Caught On Tape: South Carolina Cop Shoots Unarmed Man 8 Times In The Back

Activists plan to protest in South Carolina today, according to Reuters, after a white police officer was caught on video fatally shooting a 50-year-old black man in the back as he ran away following a traffic stop. The officer has been charged with murder and the FBI and U.S. Justice Department are investigating the shooting, the latest in a series of incidents that have raised questions about U.S. policing and race relations.

As Reuters reports, the video shows a brief scuffle between the pair before Scott begins to run away.

Slager is then seen taking aim with a handgun before shooting eight times at Scott's back. Scott then slumps facedown onto the grass.

 

According to a police report, Slager told other officers Scott had taken his stun gun from him.

 

At no point in the video, which does not show the initial contact between the men, does Scott appear to be armed.

 

Slager is seen placing the victim in handcuffs as he lies on the ground, and then the officer walks back to a spot near where he opened fire.

 

The video then shows him appearing to pick something up, return to Scott, and then drop it next to him on the ground.

As Liberty Blitzkrieg's Mike Krieger exclaims, the video above is really hard to watch. Not just because we see a police officer gunning down a man as he ran away, but because he repeatedly yells at a dead body to “put his hands behind his back,” and then seemingly plants his taser by the corpse to cover up the crime.

The officer then runs back toward where the initial scuffle occurred and picks something up off the ground. Moments later, he drops an object near Mr. Scott’s body, the video shows.

The video at the end of this story is really hard to watch. Not just because we see a police officer gunning down a man as he ran away, but because he repeatedly yells at a dead body to “put his hands behind his back,” and then seemingly plants his taser by the corpse to cover up the crime.

Just like with banker theft, unless people are held accountable with serious jail time, the criminality will not only continue, it will get worse. The rule of law must be restored and applied equally to the rich and powerful, or we are truly doomed as a society.

WASHINGTON — A white police officer in North Charleston, S.C., was charged with murder on Tuesday after a video surfaced showing him shooting in the back and killing an apparently unarmed black man while the man ran away.

 

The officer, Michael T. Slager, 33, said he had feared for his life because the man had taken his stun gun in a scuffle after a traffic stop on Saturday. A video, however, shows the officer firing eight times as the man, Walter L. Scott, 50, fled. The North Charleston mayor announced the state charges at a news conference Tuesday evening.

 

North Charleston is South Carolina’s third-largest city, with a population of about 100,000. African-Americans make up about 47 percent of residents, and whites account for about 37 percent. The Police Department is about 80 percent white, according to data collected by the Justice Department in 2007, the most recent period available.

 

The shooting unfolded after Officer Slager stopped the driver of a Mercedes-Benz with a broken taillight, according to police reports. Mr. Scott ran away, and Officer Slager chased him into a grassy lot that abuts a muffler shop. He fired his Taser, an electronic stun gun, but it did not stop Mr. Scott, according to police reports.

 

Moments after the struggle, Officer Slager reported on his radio: “Shots fired and the subject is down. He took my Taser,” according to police reports.

But the video, which was taken by a bystander and provided to The New York Times by the Scott family’s lawyer, presents a different account. The video begins in the vacant lot, apparently moments after Officer Slager fired his Taser. The Supreme Court has held that an officer may use deadly force against a fleeing suspect only when there is probable cause that the suspect “poses a significant threat of death or serious physical injury to the officer or others.”

 

Mr. Scott’s brother said his mother had called him on Saturday, telling him that his brother had been shot by a Taser after a traffic stop. “You may need to go over there and see what’s going on,” he said his mother told him. When he arrived at the scene of the shooting, officers told him that his brother was dead, but he said they had no explanation for why. “This just doesn’t sound right,” he said in an interview. “How do you lose your life at a traffic stop?”

I've done plenty of handgun shooting, in calibers ranging from .22 up to .45, semi-auto and revolver.

That is a VERY fast string of 7 shots, then a slight pause, and an eigth shot. Granted, the video is poor quality, but I would expect to see a little more gun movement even if it was only 9mm. If it was .40 or .45, I'd expect to see much more movement.

The recoil from both those calibers is not hard to control in a decent-sized handgun. But that doesn't mean that the gun just sits there. There is a difference between "NO recoil" and "controlled recoil". The video looks like the gun is literally just remaining still.

Try this exercise: watch the video with the sound off. It's hard to discern that he fired the gun even once, much less eight times.

There was recoil.  Watch the video again.  Those calibers aren't just easy to control, they're downright tame.  I say this as somebody who as fired handguns chambered in everything from 22lr to 270 Rem.  Tame.  There is nothing funny in that video.

It's always odd to me to hear people comment on weapons when they know very little about them.  9-mm, as you state, tame.  My youngest daughter could competently handle one at 6-yrs old.  No problem. 

I've shot many things in the course of my life, and I've never had anything bleed like you see in the movies.  I've shot whitetail deer before, hitting both lungs and the heart, and they've still ran over 100-yds with hardly any blood trail.  That was with a rifle.  With a pistol, my best shot with my P220 was a feral dog running at an oblique angle at about 40-yds.  I hit him right behind his front leg, got his lung/heart, and he made it about another 15-yds before expiring.  People really aren't a whole lot different.

It depends on the slide and frame of the gun.

A stainless frame and slide take out a lot of the snap and recoil.

Not necessarily if it's a 9mm, though most police carry .40 cal (at least here in Baltimore).  Depends on the shooters control.  This isn't shooting a .357 or a revolver - it's a semi-auto, so the slide picks up a good deal of recoil horizontally.

South Carolina tends to be a state that follows the rule of law . . . unlike many other states or our Feral government.  It will take an intervention for the thugcop NOT to be convicted.  I give it 50/50 odds on the efficacy of a federal intervention that results in a 'not guilty' verdick.  Cant have an example (even one in the dirrty south) of a cop catching a murder conviction for blowing away an innocent.  That would send the wrong message to 'New York's Finasties') and all the other members of the cop cartel.  Fucking pass the popcorn.  Oh, and if I witnessed that, I'd be about 50/50 as to whether I emptied my mag into the cop.

The FBI is involved? Since this crime did not cross state lines, and has no bearing on interstate commerce, they have no jurisdiction.

The hidden agenda point that no one is talking about is the Federalization of law enforcement. Within ten years we are going to see steps taken to eliminate State and Local police forces in favor of a single Federal police force... all in the name of "justice" of course.

The best time to act is immediately after the murderer blasted 8 rounds.  That's when South Carolina law allows a CWP holder to shoot to kill if a 3rd parties life is in danger.  1 such instance anywhere in the US would immediately change all thugcop tactics.  Gotta give them a reason to hesitate.  Knowing there is a real probability of catching 2 in the chest, 1 in the head in response to murdering a citizen would be a good reason to hesitate.

Hitting a fleeing target at that range with a hand gun... at tleast they teach them how to shoot well. But they may want to take a bit more time teaching them about the consequences for excessive use of force, and use of deadly force.

Even if this guy who was shot had a long criminal record, or had assaulted the cop, there was no reason for the policeman to have shot him. He was fleeing, was unarmed, and posed no imminent threat the safety and well being of others.

This guy is going to have a tough time in jail. Tragic and sad.

What bothers me is that I don't think the guy was dead after he fell to the ground, but was mortally wounded. The cop yelled at him to put his hands behind his back because he was still alive. Then, he failed to administer any life saving medical care to the man he just shot. The cop just cuffed him and watched him die. This was probably because of the old saying that "dead men tell no tales." He was trying to cover up his act by not letting a witness live.

Please no hate replies... the point is we need to see an equal amount of "injustices" from the other side, too.  It happens on a far more frequent scale and is never reported by the MSM.

I knew this comment would receive a lot of down votes and misunderstanding.

Please try to understand...

My point is this...

Practically everything we see, hear and know about today is delivered to us via a small conglomerate of media moguls who decide what is "newsworthy".  In this horrible case, it is indeed newsworthy and deserves a host of attention, condemnation and prosecution.  

However, it is this "choosing" of  events (mostly terrible) which immediately comes to my mind every time such a thing occurs.  There is a deliberate sleight and ignorance of equally barbaric deeds which go purposefully unreported so as to NOT incite thoughts, ideas and action by the OTHER side.

If the courts ever rule that "sovereign immunity" does not automatically apply to almost all police shootings and beatdowns, the police will then be in the same position as the pedophile priests after victims started to win monetary judgments against these perverts.  Priests got away with molesting children forever, until some money hungry lawyers broke the veil of silence.  Cases like this shooting will force the degenerate judges who rubberstamp cop killings to worry about the repercussions of their continued support of homicidal "boys in blue."

Soveriegn Immunity in the US is a crock of shit.  We have no Sovereign and therefore no call for Sovereign Immunity.  We do have a requirement that there be equal protection under the law which precludes having one calls of citizens (government employees) being given special protection for their actions.  

Sovereign immunity was a creation of the judiciary.

I grew up real fast . . . on a steady diet of perversion of the rule of law.  US courtrooms are specialized theaters.  Over the past 30 years, they have become grand venues of justice theater, where the rules change depending on who is playing.  Gun sales hit new records annually for a reason.  My finger is itching for a return to the days where when you want justice, you take it . . . usually with your gunplay.   These days, the cops and military are the only ones who get to take justice exclusively with their guns.  But a new day is surely coming.  At least the thugcops and ISIS know the rules and play the game with their full ability.  I cant wait til the citizenry decides its going to get some, too.  Rat-a-tat-tat.

He was a brilliant politician, though.  He got himself into a bloody good show @ Gettysburg, and instead of it being his Waterloo, he made it a crusade about ridding the world of slavery.  Lincoln was also about as cynical (and practical) as Stalin.  The north was industrialized and didnt use slaves.  Why not free 'em, if it served his purpose.  And so, and the winners, the war got written up as a crusade against slavery, rather than an inflection point in the tension between states and Fedcoat rights.
