The White House budget office still doesn't fully account for Fannie and Freddie's spending as federal outlays, though Washington controls the companies. Nor does it include as part of the national debt the $5 trillion in mortgages—half the market—that the companies either own or guarantee. The companies have become Washington's ultimate off-balance-sheet vehicles, the political equivalent of Citigroup's SIVs, that are being used to subsidize and nationalize mortgage finance.

If anyone has any hopes of anyone actually going to jail for any of the past 10 years financial digressions all you need to do is read this article on this lemon shark and you will realize that the great whites will be free to roam to eternity.

Investors say Eric Bartoli cheated them and should be extradited to U.S

Teresa Verges, an SEC official who investigated an earlier civil case against Bartoli, said she knows about the new allegations, but she declined to give details.

"Our case has been over since 2006," Verges said. "At the end of the day, we don't have the power to put him in jail. The reality is when someone turns up again, these are the folks who clearly belong in jail -- something that we can't do as a civil agency.

"The Justice Department prosecuted who they had. It's just that Mr. Bartoli has absconded. He's evaded jail. He's evaded the United States. It's frustrating . . . but it's not unusual
