Russia Preparing Offensive In Ukraine, NATO General Imagines
Just a day after the US Navy said it was prepared to escort US-flagged cargo ships through the Strait of Hormuz as a precautionary measure after Iran supposedly fired on and subsequently seized a ship flying the Marshall Islands flag, we get still more sabre rattling in what has become a global staring match between the US on one side and Russia, Iran, and China on the other, with points of contention ranging from territorial sovereignty in Eastern Europe, to man-made islands in the South China Sea, to nuclear energy, to cyber warfare. This time it's U.S. Air Force General and NATO supreme allied commander Philip Breedlove ratcheting up the rhetoric (and perhaps suggesting that the Kremlin is correct in its assessment of US foreign policy) by suggesting to the Senate that Russia is planning to shatter what remains of the fragile ceasefire in Ukraine by launching an imminent offensive.

Russia's military may be taking advantage of a recent lull in fighting in eastern Ukraine to lay the groundwork for a new military offensive, NATO's top commander told the U.S. Congress on Thursday.
U.S. Air Force General Philip Breedlove, the NATO supreme allied commander, said Russian forces had been seeking to "reset and reposition" while protecting battlefield gains, despite a fragile ceasefire agreed in February.
And while the general had trouble explaining exactly how he came to this conclusion based on the evidence he had observed, he did come prepared with plenty of vague soundbites which, although largely devoid of any real meaning, sounded scary enough to get the attention of the media and will probably play well with the 348 members of the House who not long ago voted to provide lethal aid to Kiev. Here are some excerpts from the DoD press release:
“Many [Russian] actions are consistent with preparations for another offensive,” he added. Russia is aggressive in all elements of national power -- diplomatic, informational, economic, and its military, the general said.
“It would not make sense to unnecessarily take any of our own tools off the table,” he said about the U.S. possibility of supplying defensive weapons to Ukraine.
Russia’s aggression also is destabilizing neighboring states and the region, and its illegal actions are pushing instability closer to NATO’s boundaries, Breedlove told the senators.
“We cannot be fully certain what Russia will do next, and we cannot fully grasp [Russian President Vladimir Putin‘s] intent,” Breedlove he said. “What we can do is learn from his actions, and what we see suggests growing Russian capabilities, significant military modernization and an ambitious strategic intent.”
Got it. So summarizing, we cannot be certain about Putin’s intent, but based on his actions, we can be certain that his intent is both ambitious and strategic. Note that Breedlove has managed to pull off what we thought was a linguistic impossibility: his statement is contradictory, vague, and definitive all at once.
Here is what the general wants from Congress:
With the strong threat posed by Russia and the growing challenge in southern Europe, Breedlove said, Eucom needs help from Congress in three areas.
The first, he said, is a persistent U.S. forward presence in Europe, which he called the bedrock of the United States’ ability to assure allies, deter adversaries and be postured to act timely if deterrence fails.
Second, he said, is for Congress to provide for sufficient intelligence support, after Russia’s operations in Ukraine the past year underscored critical gaps in intelligence collection and analysis.
“Russian military exercises have caught us by surprise, and our textured feel for Russian involvement on the ground in Ukraine has been quite limited,” Breedlove emphasized.
Earlier warning also will assist with counterterrorism and operations in the European theater against the Islamic State of Iraq and the Levant, he said. “A small investment in this capability could lead to a large return and our understanding of the complex challenges we face,” he added.
Congress also must provide sufficient future resourcing with European Reassurance Initiative funding support in fiscal year 2016. ERI support in fiscal 2015 showed the U.S. commitment to its allies, helped to shape the European theater and allowed Eucom to build and sustain partner capacity, Breedlove said.
“Key components of ERI in fiscal ’16 include maintaining air superiority presence, participating in NATO exercises, supporting rotational presence of an armored brigade combat team, prepositioning equipment [and] funding the Global Response Force exercises, in addition to other needs,” he added
In summary: a “persistent forward presence in Europe,” “sufficient intelligence support” to counter Russia, continued participation in “NATO exercises,” and the provisioning of “prepositioning equipment” and “sufficient future resourcing [to] help shape the European theater.”
Consider that, and then recall the following assessment of US foreign policy penned by Putin’s security council in March:
The armed forces are considered as the basis of US national security and military superiority is considered a major factor in the American world leadership. While maintaining the continuity of the plants to use military force unilaterally and anywhere in the world, as well as to maintain a military presence abroad...
Significant efforts by the US and its allies will be directed to the formation of anti-Russian policy states, with which Russia has established partnership relations, as well as to reduce Russian influence in the former Soviet Union.
Continue the policy of preserving the global dominance of the United States, increasing the combat capabilities of NATO, as well as to strengthen the US military presence in the Asia-Tihokeanskom region. Military force will continue to be considered as the primary means of ensuring national security and interests of the United States.
Becoming more widespread to eliminate unwanted US political regimes acquire advanced technology "color revolutions" with a high probability of their application in relation to Russia.
As we said before: that sounds pretty accurate to us.
Meanwhile, note that Breedlove managed to sneak a reference to the ISIS bogeymen into his request, because when you need Congress to get behind a plan to expend more resources on a proxy war, there's nothing like suggesting that a failure to act will somehow facilitate the spread of radical Islamic militants to shore up support.

The Chinese are very shrewd buyers, and on that basis alone, you must realise that products intended for their internal market may well be in a different league (quality) than the "cheap export" stuff.
The fact that they can still "sell" poor quality product, and STILL make enough profit once the shipping / handling / third-party "skim" has been deducted, will tell you how much work went into cutting costs. Their real "Quality" products (e.g. Rigol D2000 series oscilloscopes) are NOT cheap, and are VERY good (far, FAR better than Tektronix at a comparable price point); other manufacturers are really catching up fast (Siglent, Uni-Trend, Atten, OWON), with corresponding "price escalation" to reflect improved quality.
Even their earlier (1960's) metrology products were very good - I have a selection of verniers / micrometers that are entirely comparable to "The Best of the West" - but were never marketed to the West . . . . . .
So, it will pay dividends to treat the "Chinese Crap" meme with a sizeable grain of salt. Cheap is cheap, but thay CAN and DO produce GOOD quality items for not that many dollars more . . . .

Putin does not need to dump Eastern Ukraine, nor annex it. Do you know that factories were built in Russia very close to the border with Ukraine in a very short time after the civil war started - very similar factories like the ones that were in the Eastern Ukraine before the civil war. Eastern Ukranians can now step over the border to Russia to go to work and earn their living and then come home to the Donbass again (to fight if necessary). Amazing how fast Russians can rebuild factories (experience from the WWII, where factories from the Moscow area were moved to/rebuild in a very short time in Siberia, after Hitler attacked). Pensions are now being paid to Eastern Ukranians again, but in rubles not in the Ukrainian currency, Surprise? Where do you think they get those rubles. Russia is feeding and sustaining those people and keeping them alive and as a consequence they can defend themselves from the Kiev army without any military help from Russia. Eastern Ukranians now even have their own army, their own special forces, everything they need to defend themselves. Russia will simply continue to feed them - that can be hardly called a reason for war by the West.

The two greatest victories in the Soviet era were the battles of Stalingrad and Kursk. In both, it was the enemy which began the offensive, while the Red Army built up its reserves (Stalingrad) or held them back (Kursk) until the German offensive bogged down.
The Pro-Russian - Pro-Separatist websites are warning of a pending offensive to be launched by the Ukrainians, and report of daily probing attacks by Urainians in clear violation of the ceasefire agreement.
Both sides are trying to provoke the other to start the war over again.
It is my guess that the Ukrainians will increase the intensity and duration of their probing attacks until they trigger a major response from the separatists. Of course the US/NATO will declare Russia as the aggressor. So, Breedlove will be able to say: "I told you so!"

And according to some sources, the Kiev military is upping the number of ceasefire violations just as the EU is getting ready to vote on extending the sanctions in July.
Kerry has already told the EU that there would be 'costs' if they were not renewed.
I suspect "President" Poroschenko may have made a slight mistake in the presentation. In all probability the war in Eastern Ukraine will ens with the reunification of Donbass / Crimea and Kiev - under Russian control.

The original site hosting this Ukraine thread was closed today due to copyright issues, mainly photographs in other areas of the site I believe.
The old thread was reconned to be the best site in English on the Web to use to follow what the hell was happening, both militarily and politically, in Ukraine. It was exciting at times with very passionate views on both sides leading to bust-ups, bannings etc (note the latter part of the thread title). If you want to get a feel the old site is view only for a limited time. The link is in the previous post. To give you an idea of its impact, in 15 months it attracted over 120,000 posts and 23 million views. Pretty good for a low rent and specialist operation.
Many of the posters, myself included, have now moved onto the replacement site (serious restrictions apply to posters) where, as Volkodav says, the new thread is up and running from yesterday.

The photos were down. Depending on the subject matter, I'm not sure I miss seeing them.
There can be no doubt that Russia wants the sanctions to end in July, which is why Putin never used gas as a weapon against Ukraine or EU. I also remember seeing other demonstrations of his reasonableness.
And there can be no doubt that it is the intent of Washington to provoke Moscow into a real invasion of Donbas and not the liar invasions that the West pitched but never could prove. Or firing ordinance from Russia at the Ukrainian forces.
Such an action by Russia probably would cost them the 28 votes at the EU.
How Putin will handle a Ukrainian 'false flag' attack to generate a Russian response remains to be seen. The obvious way would be an immediate 'false flag' attack by Russia.

Meanwhile we are now welcoming "Putin's" Nigth Wolves bikers in the Central Europe, as they managed to get through to Poland (with the help of Polish bikers) and now to my country. They are very peaceful, polite Russians (despite their rough appearance:-) saying that their ride is an anti-War demonstration for peace, they lay down wreaths on graves of Soviet soldiers from WWII, chat with locals, we take some pictures with them and then they peacefully go on their way. I have seen no hate or agression nor on the side of the Russian bikers nor on the side of the local population in my country. I wonder where the anti-Russian people dissappeared? It seems they were to afraid to show up?
