Daniel Ellsberg: “Secrets ... Can Be Kept Reliably ... For Decades … Even Though They Are Known to THOUSANDS of Insiders”

George Washington's picture

Washington’s Blog

Judges, prosecutors and journalists all know that collusion happens every day. As I noted last year:

Bernie Madoff's Ponzi scheme was a conspiracy. The heads of Enron were found guilty of conspiracy, as was the head of Adelphia. Numerous lower-level government officials have been found guilty of conspiracy. See this, this, this, this and this.

Time Magazine's financial columnist Justin Fox writes:

Some financial market conspiracies are real ...

Most good investigative reporters are conspiracy theorists, by the way.

Indeed, conspiracies are so common that judges are trained to look at conspiracy allegations as just another legal claim to be disproven or proven by the evidence.

As I pointed out in 2009:

Federal and all 50 state's codes include specific statutes addressing conspiracy, and providing the punishment for people who commit conspiracies.

***

Conspiracy
is a very well-recognized crime in American law, taught to every
first-year law school student as part of their basic curriculum.
Telling a judge that someone has a "conspiracy theory" would be like
telling him that someone is claiming that he trespassed on their
property, or committed assault, or stole his car. It is a fundamental
legal concept.

Obviously, many
conspiracy allegations are false (if you see a judge at a dinner
party, ask him to tell you some of the crazy conspiracy allegations
which were made in his court).
Obviously, people will
either win or lose in court depending on whether or not they can prove
their claim with the available evidence.
But not all allegations of trespass, assault, or theft are true, either.

Proving
a claim of conspiracy is no different from proving any other legal
claim, and the mere label "conspiracy" is taken no less seriously by
judges.

Indeed, even Obama's information tzar - who advocates using the power of the state to shut down talk of conspiracies - admits:

Some
conspiracy theories, under our definition, have turned out to be true
... The Watergate hotel room used by Democratic National Committee was,
in fact, bugged by Republican officials, operating at the behest of
the White House. In the 1950s, the CIA did, in fact, administer LSD and
related drugs under Project MKULTRA, in an effort to investigate the
possibility of 'mind control.'” [This post isn't going down the rabbit hole of mind control.]

Can't Hide It

Those
accusing Goldman Sachs, Dick Cheney or some other powerful people of
conspiring to enrich their interests are often met with the argument
that "someone would have spilled the beans" if there had really been a
conspiracy.

But famed whistleblower Daniel Ellsberg explains:

It
is a commonplace that "you can't keep secrets in Washington" or "in a
democracy, no matter how sensitive the secret, you're likely to read
it the next day in the New York Times." These truisms are flatly
false. They are in fact cover stories, ways of flattering and
misleading journalists and their readers, part of the process of
keeping secrets well. Of course eventually many secrets do get out
that wouldn't in a fully totalitarian society. But the fact is that
the overwhelming majority of secrets do not leak to the American
public. This is true even when the information withheld is well known
to an enemy and when it is clearly essential to the functioning of the
congressional war power and to any democratic control of foreign
policy. The reality unknown to the public and to most members of
Congress and the press is that secrets
that would be of the greatest import to many of them can be kept from
them reliably for decades by the executive branch, even though they
are known to thousands of insiders
.

History proves Ellsberg right. For example:

  • A BBC documentary shows that:

There
was "a planned coup in the USA in 1933 by a group of right-wing
American businessmen . . . . The coup was aimed at toppling President
Franklin D Roosevelt with the help of half-a-million war veterans. The
plotters, who were alleged to involve some of the most famous families
in America, (owners of Heinz, Birds Eye, Goodtea, Maxwell Hse &
George Bush’s Grandfather, Prescott) believed that their country should
adopt the policies of Hitler and Mussolini to beat the great
depression"

Moreover, "the tycoons told General Butler the American people would accept the new government because they controlled all the newspapers."
Have you ever heard of this conspiracy before? It was certainly a
very large one. And if the conspirators controlled the newspapers then, how much worse is it today with media consolidation?

  • The government's spying on Americans began before 9/11 (confirmed here and here. And see this.) But the public didn't learn about it until many years later. Indeed, the the New York Times delayed the story so that it would not affect the outcome of the 2004 presidential election
  • The decision to launch the Iraq war was made before 9/11. Indeed, former CIA director George Tenet said that the White House wanted to invade Iraq long before 9/11, and inserted "crap" in its justifications for invading Iraq. Former Treasury Secretary Paul O'Neill - who sat on the National Security Council - also says that Bush planned the Iraq war before 9/11. And top British officials say that the U.S. discussed Iraq regime change one month after Bush took office. Dick Cheney apparently even made Iraqi's oil fields a national security priority before 9/11. And it has now been shown that a handful of people
were responsible for willfully ignoring the evidence that Iraq lacked
weapons of mass destruction. These facts have only been publicly
    disclosed recently

These examples show that it is possible to keep conspiracies secret for a long time, without anyone "spilling the beans".

Discipline

To
anyone who knows how covert military operations work, it is obvious
that segmentation on a "need-to-know basis", along with deference to
command hierarchy, means that a couple of top dogs can call the shots
and most people helping won't even know the big picture.

Moreover,
those who think that co-conspirators will brag about their deeds are
forget that people in the military or intelligence or who have huge
sums of money on the line can be very disciplined. They are not likely
to go to the bar and spill the beans like a down-on-their-luck,
second-rate alcoholic robber might do.

Finally, people who carry
out covert operations may do so for ideological reasons -- believing
that the "ends justify the means". Never underestimate the conviction
of an idealogue.

"All Wars Are Based on Propaganda"

Tom Brokaw notes:

All wars are based on propaganda.

There are numerous examples, such as dressing corpses in fake uniforms and planting false intelligence on them to mislead enemies.

In addition, governments from around the world have admitted to
false flag terror. In all of these cases, more than a handful of
people were involved in planning, funding and carrying out the
attacks. And yet no one spilled the beans or – if someone did – they
were not believed.

For example:

  • The CIA admits
that it hired Iranians in the 1950's to pose as Communists and stage
bombings in Iran in order to turn the country against its
    democratically-elected prime minister
  • Israel admits
that an Israeli terrorist cell operating in Egypt planted bombs in
several buildings, including U.S. diplomatic facilities, then left
behind "evidence" implicating the Arabs as the culprits (one of the
bombs detonated prematurely, allowing the Egyptians to identify the
bombers, and several of the Israelis later confessed) (and see this and this)
  • As admitted by
the U.S. government, recently declassified documents show that in
the 1960's, the American Joint Chiefs of Staff signed off on a plan
to blow up AMERICAN airplanes (using an elaborate plan involving the switching of airplanes), and also to commit terrorist acts on American soil, and then to blame it on the Cubans in order to justify an invasion of Cuba. See the following ABC news report; the official documents; and watch this interview with
the former Washington Investigative Producer for ABC's World News
Tonight with Peter Jennings. Official State Department documents show
that - only nine months before - the head of the Joint Chiefs of
Staff and other high-level officials discussed blowing up a consulate in the Dominican Republic in order to justify an invasion of that country. (
    While
the Joint Chiefs of Staff pushed as a serious proposal for Operation
    Northwoods to be carried out, cooler heads fortunately prevailed;
President Kennedy or his Secretary of Defense Robert McNamara
    apparently vetoed the plan)
  • The South African Truth and Reconciliation Council found
that, in 1989, the Civil Cooperation Bureau (a covert branch of the
South African Defense Force) approached an explosives expert and
asked him "to participate in an operation aimed at discrediting
the ANC [the African National Congress] by bombing the police vehicle
of the investigating officer into the murder incident", thus
framing the ANC for the bombing
  • An Algerian diplomat and several officers in the Algerian army admit
that, in the 1990s, the Algerian army frequently massacred Algerian
civilians and then blamed Islamic militants for the killings (and see
this video; and Agence France-Presse, 9/27/2002, French Court Dismisses Algerian Defamation Suit Against Author)
  • Former chairman of the Joint Chiefs of Staff General Hugh Shelton says that a Clinton cabinet member proposed letting Saddam kill an American pilot as a pretext for war in Iraq (and see this)
  • According to the Washington Post, Indonesian police admit that
the Indonesian military killed American teachers in Papua in 2002
and blamed the murders on a Papuan separatist group in order to get
that group listed as a terrorist organization.
  • The well-respected former Indonesian president also admits that the government probably had a role in the Bali bombings
  • As reported by BBC, the New York Times, and Associated Press, Macedonian officials admit
that the government murdered 7 innocent immigrants in cold blood and
pretended that they were Al Qaeda soldiers attempting to assassinate
Macedonian police, in order to join the "war on terror".
  • Former Department of Justice lawyer John Yoo suggested
in 2005 that the US should go on the offensive against al-Qaeda,
having “our intelligence agencies create a false terrorist
organization. It could have its own websites, recruitment centers,
training camps, and fundraising operations. It could launch fake
terrorist operations and claim credit for real terrorist strikes,
helping to sow confusion within al-Qaeda’s ranks, causing operatives to
doubt others’ identities and to question the validity of
    communications.”
  • United Press International reported in June 2005:

    U.S.
intelligence officers are reporting that some of the insurgents in
Iraq are using recent-model Beretta 92 pistols, but the pistols seem
to have had their serial numbers erased. The numbers do not appear to
have been physically removed; the pistols seem to have come off a
production line without any serial numbers. Analysts suggest the lack
of serial numbers indicates that the weapons were intended for
intelligence operations or terrorist cells with substantial government
backing. Analysts speculate that these guns are probably from either
    Mossad or the CIA. Analysts
speculate that agent provocateurs may be using the untraceable weapons
even as U.S. authorities use insurgent attacks against civilians as
evidence of the illegitimacy of the resistance
    .

  • Quebec police admitted that, in 2007, thugs carrying rocks to a peaceful protest were actually undercover Quebec police officers
  • At the G20 protests in London in 2009, a British member of parliament saw plain clothes police officers attempting to incite the crowd to violence
  • There are many other instances of false flag attacks used throughout history proven by the historical evidence. See this, this and this.

In
summary, the claim that conspiracies couldn't have happened or else we
would have known when someone bragged about their deeds completely
false.

Conspiracies are generally not discovered unless the facts are aggressively investigated and prosecuted.

The elitists have open secrets they would never let the commoners in on. It is as simple as that. There ain't no conspiracy theory about it. Self preservation is a trait they possess and if their plans were ever to filter down to the common person on a credible level, their wouldn't be any elitists left. Tell me, if your plan was to enslave a population and set up a permanent ruling class and effect cronyism on a massive scale why would that 'secret' ever be revealed to the soon to be slaves at least on a credible basis?

GW, please keep it up and add this one to the pile: a nice LA Times article today about Neal Katyal, the (formerly) acting solicitor general filling in for Elena Kagan, who apologized to victims of the WWII Japanese-American internment camps for the misconduct of a previous solicitor general whose misconduct helped convince the US Supreme court to forcibly remove people from their homes. For these efforts (or maybe for defending a Guantanamo prisoner) he was "passed over" as Obama's solicitor general in favor of some Ivy league Deputy White House Counsel who's married to some other lawyer for some other Democratic Financial Services committee.

Philippine president Marcos had one of his generals go along with the false flag that the general was being targeted for assassination, using it as a pretext for martial law from 1972 to 1981, along the way stealing BILLIONS of dollars (and that is just what can be proven).

I often was sceptical of large scale conspiracies, up until about 15 years ago. I read a book called 'a windswept house' by Fr. Malaki Martin. The book was written as fiction but only as a means of conveying truth. The story lays out beautifully just how a large, global, conspiracy can (and apparently did) operate. One key is that a majority of the operatives within the conspiracy have no idea what they are a part of. They do not recognize the 'big picture'.

Kind like your average American citizen?

George only has it part right.  It's not so much that secrets are easy to keep, as that people don't care about the truth.  They don't seek it, they don't pursue it, they don't study history, they don't self-educate.  They play videogames, or get their nails done.  Always been this way, always will.  When people don't care about the truth, then it's easy to lie to them.

The comparison of the Manhattan Project to conspiracy theories is a bit off the mark.  the Manhattan Project was a legal legitimate secret project.  so the people required to maintain the secret knew they weren't covering up an illicit, evil activity (  let's not get into the nuke debate).

Keeping a conspiracy secret poses a competely different set of moral dilemnas.

Several photoshop experts have already declared Obama's newest birth certificate to be a forgery, and have shown compelling technical proof.  But I guess it is just another conspiracy theory, Right?  or Wrong? or We'll Never Know?

Wed, 05/25/2011 - 14:33 | 1309842 Orly
Orly's picture

It will come out later this week that the original birth certificate was lifted from Virginia Sunehana, a girl who died right after birth.  For some reason (not sure...), they had to use someone with an 'r' as the third letter of the first name.

Also, Barry Soetoro had yet another alias, Harrison J Bounel, who was apparently a real person living with Michelle Robinson Obama's grandmother as a boarder in Connecticut.  Obama has an SSN that has a Connecticut prefix...even though Mr. Bounel was apparently born in 1860!

The Property Idenitification Number (PIN...) of the mansion that Tony Rezko sold the Obamas in Chicago was changed six times in a matter of five years and was apparently actually owned by a circuit court judge and Obama's tax accountant.  Real estate people will tell you just how "unusual" this is...

Stanley Anne Dunham (Obama's mother...) was a CIA operative, too.  Her mother is called the grande dame of the Bank of Hawaii because she was the first female vice-president of a major bank.  The Bank OH was well-known for laundering CIA money in the Pacific region after WWII.

It goes on and on and on and on and on...

All the information has been there.  Dr. Jerome Corsi is going to file criminal charges against the White House and Obama because he has proof that the Hawaii Department of Health knew that someone was going to alter the birth records as early as mid-February of this year.

His "moles" can be called to testify against the president.

http://www.infowars.com/smoking-gun-govt-moles-alerted-investigator-of-planted-obama-birth-certificate-2-months-before-release/

When Corsi found out about it, he wanted to go public but waited to see if Obama took the bait of his book, "Where's the Birth Certificate?"  Obama took it hook, line and sinker and has now boxed himself into clear fraud in altering government documents- at least the "conspiracy" of such an act.  Not only is that an impeachable offense, it would put him in prison.

Hopefully, as the ultimate patsy, he would grow a pair and start squealing like a canary, bringing the Bushes and Clintons down with him.

Now, that would make up for the doomsday deal, for sure!

:D

I do find the birth certificate episode pretty bizarre so far. Anybody with basic knowledge of Photoshop/Illustrator can tell that Obama didn't just scan a document and upload it. Denninger wrote about it, and surely many others did too. But where do I see this reported in public? Only in the tabloids. It's like that scene from Men In Black.

Now, to turn the other cheek for consideration:

Maybe it is a little too bizarre.  I mean, these people, CIA-types, certainly can run Adobe software.  To create such an obvious fake is just that: obvious.  Why?

Corsi says that Obama couldn't rely on anyone outside of his immediate circle to create the document, otherwise, it would leak.  Personally, I'm not buying that, as I am certain in my bones that CIA and Mossad have been neck-deep in the hoopla for decades.  Surely, they could have found someone to render a more believable document.

How about this, for instance?  Print one out and upload it into digital format?  All the problems would have gone away instantly.  Instead, they cut, spliced and pasted into an existing digital document, leaving multiple layers and overlays that are clearly visible in PhotoShop Pro that only has a few million copies in circulation.  How rookie was that?

Why so rookie?  Makes one wonder.  Divide and conquer may be their motivation here.

Exactly.  It was a shoddy job.  So shoddy, that it had to have been done that way on purpose.  The question then, obviously, is what is the end-game?

Why did they do that?

The only thing I can figure is to divide the country further along political and racial lines and to create as much chaos as possible.  At that point, they may decide to crash the financial system at the same time and put tanks in the streets, for our "own protection."

Enter the Fourth Reich.  Give the stiff-armed salute and the goose-step or you're headed to a FEMA labour/re-education camp.  Everything is in place for such a thing and it is a possibility, though I cannot fathom how it would possibly get that far.

Of course, three years ago, I had never heard of three trillion dollars, either, so everything remains to be seen.

If that nightmare scenario I described were to occur, it would occur rather quickly and not very long from now.  Prepare to give your allegiance to the Fourth Reich; the Reich to last for a thousand years.

Maybe it's divide and conquer, maybe printing/scanning enhanced edge effects and looked bad to the eye, or maybe there were a few people with real money and power who wanted to demonstrate just how easily it would be to take Obama down, and that his choices are a few years of submission followed by a lifetime of reward, or a fraud-related smackdown.

As I said lower on the thread and also insinuated in my earlier remarks, Barack Hussein Obama (one of his many names but let's just call him Obama...) has been bred for this his entire life.

He was practically adopted by CIA and groomed by Zbigniew Brzenzski just for such a role; as close to the Manchurian Candidate as you can get.  It is all he's ever known.  Throughout his life, he has been put in places and situations over which he has exhibited zero control or affect, such that Obama is a pure creation of the conspiracy.  He has never really lived at all.

Seriously, look it up.  All those links I provided should set you off on quite a journey until it just clicks!  Frankly, I feel sorry for the man.  He has never, ever had a choice to make in his entire life.  Everything has been decided for him.

He was sent to Pakistan for a reason.  He studied at Columbia for a reason.  All of these records are sealed, by the way, because at the time he travelled and studied in Pakistan and Afghanistan, most probbly under the tutelage of Osama bin-Laden, leader of the mujahaeddin, it was illegal for an American to do so.  He would have had to do it under an Indonesian passport, using the alias Barry Soetoro, meaning clearly that he is an Indonesian citizen.

Add all the pieces together and you can see that these events have not been created to threaten Obama.  On the contrary, this had to have been part of the plan and now, unbeknownst to him (though the writing is on the wall for him and he is acting scared...), it is his turn to either be disgraced, assassinated (not by me, trolls- so don't get any ideas...), or to spend time in prison developing a rapid onset on some rare cancer that only government whistleblowers get, a la Jack Ruby.

He signed the guestbook at Westminster Abbey yesterday with the year 2008.  The man is flustered and very, very worried.  I'm pretty sure he knows that this was designed to take him down.

As you see, even the component parts don't see the whole picture; only on a need-to-know basis.  There is no doubt that he is now as scared and feeling as betrayed as Lee Harvey Oswald was that day in Dallas.

By the way, there was a poster some time back who claimed to have seen Obama when he was child who was being sheparded around by Russian communists or something like that and who this person claimed was even at that time being groomed to be president one day. I thought the post was absurd, even though it was from one of our esteemed regulars, although I've forgotten who. Nevertheless, it was the kind of post that sticks in the mind, and now it seems to line up nicely with what you allege. If so, we do live in a very strange world!

And another thing...

You have to be very careful about what you accept is true and what you truly believe is possible.  For real, Rahm Emmanuel and Barack Obama in a gay bathhouse with little boys?

Someone asked about seperating the wheat from the chaff.  Often, CIA will plant stuff inside stories to discredit the whole story or at least have people thrown off the trail.  That gay stuff is just silly.

First of all, who cares?  Second of all, I believe that Obama is probably a very good and loving family man who loves his two daughters as much as I love mine.  The point is the CIA, the Zbig, the passports, the aliases, the houses, the birth certificate, Hawaii, Kenya and citizenship.  Don't get thrown off by that CIA disinformation campaign.  Am I right trolls?  Bubba?  Back me up, here...

This is similar to the WTC 7 story that has $2.3T missing from the Pentagon and a whole vault of gold missing from WTC 4.  Neither of those stories are true.  They're just disinformation.  Look at the physics.

Dont be fooled.  A good bloodhound knows where the scent leads.

Rumsfeld in his own words, at a Pentagon press conference:

"According to some estimates, we cannot track $2.3 trillion dollars in transactions."

Starts a :47 in the video:

He also made the same statement in Congressional testimony.  But surely your bloodhound nose can find that one without help.

A bloodhound ain't much good if he can't find a scent at all.

He said that they cannot track $2.3T.

He didn't say they are missing $2.3T.

Listen to the whole thing and not the gotcha headline.  Here is the speech wherein he made the comment, taken out of context and used by CIA to throw otherwise good bloodhounds off the scent.  From 911myths.com:

"The adversary's closer to home. It's the Pentagon bureaucracy. Not the people, but the processes. Not the civilians, but the systems...

In this building, despite this era of scarce resources taxed by mounting threats, money disappears into duplicative duties and bloated bureaucracy—not because of greed, but gridlock. Innovation is stifled—not by ill intent but by institutional inertia.

Just as we must transform America's military capability to meet changing threats, we must transform the way the Department works and what it works on...

Our challenge is to transform not just the way we deter and defend, but the way we conduct our daily business...

The men and women of this department, civilian and military, are our allies, not our enemies. They too are fed up with bureaucracy, they too live with frustrations. I hear it every day. And I'll bet a dollar to a dime that they too want to fix it. In fact, I bet they even know how to fix it, and if asked, will get about the task of fixing it. And I'm asking.

They know the taxpayers deserve better. Every dollar we spend was entrusted to us by a taxpayer who earned it by creating something of value with sweat and skill -- a cashier in Chicago, a waitress in San Francisco. An average American family works an entire year to generate $6,000 in income taxes. Here we spill many times that amount every hour by duplication and by inattention.

That's wrong. It's wrong because national defense depends on public trust, and trust, in turn, hinges on respect for the hardworking people of America and the tax dollars they earn. We need to protect them and their efforts.

Waste drains resources from training and tanks, from infrastructure and intelligence, from helicopters and housing. Outdated systems crush ideas that could save a life. Redundant processes prevent us from adapting to evolving threats with the speed and agility that today's world demands.

Above all, the shift from bureaucracy to the battlefield is a matter of national security. In this period of limited funds, we need every nickel, every good idea, every innovation, every effort to help modernize and transform the U.S. military....

The technology revolution has transformed organizations across the private sector, but not ours, not fully, not yet. We are, as they say, tangled in our anchor chain. Our financial systems are decades old. According to some estimates, we cannot track $2.3 trillion in transactions. We cannot share information from floor to floor in this building because it's stored on dozens of technological systems that are inaccessible or incompatible.

We maintain 20 to 25 percent more base infrastructure than we need to support our forces, at an annual waste to taxpayers of some $3 billion to $4 billion. Fully half of our resources go to infrastructure and overhead, and in addition to draining resources from warfighting, these costly and outdated systems, procedures and programs stifle innovation as well. A new idea must often survive the gauntlet of some 17 levels of bureaucracy to make it from a line officer's to my desk. I have too much respect for a line officer to believe that we need 17 layers between us...."

Orly, we're talking the Secretary of Defense here.  He outlines a problem he has full authority to propose real solutions to.  Why doesn't he do that?  If there are problems requiring a legislative solution, and he meant to solve them, he would outline those problems in detail and propose legislative remedy for Congress to contemplate and address.

None of that happened, nor will it.  You can parse the difference between "tracking" and "missing" all day long but in the end it's a system that has enriched specific people through massive fraud.  By design.  Any "solution" will entrench that, not fix it.

Problem, reaction, solution.  Thesis, antithesis, synthesis.  However you express it, it's the Hegelian Dialectic at work.

The number one job of government is to pretend to fail.  The system is in fact working exactly as designed.

Edit:  Though I have a different perspective on this one point, I find common ground with much of what you've shared.

Thanks for that...

but those were his words.  The problem is with taking conspiracy theories too far, as the conspirators would love nothing more than for us to do that.  As I was trying to explain above, let your good sense lead you to the truth and avoid the traps that have been laid in its stead.

Concentrate on the physics of 911 and you have a slam-dunk but trying to fold in everything else is what will kill the movement.

OK, forget the gay stuff, but the headlines like 'terrorist attack coming soon' and the in-your-face font/color changes are a distraction at best, and provide my nose with a different scent.

Orly, Obama won't go down.  Remember Valerie Plame, the CIA agent that the Bush white house outed?  They got Cheney's assistant to admit to it, then Bush gave him a pardon at the end of his second term.

Gotcha.  Secret knowledge.  I apologize.  I used to think you were just a cynical idiot posting blather in the hope of getting page views.  It is now clear you suffer from serious paranoic mental illness.  Tell me, do you dress up like "George Washington" too?  (That is, if there EVER WAS a President named George Washington.  As you know better than anyone (wink!), George Washingtion could easily have been a a plot of the masonic illuminati, created out of whole cloth!  Cherry tree, indeed!!!)  By the way, let me save you the trouble of replying: "Disinformation #7, 2, 9, 12, 4. Hut, hut, hike!)
