Barney Frank Brings Additional Unclarity On The FinReg Scam, Punts Again On All Fannie/Freddie Questions

In case you just can't get enough of of Barney Frank simply oozing truth, integrity and unbribable honesty (in other words, everything that defines the American Congressional way) in every interview he does, this Bloomberg TV clip is for you. It is also for everyone else who would rather not read the 2,000 pages of FinReg reform yet wants to get some sense if they will be sued next Monday for lifting a 5MM offer of UK CDS. Overall, Barney mumbles about this and that, discusses whether the bill will make banks less profitable (it won't), clarifies the 3% loophole for JPMorgan's investment in Highbridge,  notes the surprising $19 billion bank levy, yet runs like a scolded schoolgirl the second Fannie and Freddie (also known as the one biggest disaster of his career, and the only thing he will be remembered for) are mentioned. "My Republican colleagues like to forget the fact that during the 12 years they controlled Congress, they did nothing about Fannie Mae and Freddie Mac. When the Democrats took power in 2007, we passed a bill that gave them the power to put them into conservatorship. Fannie Mae and Freddie Mac today are not what they were, thanks to a bill passed by a Democratic congress…They are in conservatorship. The notion that we haven't done anything is a lie, and they know that." The more important thing Barney, is that the American are fully aware that any pretense of reform coming from you is a lie, and they most certainly know that.

 

Full notes from Barney Frank on today's bill:

"I think we have a tougher bill than we'd been hoping to get… In every case, the informed opinion was that we'd never get it done. In fact, we did."On the agreement reached today: 

"It is in the House, because we don't need 60%...Senator Dodd has done an excellent job. He was conscious throughout of the need to keep 60 votes. Frankly, there are some things in the bill that are not there that I would have liked there. I think we have done a great deal more than many thought we could. I believe Senator Dodd is on track to get the 60 votes."

On whether the bill will make American banks less profitable:

"It depends…To the extent that bank profits on things other than lending go down, I think that is a good thing. Banks were set up with deposit insurance to accumulate capital and make it available to people doing things productively….I already helped get a bill through on reducing profits banks make on credit cards. I'm proud of that. I think they have overcharged people on the fees."

"Yes, an increasing amount of what has been done by not just banks, but also investment houses -- we have seen too much financial activity for its own sake, rather than what it should be, a means to the end of productive capacity. Yes, I hope we will have shrunk some of this trading with each other on synthetic derivatives that like fantasy football rather than having any real economic activity. I think it would be a healthy thing if some of the profits made on some of those financial shenanigans would shrink."On Senator Lincoln's provisions being modified:

"Senator Lincoln was perfectly satisfied. There were two provisions that she put forward. The one I had trouble with, she acquiesced. One was to push derivatives out of the banks…She also had in there a requirement for a fiduciary responsibility between people doing swaps with pension funds and others. The pension funds objected. She acquiesced and we fixed that one. On the basic part, on the derivatives, it's essentially what she asked for. I want to stress there were two aspects of the derivatives. Even more important, no matter who does them, they had to be made much more transparent. They had to have capital requirements. I believe we achieved that."

On the Volker rule and derivatives provision:

"A 3% investment, we don't think that endangers the bank, especially since there are other restrictions. There are strict restrictions on derivatives. There were strict restrictions on making loans and selling the whole loans. Yes, I believe that what we have done here, the 3% maximum, is perfectly reasonable. I do not think a 3% investment will endanger them."

On whether American banks will be at a disadvantage compared to international banks:

"I've had more conversations with international leaders now than ever before. [Before] my ocus had been domestic."

"There is a widespread agreement that the European Union and the United Kingdom, I've  spoken to people in Canada and others, to all move in the same direction.  There's not one government internationally that can do it and there shouldn't be. But there is general movement in the same direction."

"For instance, one of the things I heard from one of my conservative friends here was setting up an independent consumer bureau was a terribly radical idea because you're going to have the bureau not care about the safety and soundness of the bank. That has just been done in England.

"As a result of the leadership we've taken -- the president urged us to get this done by yesterday-- although, there were other reasons to get it done. I think you will see American leadership lead to more regulation worldwide."

On whether there is the need for a separate bank tax in addition to the $19B levy: 

"I think there may be. We have required the financial institutions to pay for regulating themselves and some of the damages they have caused. We had people who made bad decisions to borrow money and we cannot bail them out, I'm sorry that they did that, we can try to ease the pain in other ways. I'm talking about mortgages. There are people who make very irresponsible decisions to take a mortgage and they cannot pay them now because of unemployment has been so much worse. We set up a fund to lend them money, not give it to them, to pay their mortgages, and then they have to pay it back. I think that it is fair to have the people who helped create the mortgage crisis pay for that. That's a $2B fund."

"The amount we are asking the large financial institutions to contribute every year -- it is certainly in their bonus pool… I believe there's room to get revenue from the banks. Partly because our bill will only be in existence for five years, this is a onetime $19 billion assessment."

On Fannie Mae and Freddie Mac:

"My Republican colleagues like to forget the fact that during the 12 years they controlled Congress, they did nothing about Fannie Mae and Freddie Mac. "We need to restructure housing in general. So, we plan to do that. The Republicans have no plan. We asked them how soon they wanted to do this. They said, three to five years. We're on track to do that, we have put them into conservatorship. They do not now resemble what they were before. We now will try to figure what will replace Fannie Mae and Freddie Mac because you will not have this public- private hybrid….Let's work together to get a system put in place. That's what we're doing."

The first time I glanced at the article, I thought it said, "Barney Frank is burning sea turtles alive."  Then I looked at it again and it said something even more disparaging.  This is actually hard to believe because sea turtles are pretty gentle creatures.  But then again, Barney Frank is what he is.

Coming out and labeling people with a bunch of names is a good way to not only get a particular person mad at you, it is also lacking in creativeness and shows haste in presentation.  As popular as it is to be mean spirited, it really serves little good other than letting ones feelings be known.  That said, Barney Frank for all his glaring character faults, is still a very powerful and influential individual.  In short, he is what he is.

Well this little dooby doo started between you and I and I will conclude "the matter" with you I suppose.

As with most discussions, my sensory neurons invariably start with what is a known and proceed from there.

In my view to say jews control this or that is the same as saying Episcopalian's and Presbyterian's control one branch of government (the Presidency) because there has been around 50% Episcopalian and Presbyterian presidents even though they comprise around 5% of the population.

Sarcasm on...so, clearly, some enemies and competitors of America would see the problem with yankee aggression/jingoism can be laid at the feet of the Episcopalian and Presbyterian faiths because of it's influence on one branch of government...sarcasm off.

Do I find it suprising that people of like mind would seek out other people of like mind to conduct buisness with? No. 

In the same way I don't think a black business owner should be forced by the central government to conduct buisness with those who are not naturally inclined to do so.

My larger point is corruption and greed are not unique to ANY race or religion. This is why we are (or used to be anyways) a nation founded on the principle of ALL being equal and the enforced rule of law. When we ALLOW those who live in the higher social strata to have one set of rules and laws which do not apply equally to the lower classes, it is the dissolution of the consent of the governed. Very bad things develop from such a situation.

In my mind Frank is a traitor and it has nothing to do with him being jewish. He has sold his vote to the highest bidder for as long as he has been in public office. When he is not pandering to his constituents to rob the national treasury for the benefit of those few, he is engaged in propping up crony corporations whose sole reason for being is to rob the same treasury, that is, the tax payer.

Example: Israel has nuclear weapons yet is not part of the NPT. Did you know it is illegal for the USA to send funds to such entities yet the USA has given Israel hundreds of billions of dollars. This is but one of many examples. So yes, high treason is happening within the USA government and the proportion of said treason as it pertains to certain countries may also disproportionate. Ask yourself why.

Well I suppose on some level yes.

Nazi fascism attempted to deify Hitler (which became harder to do as his Parkinson's progressed) and co-opt established religion to their own purposes. The communists were for the most part atheist, more about "people" and production control rather than any spiritual enlightenment. They both tolerated religion but only as a device of control by the state.

Those of a socialist bent are just communist-lite in my view, kind of a squishy gee-I-dunno-but-it-feels-good-emotionally-at-the-moment-to hell-with-the-future kinda person.

An expression I formed for socialism is "A pregnant communist always gives birth to a bouncing baby socialist"...which I think frames it nicely...LOL.

I can see how humanitarianism and environmentalism could be misconstrued as a religious belief system. But we are all, or we should be anyways, humanitarian's and environmentalist's as the majority of people will help those in need if they can and no one wants to live in filth.

It's when those who hold views as to "what is" human well being & environmental quality of life gain power and try to dictate to others through the force of law that free people start having a problem with it. I mean, no one ever held a sword over anyone's head in modern times and said you will convert to X religion or die or pay a fine in perpetuity.

Outside of countries where Sharia Law is in force, of course ;-)

I think I will have to disagree here.  It maybe minor, but should be spoken.  The collective control or management of environmentalism and/or humanitarianism is the new secular religion.  It is the wedge driven into a plank to splinter the right to own personal property. 

There is a piece of property (in my home town) that was developed next to a drainage pond to sell as commercial real estate.  Some 20 years later it is still empty due to some environmental BS that now it is considered protected natural wetlands.  How can imported earth be considered natural wetlands? 

Or another case (again in my home town) where a development was blocked because of a protected natural vegetation on the riverside.  This plant groes all over the place, it's a weed, but because of the umbrella national policy, one cannot build. 

Sorry for the local rant, but it is not a far cry from "Thou shall not drill for the environment", "Thou shall not mine for the environment", "Thou shall not criticize socialist for they are humans", "Thou shall share the fruits of your labor for those in need", etc, etc. 

Generousity and responsibility are individual traits, once we codify them they lose their meaning.  A nation is not kind, a nation is not generous, a nation is not humanitarian (what is that?), a nation is not environmental (what is that?), only the individual.

In fact, this is EXACTLY how "Greece" threatens Germany and France!

They took deposits and levered them fractionally into loans to Greece, lending capital that didn't exist.  That way, any material default and it's bye bye depositors.

The entire credit system is a levered bet on OUR capital and savings where the bankers keep the profit.  I long ago said that banking was a pernicious institution and I defined it as placing other people's money at risk for your own profit.

The FDIC seems like a great idea but has really been the worst POSSIBLE institution in history.  It gave the banks carte blanche to use real savings for leveraged bets.  Nobody mistrusts banks now.  Even people who hear what's going on and understand it really recoil in an emotional way at the notion of maintaining physical possession of gold.  It's just not "safe."  Put it in a bank, they say, where it's safe.  Banks are safe.

I know it is, what, sedition now to incite a bank run, but depositors should walk with their deposits from institutions that use them for speculative bets, including "lending" like this.  We've had banking crisis after crisis on the back of the FDIC put.

More to your point, FDIC was a great idea until TPTB allowed the dozen largest banks to acquire 70-80% of all deposits in the US.  Prohibit M&A activity for banks (or for that matter, any corporation) after they pass .1% GDP in asset size and that problem is solved (along with several others).

The Working Group clubhouse had four rooms; a living room filled with beanbags, a couch, and a flatscreen TV with an 8 bit Nintendo from '87 hooked in, two dens, and a bathroom.  The dens were for LawWrench Summers and BS, respectively.  Summers' had only enough for a King size bed and a bed side table.  BS' had a large oak desk with a rather large printer on it.  The printer was right next to the window, and in fact ejected the prints out the said window and into a large net basket that stood on the deck.  The deck wrapped the entire span of the club house.  The front of the clubhouse had two lafuma chairs outside, one on either side of the door.  On one side of the deck there was a love seat swing, and on the other side the net basket. 

The living room was the room first entered upon walking through the front door.  There was a small bathroom with a small shower off to the side.  The dens were at the rear of the club house.  There was a door leading to the back of the porch through Summers' room,  and one out of BS'. 

BS sat in a lafuma out front, drinking coffee with Malibu rum.  Summers was outback, asleep in a hammock.  Timmah was playing the Nintendo.

In order to get to the clubhouse one must climb 12 stairs of slabbed wood up the big oak.  It was always difficult for LawWrench to do, and almost impossible for Bawknee Fwank, who was also playing the Nintendo.  Usually once either one made it up, they stayed the rest of the day, and sometimes the night.

She said again.  BS tried to stand up from the lafuma and duck inside but Romer caught a glipse of him.  "Oh Ben I'm down here!"  He turned slowly, "Ohhhh...."  He took a swig of his drink and rolled his eyes.  Romer was smiling manically, like usual.  "Ben may I come up, I have some news."  "No, sorry.  No girls allowed."  "But I am in the group?"  She said, still smiling feverishly.  "Only by default."  He grabbed at the Malibu but knocked it off the table and cussed under his breathe.  "Well, I brought Obama, and he has some news for you."  Just then Barry found his way out of the thick underbrush.  "Jesus Joseph and Mary, is it necessary to have this thing all the way out in the woods."  "Sir, tell them they have to let me in!"  He looked at her matter of factly.  "They don't have to do a damn thing they don't want to.  And why the hell are you smiling?"  He looked up at BS, who had opened his Malibu and was pouring it in his coffee in a large quantity.  "BS we have some news, Peter is going to resign."  "That's fine with me.  He didn't really add too much to the team anyway, and he was always trying to bring his girlfriend here."  "Ok, well just wanted to let you know.  Hey, do you have anything fresh printed?"  BS smiled a crooked grin, "I think we can rumage a little somethin' up.  Timmah!  Get Mr. President a few fresh bills."  From inside a "Timmah!"  was heard along with the rev of the printer.  Then Timmah came running out the front door.  Without stopping his child like running he said, "Hello Mr. President." and went to the basket to gather the fresh bills; he took as many as his arms could hold and threw them over the side of the porch railing.  "Pick that up will ya."  Said Barry to Romer.  She did so without blinking.

With an armful of Doelarrs Romer looked at Barry and said, "Now that Peter is gone can I go up to the clubhouse?"  "Look, it isn't my decision it's up to them."  Inside Timmah screamed "No!  Don't let her up BS!"  This woke Summers up.  "Huh?  Wha?"  He sat up in the hammock before letting out a wet sounding fart.  "Timmah get me a coke!"  Timmah did not want to stop playing but hit pause again.  "Timmah."  He said, frustrated.  He ran out and gave LawWrench his coke.  Romer appeared below the back porch seemingly out of no where for Summers.  "Larry, can I come up?"  LawWrench surprised, flinched.  He chocked on his soft drink.  "No!  Go away."  He took another sip.  From the other side Barry yelled, "Come on Romer, we're leaving."  With an armful of doelarrs she scurried  around front and caught up with Barry, who was fighting his way through the bushes.  "Look Romer, maybe we can find something for you to do when we get back to the House.  I am sure Michelle would enjoy a back massage."  "Ok."  She said robotically.  She was still smiling.
