Moscow Furious After Both Belgium And France Freeze Russian State Assets

Russia has summoned the Belgian ambassador to Moscow and threatened to “respond in kind” after bailiffs instructed nearly 50 Belgian companies to disclose Russian state assets, a move which reportedly sets the stage for the seizure of Russian property in connection with the disputed $50 billion Yukos verdict. Essentially, Russia was required to submit a plan for a €1.6 billion payment pursuant to the ECHR decision by June 15, and because Moscow did not do so, Belgium will attempt to extract the payment on its own.

As a refresher, here’s what we said last year regarding the arbitration:

The Hague is not Vladimir Putin's favorite place today. Following the "war crime" comments earlier, the arbitration court's decision to rule in favor of Yukos shareholders (and thus against the allegedly "politically motivated" confiscation of the firm's assets by the Russian government) with a $50 billion settlement (half what was sought) has prompted a quick and angry response from the Russian government. Blasting the "one-sided use of evidence," and re-iterating the massive tax evasion that the leadership were involved in, Russia slams "the puzzling unprecedented amount of damages" awarded, claiming the process is "becoming increasingly politicized."

Here’s RT on Belgium’s move to freeze Russian assets:

The bailiffs were reportedly acting at the behest of the Isle of Man-based Yukos Universal Limited, a subsidiary of the Russian energy giant, dismantled in 2007. They have given the target companies a fortnight to comply..

 

Russia will appeal the court’s arrest of Russian property, Russian presidential aide Andrey Belousov said. According to the official, “the situation with the arrest of the property is politicized, [and] Moscow hopes to avoid a new escalation in relations.”

 

A letter accompanying the notice, reportedly drafted by the law firm Marc Sacré, Stefan Sacré & Piet De Smet, accused Moscow of a “systematic failure to voluntarily follow”international legal judgments.

The addressees included not just local offices of Russian companies, but international banks, a local branch of the Russian Orthodox Church, and even Eurocontrol, the European air traffic agency headquartered in Brussels. Only diplomatic assets, such as embassies, were exempt.

 

The situation was not unexpected, and Russia is considering a number of measures to deal with possible asset seizures both in Belgium and in other countries, said Andrey Belousov, an aide to Russian President Vladimir Putin.

 

Yukos Universal Limited was awarded $1.8 billion in damages by the Permanent Court of Arbitration in The Hague in July 2014, as part of a total settlement for approximately $50 billion, owed to its former shareholders and management. The court concluded that the corporation, once headed by Mikhail Khodorkovsky, who spent more than a decade in prison for embezzlement and tax evasion from 2003 to 2013, “was the object of a series of politically motivated attacks.”

 

Russia has not accepted the ruling, saying it disregards widespread tax fraud committed by Yukos, and constitutes a form of indirect retribution for Russia’s standoff with the West over Ukraine.

Russian institutions in Belgium, except for diplomatic missions, received on Wednesday by bailiffs arrest warrants in their possession of the State Property of the Russian Federation.

 

The document stated that the arrest is made on the basis of the decision of the Belgian Court of Arbitration of 18 July 2014 to the claim of "Yukos Universal Limited."

The specified amount of the claim in it - 1.6 billion euros.

 

Bailiffs indicate that the plaintiff has demanded such a measure, "because it has serious concerns about the possibility to receive the sum due, in particular, due to a systematic failure of the Russian Federation to fulfill handed down judgments against it and considering the attitude of the Russian Federation to the decision."

 

As explained by "Interfax" the representative offices of bailiffs' Marc Sacre - Stefan Sacré - Piet De Smet "listed in the organizations are obliged to declare within two weeks at their disposal cash, property of the Russian Federation and the debt to the Russian Federation.

 

The list covers almost all the major banks, registered in Belgium, and even organizations such as "Eurocontrol", which regulates air traffic over Europe. In it - all Russian representative, except for the protected diplomatic immunity until the Archbishopric of Brussels and Belgium ROC, including the representation of non-governmental organizations and the media.

But it's not just Belgium. France also froze the accounts of Russian companies on Thursday, targeting Russian firms run by a French subsidiary of the country's second largest lender, VTB. Here's RT again:

French law enforcement has frozen the accounts of Russian companies operated by the French subsidiary of VTB, Russia’s second-largest bank, CEO Andrey Kostin told RBC. Diplomatic accounts were briefly frozen as well, but have since been unlocked. “As of this morning [diplomatic accounts] were unfrozen… The sums are small, some dozens of thousands of euros, [but] Russian companies' accounts are still frozen,” the bank chief was cited as saying. “We are working on the problem with our lawyers now.”

And the response from the Kremlin:

“[Remove the violations], otherwise, the Russian side will be forced to consider taking adequate response measures against properties of the Kingdom of Belgium, including properties of the Belgian embassy in Moscow, as well as of its legal entities”

We imagine this will only serve to further inflame tensions between Russia and Europe amid escalating violence in Ukraine and an increasingly aggressive stance towards the Kremlin on the part of Washington and NATO.

As choices of countries to taunt go, Belgium and France are good because there is nothing that they have to offer that Russia needs and there is no point in retaliating against either country.

If there is retaliation, the Putin should retaliate against Germany and then Germany would then supposedly put pressure on the French and Belgianas. But we know that will not happen since it is all theater.

Oh my. Here are the basic facts about who produces and trades titanium ores:

Australia is currently known to have 21.3 % of the global known reserves of economically recoverable titanium.
China has 26.7%
Canada 4.1%
USA 0.27%

Russia doesn't even rate as significant reserve holder.

The production of titanium ores is primarily in the form of Ilmenite and Rutile, and in terms of Ilmenite production the bulk of current production comes from these four countries:

South Africa = 16.9%
China = 14.7%
Australia = 14.5%
Vietnam = 7.8%

Russia does not even rate as a significant producer. Meanwhile, even the USA's tiny reserves produces 4.6% of total global Ilmenite production.

As for rutile production, Australia blitzes everyone with >56% of global production, and the next largest producer is South Africa with 16.4%. Again, Russia doesn't even rate a mention as a significant rutile titanium ore producer!

The whole notion that Russia controls global titanium production and its trade is utter baloney, pure myth. You're another one of these sad chaps who's bought in hook, line and sinker to the delusional Russian propaganda, being spread by similarly and equally duped fools.

Check the facts some time. Here's one for you:

And take note that the Dutch guy's assertion was titanium is used in the manufacture of western jet "ENGINES", i.e. not in the airframes.

Problem: Boeing is not and never has been a jet engine manufacturer. Plus it's airframes are constructed from aluminium, and more recently from carbon fiber as well.

BTW, the world's largest laterite aluminium deposits and mines are in Australia as well, and yes, that's what Boeing made its jets out of for the past 50 years, and those mines were setup for that, and other reasons, by Utah mining interests as 'Comalco,' during the Cold War, now 'Alcan', owned by Rio Tinto.

You are referring to Russia pre 1985. Since then they have been trying to shake off 70 years of Bolshevik inspierd Communism. The neo bolsheviks started leaving Russia then and linking up with like minded neo Bolsheviks in the US and Europe.

Russia has far more in common with ideals and value system of the US pre 1970 than present the present US does. Equally the US today has far more in common with pre 1980 Russia than present Russia does.

Russia's response to anything from the Hague should be the same as that of any soveign nation - Fuck You!!.
I doubt that Russia has much investment in Belgium. It's a rather small country.
If I were Putin I would just recall everyone from ambassador from Belgium and throw their out of Russia. Belgium is overun by African trash anyway. Good luck to them.

France is a different story, but I am willing to bet that they Frogs have move investments in Russia than Russian in France so Russia could respond in kind.

However any seizure of assets is an act of war.

Ah, the 'ol French surrender jokes !

This kind of ugly disdain and nasty jokes come from the firm refusal of the French to join America in Irak, in 2003. Since France refused to go to Iraq, American warmongers and neo-cons made French army look like cowards – as a punishment. Surrender jokes are the left overs of the 2003 Bush hate fest against the French.

But History has proved the French were right, and that the WMD were only a dirty trick to serve as a pretext.

Nevertheless, the hate of American warmongers against France remains still there, well alive, even in ZH.

This stale hate still shows through "innocent good jokes" about the “surrender monkeys” and their white flag … As for the rest, the French can be proud of their Military History which remains despite these stupid jokes the best military record in Europe.

In fact the French - surrounded by the Germans, English, Dutch, Italians and Spaniards (among others) - succeeded to win and guard the largest country in the very heart of Europe.

According to the British historian Niall Ferguson they did it by fighting 168 major wars even against such badasses as the Roman Empire, the British Army and the Turkish forces. They've won 109, lost 49 and drawn 10 times.

The French have undoubtedly got a military history which makes them feel proud. But they also have a history not to be so proud of. WWII and its surrender/collaboration with Nazis is one example, which of course goes way back before Iraq.

France and the French have been around a long time in the heart of Europe in one form or another.

They won, they lost, they drawn... They will survive.

 

Anyway, about WWII you must learn a few things :

The French have not be proud of their poor military leadership in WWII, but nearly twice as many French soldiers were killed in in the 1940 Battle of France over six weeks as the United States lost in Vietnam over the course of a decade.

In 1939 and 1940 France was let alone (apart from only 8 British divisions, which succeeded to quickly re-embark at Dunkirk thanks to the sacrifice of the soldiers of the 1st French Army of the North).

France was let alone facing a nazi-fanaticized country with a population of 80 million (vs. 40 million in France), a particularly well prepared war-industry, and an air superiority of 5 vs. 1. 

At the same time the “US ally” refused to sell planes on credit to France!

Contrary to what has often been said, and is a result of the Nazi propaganda of that time, and the neo-cons hatred in 2003, the German advance (Blitzkrieg) encountered serious resistance from the French troops. In the six week Battle of France, from May 10 to June 22, 1940, the French lost, in military personnel alone, 260,000 wounded and 108,000 killed. A total of 368,000 casualties in six weeks is not something to pass off lightly.

This is 5 times more than the losses of the American army in three months of battles in Normandy in 1944 (21000), and nearly the same amount than the US deaths in 7 months of WW1 (116700)!

It is the air superiority (over 1,000 Stuka bombers knocked out the troops defending Sedan) and the intelligent use of the German panzers that broke the defences and made ineluctable the defeat.

Since WW2, air superiority is generally the winning key of all battles …

The 1940 campaign was the most intense of all the battles that will take place later on the Western Front:  

the Germans suffered heavy losses in just 6 weeks - approximately 60,000 killed 111 000 injured and above 1250 planes were destroyed which will be greatly missed by the Luftwaffe during the battle of Britain. Struggling one against five, the French fighter planes weakened the Luftvaffe (defeating two German planes for one loss).

Yes, the Germans gave the French a terrible beating. But it took the combined strength of the United States, Great Britain, Soviet Russia, Canada, etc., to beat the Germans.

It’s asking rather a great deal of France to match such strength against hers – with an air inferiority of 1 vs. 5. The US never faced more than 15% of the Wehrmacht – 80% were in the East -  when France had to face alone 100% of Hitler's war machine in 1940 – plus 22 Italian divisions in the south. 

In fact, the Germans would have walked straight over the British or American armies if any of these places would have been directly adjacent to France. Remember that in 1944, at the battle of the Bulge (Ardennes) the Americans were only saved by their planes. Strangely, it is at the same place that the Germans initially broke the French line.

After the defeat, Vichy was recognised by the US Government until end of 1942!

* Apart from the puppet government based in Vichy, there was a free government based in London under the authority of General De Gaulle.

* In all occupied countries by the Nazis, some citizens, driven by nationalism, ethnic hatred, anti-communism, anti-Semitism, or opportunism knowingly engaged in collaboration. But the LVF (Legion Volontaire Francaise), the French volunteer army that the Germans tried to organize, was a gigantic flop: Only a division was supplied to the German army, whereas the Netherlands (with a 4 times less important population) supplied 2 divisions.

* In all occupied countries by the Nazis, the Jews have been quite completely exterminated during WW2. In occupied France, “only” (if we may say) 25% of the Jews have been deported. Most of the Jews succeeded to survive thanks to the active and passive resistance of a large part of the population. This explains why France is now, by far, the country in Europe with the largest Jewish community (more than 600 000).

* During the Italian campaign of 1943, 130,000 Free French soldiers fought on the Allied side (under General Juin)

* By the time of the Normandy invasion, Free French forces numbered approximately half a million regulars and more than 100,000 French Forces of the Interior (FFI).

The FFI in Normandy and the Île-de-France region surrounding Paris began to harass German forces intensively, cutting roads and railways, setting ambushes and fighting conventional battles alongside their allies. More precisely World War I cost France 1,697,800 dead and 4,266,000 wounded (of whom 1.5 million were permanently maimed) and 537,000 made prisoner or missing - exactly 73% of the 8,410,000 men mobilized (for a total population of 40 million).

This means that 60% of men between the ages of 18 and 28 died or were permanently maimed.

You can have an idea of what these figures woud represent for the present population of the US:

13,412,000 dead and 33,701,400 wounded (of whom 11,850,000 permanently maimed) and 4,242,000 made prisoner or missing. 

And the French DID NOT SURRENDER !

Uhh... what theft? I read the article, the parties went to arbitration, a judgement was made that Russia would pay 1 billion plus. They didn't, so the concerned party s excercising it's option and freezing assets in an attemp to extract payment, what theft. However, I believe this is about Greece getting in bed with Russia, and as sanctions must be unanimous, Greece was about to lift it's support on friday which would have the effect of sanctions being abandon. Anyway, thats just what I think, but I'm wrong alot.

I think it's time for Putin to address the Russian people. Lay it out for them that their nation is being surrounded by NATO, that Russian property is being stolen, that the west is guilty of supporting war crimes in the Ukraine against Russian Ukranians and war crimes in Syria, Iraq and Libya. That the nation is now on the highest alert and war footing.

Putin must ask his people how much more should the nation take. What should the line in the sand that warrants a declaration of war.

I thought everyone might find this amusing, I’ve begun handing out cool Sith names with Latin roots to various high-level socioeconomic players. For instance, Donald Trump is Darth Paciscor which is the Latin root for Pact, or Deal, George Soros is Darth Speculous on account of being one of the greatest currency speculators of all time, and most evil of all is bubble blower extrordinare Larry Summers who is Darth Papula, from the Latin root for Bubble. Papula has the literal meaning of Bubble in Latin but more the connotation of a festering boil or pustule about to burst so I thought the name was doubly appropriate for him. I thought many would be amused by my commentaries which are simply too long to be left in a comment so I posted the links below.

Perhaps some of you you could join in on the action? Somebody find a cool Sith name for Mark Carney for instance, or perhaps Janet Yellen or Ben Bernanke.

I've some Belgian, Dutch, and French Cult Monkies (Scientology, Xian Science, etc) involved in the Racket in my Life.  Some were affiliated with ING somehow; but the french based names persisted for the Cult Cluster.  They've shown up at places of worship(one looked as if she was tripping on something (and was asked to leave) - AND at a State Sponsored Career Networking Club in Pasadena (she looked like she was on some psych meds - w/o them at the Church)...

Greenpeace was mentioned as well, so the Cluster breeds well...

Perhaps Euro scum thinks the energy company was Jewish, hm? Wouldn't be unheard-of. Jews have a habit of seeing properties of others' as their own, especially if they manage to steal some of it; and since Jews rule the West, you can understand why they always run there seeking a blessing, approval or an acceptence of their theft.

 

Russia should also start opening cases against Western states which are prosecuting their, or foreign, companies who are not paying taxes or outright stealing, calling prosecution "politically motivated" and handing out heavly fines; and if Western states don't pay those fines, Russia should confiscate their property. In realation to the subject, are you familiar with the story behind it, hm? The story begins with a thief named Khodorkovsky, who was, lo and behold, a Jew (somehow all great thiefs are Jews; don't ask why). After the collapse of Soviet Union that Jew managed to steal vast public assets and since the Western oligarch ruled the day back then (amongst which he was seen as a leader), he got away with it.

But not for long, because Vladimir Putin got on stage and quickly started to catch and dispel Western rats (you will find out in a moment the proof about that Jew being a Rothschild agent). Most rats soon started to flee, and some bowed, bend their knee and asked for forgiveness. Others, who were recruited and bought as Western agents, like the ringleader, a Jew Khodorkovsky, fought. The Jew of course lost, but before he was imprisoned and charges for theft against him opened, the Jew, this is the most interesting part, transfered all "his" stolen property to Jacob Rothschild! Yes, to Rothschilds.

So, you see, that Jew who had stolen Russian public wealth in early 90s was nothing more than Rothscilds agent... a mole.

Oh, forgot to add something succulent. About 2 or 3 years ago, Russia threw out all Rothchild's bankers, and this year banned trafficking of Afghan opium and heroin through Russia. Remember, since the West invaded Afghanistan 14 yrs ago, opium production, which was practically non-existant under the Taliban rule (Muslim faith I think explicitly prohibits that) have jumped to some 13.000 tons per year! Narko-money is a big business for CIA and those big banks you know!

Two weeks from tomorrow Russia will launch a cargo ship to the ISS for the three astronauts aboard.  This half staff is due to be joined by three others at the end of July.  

With the EU's extension of the sanctions for six more months and the recent confiscation of Russia's property by foreign courts, there are endless steps the Russians can take to retrieve what the West has taken.

Anywhere from raising the cost of a seat to the ISS from double digit millions to double digit billions to padlocking the ISS or taking it over until their property is returned and they are positive it will never happen again, e.g. the  West maintaining a cash account in Moscow of, say, $300 billion.

So there will be launch of supplies on July 3 and a launch of the full compliment of crew at the end of July.

 

If the cargo launch fails in two weeks, Russia will insist on the bringing the remaining three down, leaving the ISS without any crew.

I can't stress the importance of popcorn at this juncture.

I agree, but for some reason Russia is going through the charade: our rockets are either old and acting funny or new and don't have all the glitches out.

But there were three recent launches that either exploded (the Mexican communication satellite on the Proton.  Perhaps it was a US spy satellite disguised as a Mexican and is now twisted cinders.)  And a couple of Russian satellites that didn't make it into proper orbit.

Still the Russians are going through the motions that their rocketry isn't what it should be and they're unwilling to risk the lives of astronauts until it is.

It is much safer bringing a crew down than it is sending it up, so lets just empty the ISS until we feel better or Elon Musk is good to go.

This kabuki, charade, and pretense is exactly what George W Bush used when he lied that Saddam had WMD.

If Putin and the West reach a compromise about Donbass, the 6 month extension of the sanctions and the expropriation of Russian assets by foreign courts without jurisdiction, hen the resupply rocket should safely reach the ISS on July 3rd.

But if there is no accommodation, either the rocket will fail to launch and not reach the ISS OR it will contain no supplies and the three man crew now on the ISS will be instructed to board the empty Soyuz for the last shuttle to Earth for an unknown period of time.

So it is a typical legal scam. Send threatening letters and collect from the suckers that fall for it.
