The Tragic Ending To Obama's Bay Of Pigs: CIA Hands Over Syria To Russia

One week ago, when summarizing the current state of play in Syria, we said that for Obama, "this is shaping up to be the most spectacular US foreign policy debacle since Vietnam." Yesterday, in tacit confirmation of this assessment, the Obama administration threw in the towel on one of the most contentious programs it has implemented in "fighting ISIS", when the Defense Department announced it was abandoning the goal of a U.S.-trained Syrian force.

But this, so far, partial admission of failure only takes care of one part of Obama's problem: there is the question of the "other" rebels supported by the US, those who are not part of the officially-disclosed public program with the fake goal of fighting ISIS; we are talking, of course, about the nearly 10,000 CIA-supported "other rebels", or technically mercenaries, whose only task is to take down Assad.

The same "rebels" whose fate the AP profiles today when it writes that the CIA began a covert operation in 2013 to arm, fund and train a moderate opposition to Assad. Over that time, the CIA has trained an estimated 10,000 fighters, although the number still fighting with so-called moderate forces is unclear.

The effort was separate from the one run by the military, which trained militants willing to promise to take on IS exclusively. That program was widely considered a failure, and on Friday, the Defense Department announced it was abandoning the goal of a U.S.-trained Syrian force, instead opting to equip established groups to fight IS.

It is this effort, too, that in the span of just one month Vladimir Putin has managed to render utterly useless, as it is officially "off the books" and thus the US can't formally support these thousands of "rebel-fighters" whose only real task was to repeat the "success" of Ukraine and overthrow Syria's legitimate president: something which runs counter to the US image of a dignified democracy not still resorting to 1960s tactics of government overthrow. That, and coupled with Russia and Iran set to take strategic control of Syria in the coming months, the US simply has no toehold any more in the critical mid-eastern nation.

And so another sad chapter in the CIA's book of failed government overthrows comes to a close, leaving the "rebels" that the CIA had supported for years, to fend for themselves.

CIA-backed rebels in Syria, who had begun to put serious pressure on President Bashar Assad's forces, are now under Russian bombardment with little prospect of rescue by their American patrons, U.S. officials say.

 

Over the past week, Russia has directed parts of its air campaign against U.S.-funded groups and other moderate opposition in a concerted effort to weaken them, the officials say. The Obama administration has few options to defend those it had secretly armed and trained.

 

The Russians "know their targets, and they have a sophisticated capacity to understand the battlefield situation," said Rep. Mike Pompeo, R-Kan., who serves on the House Intelligence Committee and was careful not to confirm a classified program. "They are bombing in locations that are not connected to the Islamic State" group.

With the US now in damage control mode, the finger pointing begins.

First, it is only natural that finger will point at Putin - after all he is an easy target:

U.S. intelligence officials see many factors motivating Russia's intervention: Moscow's reasserting its primacy as a great power, propping up Assad and wanting to deal a blow to the United States, which has insisted that Assad must go to end Syria's civil war.

 

Russia is also interested in containing IS, an organization that includes thousands of Chechen fighters who may pose a threat to Russia, officials say.

 

But in the short term, "my conclusion is that the timing of their intervention was driven by Assad really going critical," said Rep. Jim Himes, D-Conn., also a House Intelligence Committee member.

Alas, blaming Putin only underscores his latest victory over the US state department, leaving the US diplomatic corps no choice but to blame its own. This is imminent, and many heads will - or should - roll.

The administration is scrambling to come up with a response to Russia's moves, but few believe the U.S. can protect its secret rebel allies. The administration has all but ruled out providing CIA-backed groups with surface-to-air missiles that can down aircraft, fearing such weapons would end up in the wrong hands, officials say.

 

Rep. Adam Schiff, the top Democrat on the committee, says the U.S. should consider establishing a no-fly zone that allows rebels a safe place from which to operate, and shooting down Syrian helicopters that are bombing civilians. He said the U.S. also should provide arms to the Ukrainian government fighting Russian-backed separatists.

 

A no-fly zone would require the U.S. military to be ready to engage in air battles with the Syrian government, something it is not prepared to do.

Why? Because it is not the Syrian government that is flying those sorties above Syria, it is Putin, and despite all the posturing, Obama is unwilling to risk World War III just to stop a Qatar gas pipeline to Europe.

Which means Obama now has just one option: admitting that his latest gamble to overthrow Assad, one which started in 2013 with the fake YouTube clips of "chemical attacks", and the resultant naval escalation, coupled with the CIA's training of thousands of local rebels mercenaries, and which escalated with the "appearance" of ISIS in the summer of 2014, is about to end with Obama admitting yet another major political defeat.

The administration "is debating the merits of taking further action or whether they are better off letting Putin hang himself," he said, referring to Russian President Vladimir Putin.

Because somehow handing over control of the Middle East to the Russian-controlled axis - incidentally the topic of another article yesterday in the WSJ "America's Fading Footprint in the Middle East" - is now spun as a defeat for Putin.

"Our options are much narrower than they were two weeks ago," said Sen. Angus King, I-Maine, who serves on the Intelligence and Armed Services committees. "I don't think there is any simple answer. ... Further air involvement has become very problematic because of the Russian engagement."

And so Putin has once again "won", or as the administration would prefer to spin it, "has hung himself."

Incidentally, this is just the beginning. Now that the U.S. has begun its pivot out of the middle-east, handing it over to Putin as Russia's latest sphere of influence on a silver platter, there will be staggering consequences for middle-east geopolitics. In out preview of things to come last week, we concluded by laying these out; we will do the same again:

The US, in conjunction with Saudi Arabia and Qatar, attempted to train and support Sunni extremists to overthrow the Assad regime. Some of those Sunni extremists ended up going crazy and declaring a Medeival caliphate putting the Pentagon and Langley in the hilarious position of being forced to classify al-Qaeda as "moderate." The situation spun out of control leading to hundreds of thousands of civilian deaths and when Washington finally decided to try and find real "moderates" to help contain the Frankenstein monster the CIA had created in ISIS (there were of course numerous other CIA efforts to arm and train anti-Assad fighters, see below for the fate of the most "successful" of those groups), the effort ended up being a complete embarrassment that culminated with the admission that only "four or five" remained and just days after that admission, those "four or five" were car jacked by al-Qaeda in what was perhaps the most under-reported piece of foreign policy comedy in history.

 

Meanwhile, Iran sensed an epic opportunity to capitalize on Washington's incompetence. Tehran then sent its most powerful general to Russia where a pitch was made to upend the Mid-East balance of power. The Kremlin loved the idea because after all, Moscow is stinging from Western economic sanctions and Vladimir Putin is keen on showing the West that, in the wake of the controversy surrounding the annexation of Crimea and the conflict in eastern Ukraine, Russia isn't set to back down. Thanks to the fact that the US chose extremists as its weapon of choice in Syria, Russia gets to frame its involvement as a "war on terror" and thanks to Russia's involvement, Iran gets to safely broadcast its military support for Assad just weeks after the nuclear deal was struck. Now, Russian airstrikes have debilitated the only group of CIA-backed fighters that had actually proven to be somewhat effective and Iran and Hezbollah are preparing a massive ground invasion under cover of Russian air support. Worse still, the entire on-the-ground effort is being coordinated by the Iranian general who is public enemy number one in Western intelligence circles and he's effectively operating at the behest of Putin, the man that Western media paints as the most dangerous person on the planet.

 

As incompetent as the US has proven to be throughout the entire debacle, it's still difficult to imagine that Washington, Riyadh, London, Doha, and Jerusalem are going to take this laying down and on that note, we close with our assessment from Thursday:  "If Russia ends up bolstering Iran's position in Syria (by expanding Hezbollah's influence and capabilities) and if the Russian air force effectively takes control of Iraq thus allowing Iran to exert a greater influence over the government in Baghdad, the fragile balance of power that has existed in the region will be turned on its head and in the event this plays out, one should not expect Washington, Riyadh, Jerusalem, and London to simply go gentle into that good night."

Which is not to say that the latest US failure to overthrow a mid-east government was a total failure. As Joshua Landis, a Syria expert at the University of Oklahoma says "probably 60 to 80 percent of the arms that America shoveled in have gone to al-Qaida and its affiliates."

Which is at least great news for the military-industrial complex. It means more "terrorist attacks" on U.S. "friends and allies", and perhaps even on U.S. soil - all courtesy of the US government supplying the weapons - are imminent.

A moderate opposition doesn't carry weapons and terrorize the population. A moderate opposition doesn't go against an ELECTED leader brandishing arms paid for by a foreign power that wants its pipe line at all costs, even on the bodies of thousands killed.
A moderate opposition campaigns to win elections.

BTW, the real moderate Syrian opposition is fighting ISIL and Jabhat al-Nusra on Assad's side.

History is filled with countless examples of people who believed that the war was over after the first battle rather than just getting cranked up.

If Obama does fold his tent and run away, then the war is indeed effectively over and the "Let's Pretend We're Syrians" coalition will roll over the country and institute a counter-bloodbath to offset the first one.

But I do not find much evidence of Obama ever folding his tent--  particularly when he personally loathes the opponent who would get to crow over his retreat.

It will take time to filter the equipment necessary to respond to Putin's big adventure into the country, but I suspect that it will happen. Give it a month and then we'll know more about what's actually going to happen.

Putin has gone big into Syria and has done so in a deliberately maximum spectacular fashion in order to create an impression in the minds of worldwide observers, but it is an effort that cannot be sustained at this level of intensity for very long given the limited resources available.

He hopes to buffalo Obama into promptly quitting rather than digging in for a long war of attrition that Russia cannot afford to wage. But the "in-your-face" way in which he has pushed forward his gambit (to borrow a little from the chess-checkers meme) may be the best possible strategy for shaping world opinion but the worst possible hope for triggering a US withdrawl.

He has angered and humiliated a very vain and stubborn man who holds far more military cards in his hand. Far from being over, I suspect that the game is just getting started.

Apparently the Pentagon has "contractors" in Afghanistan, not counted as troops.  Friday October 2, 2015

Putin has gone into Syria with the amount of force necessary to do what Russia needs do there.

You are mistaking the MSM's silence on the amount of damage inflicted on ISIS and their shouting about all the hits the rebels have taken for what has actually happened (I wonder, tarabel, do you think 4 Russian missiles malfunctioned and it hit in Iran -- and not Iraq or Syria -- where they could be more objectively investigated?).

The Battle of Syria is hardly the beginning of the game.  It began under the leadership of George W Bush when he withdrew the US from the ABM treaty and invaded Iraq The skirmishes in Georgia and now Ukraine seem to be going Russia's way.

Syria is just another theater of war in what's shaping up to be the beginning of WWIII. And we the public are being fed propaganda by the side that's losing.

Oh, and don't forget the canard, so popular here at ZH,  that this is all for the rights to lay a pipeline from Qatar to Brussels.

If it were the Russians and just a few local stooges/mercenaries I might agree with you.  But Assad has a lot of support among Syrians and more to the point there  will likely be a powerful influx of Iranian and Hesbullah ground forces to do the heavy lifting.   I'd lay my money on Vlad as of now.

- Look for Desperate Actions, Covert Actions by Neo-Zios, to control the US President as much as possible, to enter war in Syria and the Middle East, to divert attention from the US & Global Economies, Federal Reserve Frauds, and US TBTF Frauds...

- Look for a quickening starting last week

- US looks very uncoordinated this last 3 years, so look for a new hidden power broker to step in behind the scenes and push the US into powerful international or foreign policy moves on the Middle East... they just won't originate from the Executive Branch, ....Black Programs, Lobbyist, Think Tanks, US Congress, Special Committees

If you people actually think that the POTUS is a mere puppet, then you must also realize that his political masters are quite capable of top-shelf strategic thinking.  Especially since they have been doing it very well for many, many decades.  His apparent mistakes may not be, and may be deliberate distractions from what matters more.

Have you ever heard of The Magician's Trick (Distraction & Action)?  Have you considered that it might be at play here?

Notwithstanding Russia's seeming military success in Syria to date, and their comparable 'success' in the Ukraine, they are being distracted with what really matters:  Owning the world's Reserve Currency.

The US is front-running China, Russia and other BRICS members with its TPP and TTIP Agreements.  Aside from most objections that people raise, what they all fail to notice is the all-important question:  What currency will be used to price goods and services, and to settle international balance of trade for TPP and TTIP?  You want to bet it will be King Dollar?

So, while Russia and China are playing in their sand boxes (Syria, Islands in the Stream), they are being outflanked economically by TPP and TPIP.  Add the populations and GDP of both, and you get 1.6 Billion people, and 3/4 of the world's trade.

The ONLY move that Russia and China have to counter this, before it's too late, is to adopt the Gold Standard for their currency, and sell their goods in only their currency.  They won't, if for no other reason that the traitors within their ranks will use every trick to play for time, on behalf of their true masters.

IOW... TPP + TTIP = NWO part 1 = End of BRICS

TPP, TTIP and TiSA all must be unanimously approved by the parliaments (congress, or whatever) of each of the component states.  It might happen for TPP, though I think China will put a lot of pressure on these countries otherwise now that the agreement will be disclosed for review.  TTIP is doubtful for Europe as even the EU Commission has doubts.  There is yet a long, long road ahead and many obstacles to clear for these treaties to go into effect.  You can bet both Russia and China are watching all this develop - they aren't blind, and they really can concentrate on more than one issue at a time - perhaps you can't but they can.

 

As for King Dollar.....well, kings have lost their heads before....

tswift, you are aware russia & china have formed a bank with other em's, as well russia, china & a fairly long list of other countries have signed contracts to trade in yuan, roubles, as well as some with the currency of the local govt in direct trade deals?  many of these were signed almost 2yrs ago now. some deals such as one with iran allowed for barter, russians help construct nuclear plants for iranian oil which russia can in turn sell to china as part of their oil deal, or keep it, selling their own oil to china. putin & Xi have not been altogether dozy.

Silly weekend Tyler. This is just another head fake. No one "announces" they are bailing on what was originally supposed to have been be a covert program. The US is only pretending to pull up stakes and leave the region to Russia and Iran. Just like the Obomber pretends that he and Nutty-yahoo are having a quarrel and not talking, when everyone really knows the depth of dual-citizenry in the president's cabinet would never let that happen.

They are simply trying to suck Russia into potential long term conflicts with US backed militants/mercenaries in almost every country Russia's borders. Forcing Putin to play a game of whack-a-mole with terrorists in a different location every month.

Like I have stated before, Obama was put in office for one major reason, to remove the neocons from the Pentagon and to to take back foreign policy from the State Department. As Obama and the White House has to tow the line when speaking because of the cabal controlled media, it is not what is said but what the White House actually is doing behind the scenes. First there was the deal the WH made in Ukraine for early and free elections. State, (Nuland), went behind theWH back and had the bloody coup. Since then have you noticed there are no large sums of funds going to the country nor is there any sort of weapons. Obama has shut Nuland down. To add insult to injury, the 1500 American troops are training the Urkrainian army not for battle, but as policeman! Google and look it up yourself. Ukraine is now a failed state!

Seondly, Benghazi. State, (Hillary), was running weapons to terrorist thru the embasssy to overthrow the Libya government. When outed and the embassy run over, State ask the WH for military help. They told the pentagon to stand down. No US help as gone to Libya since then to back State's position. Libyia is now a failed state!

Thirdly Iran. By the WH making the deal and lifting sanctions this will reel in Israel and the neocons at State and in the Republican congress. This will change the balance of power in all of the middle east.

Fourthly Syria. When General Allen and State went behind the back of the WH to get a no flow zone, Obama immediately ordered the deactivation and removal of all Patriot missile systems that were keeping the Syrian air force  attacking the State and CIA terrorist. He also ordered all other NATO countries who had the same missile systems to be removed immediately. He then made a deal with Russia and Iran to come into Syria and clean up the mess State and the pentagon created. This is what they are doing now. The neocons in the US and Europe are so desparate along with NATO that using the cabal media accused Russia of killing civilians even before they lauched their airstrikes. Yesterday they accused Russia of killing Irainians when as they stated that missiles fired from ships landed in Iran. Logic dictates that Iran should be the ones complaining, if true, and not NATO. Obama does not "hand over" Syria to Russia.

Russia has preempted PAx Americana and given the past downside Obama does not want to RAISE the ante.

2° Fight Sunni obscurantism which is a new ideological plague from Philippines to Senegal and also threatens Russia and China, as India.This is a global objective.

3° Roll back the petrodolar hegemony and its control on fossil fuel; where Russia has a long term leading edge that allows it to maintain a dialogue with East (Chindia) and West (EU).

4° Build a strategic relationship from the Altlantic to the Urals with EU and from the Urals to Kamtchaka with China, to ensure its true global reach.

To achieve all these aims Russia has to intiate the global pivot from 1492 trek towards West by sending it Eastward where the world future lies.

Now that is like playing at Magellan  and not at Cristopher Columbus. It fits in with China's silk road.

Maybe Obama's legacy is to concentrate on post fossil fuel world, artificial intelligence age and the race to Mars!

An important corollary to all of this are the masses of "Syrian" refugees that somehow have washed up in Central Europe over night.

That is happening with a concerted effort on the part of America and NATO.

While i would not call it a central plot I would consider it a fringe benefit for the US/UK to bring in millions of refugees in their heartlands - in order to strengthen the "domestic terrorist" threat.

You cannot have all these security state programs without a larger bogey man on every street corner.

I am sure it thrills Obama to no end to colonize Amerika with more Muslims and otherwise create another ticking time bomb like the Muslim quarters of Paris.

The jihadists are now just over 10 kilometres (six miles) from the northern edges of Aleppo city and three kilometres (two miles) from pro-regime forces positioned at the Sheikh Najjar industrial zone.

"IS has never been so close to the city of Aleppo, and this is its biggest advance towards" the country's pre-war commercial capital, Abdel Rahman said.

IS has not had a presence in the city, but the jihadist group on Friday boasted it had "reached the gates of Aleppo".

"IS announced several times that it would launch an offensive on Aleppo without doing it. They were waiting for the right moment and took advance of Russian strikes on other rebels to advance," said jihadism analyst Romain Caillet.

Actually, this may be done on purpose. Allow ISIS to mass in one area, encircle and destroy. I do not know enough about the terra firma in Syria to know if this is true or not, but a classic strategy is to draw in your enemy into territory you know and then to bring the hammer down on the anvil.

And then there is info that Russian sattelite LUCH was side by side 2 amerikan satellites for a while just taking signal sending to Houston.  And then there is Russian jammer which can destroy radars, avionic electronics, eliinate AWACS and low fly satellites. There is not much space for D.C. to go except direct confrontation with Russian military. And Putin is reddy. ( looks like someone aslept on olive branches )
