of the frames. It is also not unusual for large men with a very familiar, well-fit handgun to demonstrate almost no recoil. There's no way this video is high enough quality to reveal a slider going back and forth.

i admit i cant bring myself to watch the damn video.  but the implications of what you are suggesting is maybe these were blanks and this is a staged event?  seriously nothing would surprise me at this point.  i will say that after shooting a perp, the officers usually are pretty pumped.  they have alot of adrinaline flowing.  they also clear the crime scene right after a shooting.  from the still i have scene, doesnt appear that the officer is too concerned with being filmed murdering the dude.  i would think that the officer would immediately scan the crime scene and confiscate that phone(which seems to have been in the PERFECT place and time.)

Yes, that was one of the first things I noticed. It was like the cop tasered him, but the taser had no juice or something, because the guy ran rather than falling to the ground. You see the taser wires in the first few frames, however, they're in an odd position based on how close the two men are, and their upright positions. It seems, like all good lies, the cops story is a partial truth. He just left out the part where his life was never in danger before he shot someone in the back.
