China Orders Mass Evacuation Of Its Citizens From Northeast Japan

Following reports that all major banks have pulled their employees out of Tokyo overnight, finally broad evacuations are starting to spread to the ordinary citizens, starting with China. AP reports that: "China became the first government to organize a mass evacuation of its citizens from Japan's northeast on Tuesday, while other foreigners left the country following radiation leaks at an earthquake-damaged nuclear power plant.  Austria said it is moving its embassy from Tokyo to Osaka, 250 miles (400 kilometers) away, due to radiation concerns. France recommended that its citizens leave the Japanese capital, while the U.S. government advised Americans to avoid travel to Japan." And while the Chinese concern for its citizens is admirable, what is peculiar is the complete silence as to how China, which is very much downwind from Fukushima, is handling the fears of its own local citizens regarding spreading radiation.

China's announcement came as Japan's nuclear crisis took a dramatic turn for the worse following an explosion and a fire at reactors at the Fukushima Dai-ichi complex. Japanese authorities said the fire caused radiation to spew into the air and told people living nearby to stay indoors.

The Chinese Embassy in Tokyo said on its website that it was preparing to send buses to remove its nationals from Miyagi, Fukushima, Ibaraki and Iwate prefectures, the hardest-hit provinces.

The embassy said the evacuation was necessary "due to the seriousness of and uncertainty surrounding the accident at the Fukushima nuclear plant at present."

Chinese diplomats were visiting the area to assist Japanese officials, said a Chinese foreign ministry spokeswoman, Jiang Yu, in Beijing. She gave no other details of the operation.

The number of Chinese affected is unclear, but the Ministry of Commerce in Beijing said it had contacted 22,155 Chinese nationals in the quake-hit areas, while another 261 could not be reached. Many Chinese work in factories in Japan, and the area around Fukushima is home to numerous small manufacturers.

China Southern Airlines said it will use larger, 272-seat aircraft on the route between Tokyo and the Chinese city of Shenyang to handle the evacuees, the official Xinhua News Agency said.

BTW - Josef Oehmen seems not to have acted in bad faith.

His "Don't Worry" article was apparently a personal email sent to family in Japan.  Some relative posted it and it went viral.

It seems to me that what temperatures the fuel rods (which are no longer chain-reacting) are capable of generating at this point should be able to be estimated.  And - is that or is that not a level which would compromise the outermost containment barrier at the plant.

99.9% of the Joseph Oehmen post remains accurate. He seems to have discounted the possibility of a major containment breach (which hasn't actually transpired), but by and large, he's spot on..

 

The spent fuel is probably the biggest concern just now.

Headlines are crossing various wires/news outlets from IAEA saying all units at Japan's Fukushima Daini, Onagawa, and Tokai nuclear plants in "safe and stable" condition We'd note that these are different units from the troubled reactors at Fukushima Daiichi. the spin cycle is on high

I was going to go long "Extended StayAmerica" after this news, but it appears they were bought out of bankruptcy by an investment group including Blackstone Group, Paulson & Co. and Centerbridge Partners in October 2010.

Not so much. Prevailing winds are easterly, blowing to the pacific. Low level winds may be heading inland towards the mountains within Japan, but overall, China is upwind.

What queries me is what this will mean for fishing/seaweed harvesting in Japan's waters. This is pretty much a foregone conclusion that the Japanese won't be eating their own seafood anymore. With the i129,131 in the air, they'll want to have lots of kelp. But alas, their waters are unusable. Long kelp?

No worries - Stay put and follow these instructions the US government gave to its soldiers in Japan in 1950. I realize these are for an A Bomb but mI suppose an exploding reactor or two might qualify as well.

Individual Action
Air Burst of Atomic Bomb

Before Burst
Air raid alert or General Quarters is sounded. Take prescribed action! The best defense against an "A" bomb is the same as against HE bombs.

During and After Burst
1. Take cover, unless under other attack, and stay for 10 seconds or until heavy debris has stopped falling.
2. Underground shelters, ships, basements and slit trenches are all good protection. Lie close to wall out of path of flying debris. Keep head covered and avoid exposure of bare skin. Fall flat if no protection is available.

If At Duty Station

1. Resume duties if able
2. The war won't be over. Get back to work and be ready for orders and instructions.

If Not At Duty Station

1. Help Others
2. Thousands of lives can be saved by prompt aid. Help save lives by helping others.
3. By the time the debris has stopped falling there is no further radiation hazard.
