Wisconsin National Guard Plan Power-Grid Collapse Drill

According to the Wisconsin National Guard Public Affairs Office, a two-day military drill will take place in Columbia County and at Wisconsin’s Emergency Operation Center in Madison simulating a total power grid collapse on November 15-16.

As the press release states “the public should not be alarmed or concerned if they notice an increased law enforcement presence and military personnel, as well as vehicles and equipment, including non-military unmanned aerial vehicles” in the drilling region.

The drill is in conjunction with a national-level exercise, known as GridEx, which is an exercise to simulate a cyber/physical attack on electric and other critical infrastructures across North America. Wisconsin’s drill will involve county and state law enforcements and first responders, including the Wisconsin National Guard.

Maj. Gen. Don Dunbar, Wisconsin’s adjutant general said “GridEx is a great opportunity for our emergency management officials, the National Guard, local first responders and our private industry partners to train together so we are ready to respond if a threat impacted our power grid. While we simply can’t train for every possible scenario, building relationships now makes us all better prepared if we had to respond to a real-world situation.”

The article describes how Wisconsin is preparing for a total grid collapse and warns the preparation has already started. In addition, the report gives timing of the next major ‘full-scale’ drill expected in spring 2018 coined “Dark Sky”.

Over the past several years, Wisconsin has placed an emphasis on the importance of preparing for a long-term power outage and developing capabilities to respond to a cyber incident.


As a result, the state began developing new partnerships, policies and plans as well as a strategy that culminates in a full-scale exercise in spring 2018 called Dark Sky, which will simulate a power outage caused by a combination of cyber and physical threats. GridEx will help all participants continue to build and refine processes to better prepare for the Dark Sky exercise as well as real-world scenarios.  

Here is the list of participants who will be drilling on Nov 15-16 in Wisconsin:

  • State Emergency Operations Center
  • Business Emergency Operations Center
  • Utilities and transmission providers
  • 65 Soldiers from the National Guard Reaction Force
  • FBI
  • FEMA Region V
  • other Federal agencies

In July, we warned about the US government quietly preparing for a total grid collapse with the passage of an Executive Order – “Coordinating Efforts to Prepare the Nation for Space Weather Events”.

Here is snippet of section 1 of the executive order:

Space weather events, in the form of solar flares, solar energetic particles, and geomagnetic disturbances, occur regularly, some with measurable effects on critical infrastructure systems and technologies, such as the Global Positioning System (GPS), satellite operations and communication, aviation, and the electrical power grid.


Extreme space weather events — those that could significantly degrade critical infrastructure — could disable large portions of the electrical power grid, resulting in cascading failures that would affect key services such as water supply, healthcare, and transportation. Space weather has the potential to simultaneously affect and disrupt health and safety across entire continents. Successfully preparing for space weather events is an all-of-nation endeavor that requires partnerships across governments, emergency managers, academia, the media, the insurance industry, non-profits, and the private sector.

Just days ago, the Department of Defense wrapped up a national drill from November 04-06 simulating a total grid collapse across the United States.

The bottom line: The United States government is quietly preparing for a major power grid collapse. At this point there are many conflicting sources of what could cause such of an event, such as aging infrastructure, cyber or physical attack, EMP, and or a geomagnetic storm. As a citizen, you’re not allowed to know this knowledge and frankly you will not be prepared- only the government will be. The writing is on the wall, as the government continues to drill for the big day, coined in the report: “Dark Sky”.

 November 15?Where have have I heard that date?Oh, that's right, the drop dead date for all Medical Providers in the USA (participating in Medicare) to have a battle plan.Coincidence? 

Based on CMS's expanded conditions of participation, all medical providers must have a compliant Emergency Preparedness Program in place by November 15, 2017. All 17 types of Medicare providers and suppliers are required to comply with the new guidelines (including physician practices, ambulatory surgery centers (ASC), hospitals, critical access hospitals (CAHs), Federally Qualified Health Centers (FQHCs) and Rural Health Clinics (RHCs)).

Got a 3 room , 100+ year old farm house in the sticks.  It has power lines too it, but I never called for a meter.  Well,  Wood stoves ( 3 ), generator, Kero stove. No tv.  A little solar panel, couple of deep cells for the computer. I can get, most of the time cell.  If not I got years of books to read.

They are all over New England.  Sometimes hugh old colonials that really should be torn down.  30-50k$.  Heck, pulling the old barns appart will give fire wood for years.  You have to shift your aesthetics as to what should be what...and leave stuff alone.  You touch one thing, you got to fix 3 other first.  Lots of no money, broke, bad carpentry in the years.Kind of like living like a Dickens character, or Russian novel.

Given the fact that most people's experience with prepping is buying a couple packs of AA batteries and some bottled water, I think that 10% may indeed be a low(ish) percentage.  One year without power, gas, groceries, and limited cash  or goods on hand?  I think you would see and initial spike early, then the line would level out a bit after the first few months.   Another spike would hit for those who thought they prepped 'enough' but didn't think about a permanent scenario.

Puerto Rico's electric distribution has been crumbling for many years.  Some people have been without power for over 20 years.  They like to claim it was all from the recent hurricane to get more federal money to rebuild.  We can get by with a complete loss of power for a short time and we can get by with some loss of power for a long time but if all power is lost for an extended time we are in big trouble.

These guys are leaving out the treat of a North orean EMP attack. They're chicken shit attitude is not to alarm the general public but any American attack on a nuclear armed nation is totally different then bombing a conventionally armed country. A sucker attack high up in the atmosphere is all it takes, they'd disable most of the U.S. North Korean satellites are very hard to detect as well because they have a unique orbit pattern that's not like most out there.
