Hollande wants to keep the euro, which means eventual "austerity", austerity he has only pledged to renegotiate if possible.
Hollande wants to keep the French military active and in NATO, irrespective of any drawdowns of "combat" troops.
They are representatives of what appears to be the majority opinion of the ruling elites. The combination of loans, spending and bailouts can continue for now. Some inevitable government bankruptcies will provide excuse and acceptance for shock doctrine top-down economic controls and stern "austerity".
Merkel merely represents those who think the timing for "austerity" implementation (except for bankster bailouts and military largesse) is now.
Apparently some East Germans and others have an "old school" mindset. They don't quite understand the more refined methods to rob the masses. Only employ beat downs to enforce "austerity"when necessary. Better to convince the masses that "austerity" (with exceptions as previously defined) is their fault and is the only option (sniff, sniff).
